HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 10-22-1984MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA OCTOBER 22, 1984 The regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was called to order by Chairman Dei Erickson on the 22nd day of October, 1984 at 6:35 p.m. in the City Council Chambers of the City of Plymouth, Minnesota. The following members of the. Authority were present: Chairman Erickson, Commissioners Pat Neils, '^,ry Neils, and Harold Bakke. Also present were Director of Planning iW4 :.immunity Development Tremere, Housing Specialist Dale., and Assistant City Manager Boyles. Commissioner Rod Hillstrom was absent. MINUTES It was moved by Commissioner Pat Neils, seconded by Commissioner Bakke, to approve the minutes of the August 14, 1984 meeting as submitted. Motion carried, four ayes. PRESENTATION FROM HENNEPIN TECHNICAL CENTER/NORTH CAMPUS Mr. Norman Meyer with the Hennepin Technical Center/North Campus showed slides of various housing renovation projects completed by students from the Technical Center over the last two years. He indicated that the Technical Center is currently under contract with the Robbi.nsdale HRA for such protects, but they are also interested in pursuing a contract with Plymouth. Mr. Meyer indicated that the program is primarily targeted to renovation of existing hones as opposed to new house construction. However, he stated that each year two new houses are built at the Technical Center for sale and moved onto property elsewhere. Both programs are run on a break-even basis, with labor being essentially free with the exception of paying the subcontractors for electrical, brick and plumbing work. House plans are drown up by a draftin4 Instructor and quotations are obtained on this basis. Once a building project is approved and underway, the Technical Center likes to see that time delays are minimized and that the house is sold promptly in order that their carrying costs are not protracted. Normally a program will run seven to eight months and will be phased with the Technical Center's schedule. Mr. Meyer indicated that they would. be able to start a building program for the City anytime after May, 1985. Commissioners wanted to know when the Technical Center needed to have specific Information as to house style and site for their schedule. Mr. Meyer said that this should be firmed up at least two or three months before May in order that drawings and bids can be obtained. Commissioner Gerry Neils suggested that it would be appropriate for the staff to take Mr. Meyer through the adjoining neighborhood to show him the age and style of housing as well as to share with him any additional information about housiag stock available and cost parameters for this project. Mr. Meyer stated that their first interest Regular HRA Meeting October 22,. 1984 Page. Two would be .in remodeling an existing house as opposed to building a new house. The Technical Center does have a separate program which wouJ4 allow the City to purchase a new house constructed on the Technical Center's grounds and this house is placed on sale February 1 of each year for removal to another site by 3une 1. These houses are normally three bedroom ramblers with 1,200 to 1,300 square feet on the main floor and an attached two car garage. The Technical Center will set a price to cover its costs and then allow parties to purchase the houses. In case of ties, a name is drawn out of a hat. In order for the HRA to participate in the house remodeling program, the Technical Center enters into an agreement with the HRA setting forth. each party's responsib.- tes. The Commissioners advised Mr. Meyer that there are funds available for acquiring, moving and renovating a house, and that the Commission is anxiou's to get a project started by the spring of 1985. Commissioner Gerry Neils questioned whether the Technical Center also provides landscaping services. Mr. Meyer stated that they do basic landscaping design and work in conjunction with housing renovation, but may also consider landscaping a housing project where they did not do the house construction.. MOTION was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils, that staff develop a compatible time table and sequence of events with the school district for: a) acquisition, of a newly constructed home at the school; b) acquisition, installation, and remodeling of an existing home; and c) a quotation on preparation of a landscaping plan, chether or not the Technical Center actually constructs or remodels the houses. Motion carried, four ayes. Commissioner Gerry Neils asked about the plans for the remnant parcel. on the southwest intersection of the proposed 494 - County Road 6 interchange. He Indicated that this land planning should be considered by the City along with the Glacier Meadows plat. MOTION was made by Commissioner Pat Neils, seconded by Commissioner Gerry Neils, to adopt HRA RESOLUTION NO. 84-079 DIRECTING THE CITY STAFF TO SUBMIT A PETITION TO THE HOUSING URBAN DEVELOPMENT AGENCY REQUESTING AN INCREASE IN THE FAIR MARKET RENTS FOR PLYMOUTH'S SECTION 8 PROGRAM. Motion carried, four ayes. NOTION was made by Commissioner Pat Neils, seconded by Commissioner Gerry Neils, to adopt HRA RESOLUTION NO. 84-08, ADOPTING A 1985 PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY BUDGET. Notion carried, four ayes. Commissioner Pat Neils reminded commissioners that Section 8 renters are now eligible to receive energy assistance and that this program is administered through the Human Services organL at1on3 serving Plymouth.
