HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
November 199 1984
A special meeting for the Housing and Redevelopment Authority of Plltimouth, Ninesota
was held on the 19th day of November, 1984 at 6:40 p.m. at the City Council Chambers
In the City of Plymouth, Minesota.
The following Commissioners were present: Chairman Del Erickson, Commissioners Gerry
Neils, Pat Neils and Harold Bakke. Also present were: Director of Planning and
Community Development Blair Tremere and Associate Planner Milt Dale. Commissioner Rod
Hillstrom was absent.

It was moved by Commissioner Gerry Meils, seconded by Commissioner Bakke, to approve
the minutes of the October 229 1984 meeting as submitted.
Motion carried, three ayes. (Commissioner Pat Neils not at the table.)
PUBLIC HEARING ON CDBG PROGRAM YEAR IX FUNDING DEADLINE
At 6:42 p.m. Chairman Erickson called the public hearing to order. As there was no
one in attendance to speak regarding this public hearing item, the Commissioners dis-
cussed what activities could be undertaken regarding the Senior Citizen Housing site,
In conformance with COBC guidelines. Commissioners discussed the possibility of rough
grading.the elderly site as one option. Commissioner Gerry Neils questioned if there

had been any site preparation work done along the north boundary where it adjoins the
condominium development. He believed site preparatory work could be done up to 100
ft. of the north boundary; thereby insuring an attractive property boundary for the
condominium development to the north. The option of planting boulevard trees and/or
construction of sidewalks along the two streets, ie Plymouth Boulevard and 37th Avenue
North was also considered.
Staff indicated that the time needed to expend all of the funds currently allocated in
Year IX for the Senior Citizen site could extend beyond the Year IX deadlines, and
thereby recommended the resolution before the Commissioners to reallocating these
rue -ids for this project into Year X. This would extend the deadline for the use of
this money to July 1, 1986.
Notion was made by Commissioner Gerry Neils, seconded by Commissioner Bakke, to adopt
HRA Resolution No. 84-099
RECOMMENDING THE INITIATION OF A ;-1'MIOR HOUSING SITE PROGRAM FOR CDBG YEAR X AND THE
REALLOCATION OF CURRENT YEAR IX FUNDS FOR THAT PROGRAM; TO YEAR X
WHEREAS, the Plymouth Housing and Redevelopment Authority is required under present
Urban Hennepin County Guidelines for the Community Development Block Grant (CDBG)
program to expend all Year IX funds by June 309 1955; and,
WHEREAS, the guidelines permit the reallocation of Year IX funds to Year X prior to
January 1, 1985; and,
WHEREAS, the Housing and Redevelopment Authority finds it advisable to assure that
CDBG funds for Program No. 103 (Senior Housing Site Program) in Year IX are available
for full use which may extend beyond June 30, 1985;

sNOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT
AUTHORITY, that it should and hereby does recommend to the Plymouth City Council that
Program No. 103 (Senior Housing Site) be established for Community Development Block
Grant Funding Year X, and that all CDBC Year IX Senior Housing Site funds unexpended
on December 31, 1984 be reallocated to that Year X program.
Motion carried, three ayes. (Commissioner Pat Neils not at the table.)
SCATTERED SITE PROGRAM PROGRESS REPORT
Commissioners discussed the landscape plan as submitted by landscape architect Ed
Boehm and agreed with staff's recommendation to move the house 10 ft. farther south on
Lot 1, "Glacier Meadows". Commissioner Gerry Neils requested that staff determine
from the City Engineer what would be the final grade for Fernbrook Lane extended to
the east of the "Glacier Meadows" plat. When this grade was determined then final
contour linescould be established for the tots in "Glacier Meadows". The
Commissioners also discussed the matter of a fence along the east property line of all
three lots. Commissioner C. Neils believed it would be best to delete the fence at
this time. Commissioners also agreed it would be appropriate to move the berm farther
east than shown on the Landscape Plan as submitted.
Notion was made by Commissioner Gerry Neils, seconded by Commissioner Bakke, to direct
staff to request the Engineering Department to establish grade contours for proposed
Fernbrook Lane directly east of "Glacier Meadows" to assure yard grades which can min-
imize future disruption of the backyards for Lots 1, 2, 3.
Notion carried, three ayes.
Commissioner Gerry Neils requested that staff contact the City Attorney's office to
determine what legal requirements housing authorities must weet to expend funds for
projects such as this. Also, he wants to know what specific approvals would be needed
by the housing authority to direct staff to proceed with the various components of the
Scattered Site Housing Project.
