HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 05-02-1983MINUTES OF REGULAR MEETING 40 HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA MAY 2, 1983 The regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held. on the 2nd day of May, 1983 at 6:40 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the authority were present: Commissioners Gerry Neils, Pat Neils, Rakke, and Erickson. Commissioner Pat Neils joined the meetinq at 6:45 p.m. Also present were: Manager Willis, Associate Planner Dale, Director of Planninq and Community Development Tremere and City Clerk Houk. ABSENT Chairman Hillstrom MINUTES It was moved by Commissioner Erickson, seconded by Commissioner Gerry Neils, to approve the oinutes of the March 7, 1983 meeting as submitted. Motion carried, three ayes. EXTENSION OF SECTION 8 PROGRAM Associate Planner Dale reported that he has been directed by HUD to submit a letter to them requesting a new Section 8 contract which would extend the Section 8 program until December 31, 1984. He submitted the letter, Indicating the status of Plymouth's program in December, 1982, on April 18 and Is awaiting a reply. SELECTION OF AN AUDITOR Associate Pidnner Dale presented a list of a number of auditors recommended by HUD to conduct the Plymouth HRA Section 8 Program audit which is required every two years. Commissioner Gerry Neils suggested that the City of Plymouth's auditor be hired to do the audit because of his familiarity with the City. HUD requires that three proposals be obtained for selection of an auditor. Associate Planner Dale stated he would have these at the next HRA meeting for final selection. ELDERLY HOUSING DEVELOPMENT PROSPECTS Associate Planner Dale reported that there are some specific options the City and/or HRA may take in future development of the senior citizen site. These are: 1) non profit sponsorship; 2) profit sponsorship; and 3) turn -key. He briefly explained each option. Regular HRA Meeting May 2, 1983 Page Two Commissioner Gerry Neils suggested another option, Industrial Rev;,nue Bond financing, be explored for the elderly housing development. NOTION was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils, that staff be requested to provide information to the Authority on the financing cost differences that they would project for Section 202 fundin4 versus IRB funding. Motion carried, four ayes. It was suggested that the application information necessary for Section 202 be obtained so the Commission and staff knows what type of information will be required at the time of application. ACQUISITION AND IMPROVEMENT OF VND AND/OR DWELLINGS Associate Planner Dale stated that the acquisition and improvement program for land or dwellings which the Commission approved at its last meetinq is proceeding. Documents have been prepared and are being reviewed by the City Attorney. There is no specific timetable for the project, but he submitted a tentative schedule covering a 12 month period from July 1, 1983. Discussion followed on the types of property which would qualify. NOTION was made by Commissioner Gerry Neils, seconded by Commissioner Erickson, that the staff, for the program of housing acquisition and rehabilitation for sale, look for targets of opportunity such as houses under duress, those not meeting Code requirements and potentially under demolition or rehabilitation orders, or dwellings that are in a state of decline in land fit for development for the purpose of solving an existing community problem and at the same time provide moderate income housing for sale. Motion carried, four ayes. INFORMATION ITEMS Jobs Bill - Commissioner Gerry Neils asked if a program could be put together to provide part or full time employment for inmates of the County workhouse using funding from the President's recently signed fobs 81.11. Manager Willis stated he will get in touch with the authorities of the various agencies to determine the feasibility of a program.. 0 Regular HRA Meeting May 2, 1983 Page Three Section 8 Tenant Problems - Associate Planner Dale reported on several problems currently being experienced with Section 8 recipients. This was for the Commissioners' information in the event follow-up action is required. Plymouth Apartments - Associate. Planner Dale provided a list of all the apartment buildings in Plymouth along with the date they were build, number of units and rent rates. Lesttr from PACAC Chairman - Associate Planner Dale provided a letter from Ray aohnson, Planning. Area 2 Citizen Advisory Chair, advising that the City's proposed Community Development Program has been approved. ADJOURNMENT The meeting adjourned at 7:34 p.m. to X/WO HRA ecretary
