HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 07-11-1983MINUTES OF REGULAR MEETING 49 HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOM JULY 11, 1983 The regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 11th day of July, 1983 at 6:40 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The followinq members of the Authority were present: Chairman Hillstrom, Commissioners Gerry Neils, Pat Neils, and Erickson. Commissioner Pat Neils joined. the meeting at 6:45 p.m.. Also present were: Manager Willis,. Associate Planner Dale, and City Clerk Houk. ABSENT Commissioner Bakke MINUTES It was moved by Commissioner Gerry Neils, seconded by Commissioner Erickson, to approve the minutes j the May 2, 1983 meeting as submitted. Motion carried, four ayes. ANNUAL CONTRIBUTION CONTRACTS FOR THE SECTION 8 PROGRAM On July 7 the HRA received the Section 8 Annual Contribution Contract from HUD. This contract extends Plymouth's Section 8 Program throuqh December 31, 1985. MOTION was made by Commissioner Pat Neils, seconded by Commissioner Erickson, to adopt the following resoluiton: RESOLUTION NO. 83-05 AUTHORIZING EXECUTION OF THE SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth, herein called the "PHA") proposes to enter into an Annual Contributions Contract (herein called the "Contrast") with the United States of America herein called the "Government"). NOW, THEREFORE, BE IT RESOLVED BY THE PHA as follows: Section 1. The Contract, substantially in the form of the contract hereto attached and marked "Exhibit A", is hereby approved and accepted both as to form and substance and the Chairman of the PHA is hereby authorized and directed to execute said Contract in triplicate on behalf of the Local Authority, and the City Clerk is hereby authorized and directed to impress and attest the official seal of the Local Authority on each such counterpart and to forward said executed counterparts, or any of them, to the Government together with such other documents evidencing the approval and authoriztnq the execution thereof as may be required by the Government. The Executive Director of the PHA .is hereby authorized to file with the 'overnment from time to time, as monies are required, requisitions together with the necessary supporting documents requesting advances to be made on account of the contribution provided in the Contract. Section 3. This Resolution shalt take effect immediately. Motion carried on a Roll Call vote, four ayes. SELECTION OF AN AUDITOR Associate Planner Dale stated that two bids were received for auditing the Plymouth HRA. Because three bids are required by HUD, he contacted a third firm and received a bid over the phone. MOTION was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils, to adopt the following resolution: RESOLUTION NO. 83-06 APPROVING THE FIRM OF MOEN & PENTTILA, LTD. AS THE AUDITOR OF THE PLYMOUTH HRA FOR THE PERIOD JULY 19 1981 - JUNE 30, 1983 WHEREAS, the City staff has mailed out letters solicitinq bids from eight auditing firms; and, WHEREAS, three firms responded with the followinq bids: Moen and Penttila, Ltd. $19200.00 Vince Small 19303.00 Boulay, Heutmaker, Zibell & Co. 6,500.00 and; WHEREAS, the firm of Moen and Penttila, Ltd. had the low bid; NOW, THEREFORE, BE IT HEREBY RESOLVED .BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that the Executive Director of the Plymouth HRA be directed to sign the contracts engaging the firm of Moen & Pentttla, Ltd. to audit the books for the Plymouth HRA for the period July 1, 1981 - June 30, 1983. HRA Regular Meetinq Ouly 11, 1983 Page 3 0 MOTION. was made by Commissioner Pat Neils, seconded by Commissioner Gerry Neils, to adopt the following resolution: RESOLUTION NO. 83-07 DIRECTING CITY STAFF TO SUBMIT A PETITION TO HUP REOUESTINC AN INCREASE IN THE FAIR MARKET RENTS FOR PLYNOUTH'S SECTION 8 PROGRAM WHEREAS, there are only an approximate 12 units within Plymouth's present Fair Market Rents (FMR) as of 9uly, 1983; and, WHEREAS, these units are presently rented and not available for prospective Section 8 renters; and, WHEREAS, City staff has determined that, if HUD were to allow the City an Increase to 120% over FMR, then an approximate 1,227 units would be available; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that City staff petition the HUD Area Office to permit Plymouth to have 100% of its Section 8 allocation at 120% over FMR. Motion carried on a Roll Call vote, four ayes. REHAB GRANT PROGRAM PROGRESS REPORT Associate Planner Dale reported that Plymouth has just completed the sixth year in which rehab grants have been provided to eligible homeowners in the City. A total of 65 homeowners in Plymouth have been assisted with qrants over the six years. Hennepin County has informed staff that Plymouth's rehab grant committee does not conform to the requirements of the Minnesota Privacy Act. A decision should be made regarding the need for and use of the rehab committee. The Commission discussed the matter and advised Mr. Dale to continue with the present procedure for determine eligibility, within proqram qutdelines. PRIORITY TO WOMEN FROM HOME -FREE SHELTER FOR SECTION 8 ASSISTANCE Associate Planner Dale reported that over the .last two months there had been a remarkable increase in requests for Section 8 certificates from the Home -Free Shelter for women. This has resulted .in the last five 2 bedroom certificates going to women from the shelter while other applicants continue to wait for certificates for as long as two years. He recommended that a limit of 20% or 10 certificate holders be from the Home -Free Shelter to maintain a balance between these women and other low income applicants. NOTION was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils, to continue the policy of giving priority to battered women and their children who are referred by a battered women's shelter and who live in Plymouth without limitatior, as to the number of certificates. HRA Regular Meeting July 11, 1983 is Page 4 Ann Marshall, Advocate from Home -Free Shelter, stated that any limitation of certlFiNtes would be a real hardship on them. The need for subsidized housing is great and there are not enough apartments to go around. Currently these women and their children are livinq in the shelter up to 30 days because of a lack of apartments for them. Motion carried, four ayes. INFORMATION ITEMS Jobs Bill -- On June 28 the Hennepin County Board submitted to HUD their recommen ation as to how the Jobs Bill funds should be allocated. The Board failed to apprwoe either of the Plymouth projects. Section -.202 Worksho and IRB Fundtn -- Associate 'planner Dale reported that e attepoea a Section 202 wor"R op on May 18. It is his intention to oather data and to submit an application for the next Section 202 fundinq cycle in 1984. He will be working with Assitant City Manaqer Boyles to collect data relative to the financing cost differences between Section 202 funding and IRR funding. Increase in Section 8 Income Limits -- In April the HUD Central Office Issued new Sectlon I income irmits for determintnc eligtbtlity of applicants. Currently 50-60% of Plymouth's Section 8 recipients are in the very low income category. Associate Planner Dale recommended that no change be made to the City's eligibility requirements at this time. Letter from HUD Ciearinq Bonus Fund Projects -- Staff recently received a Letter rrom the manager or tria oc5rea ce of HUD clearing the Plymouth HRA in regards to the bonus funds received by Plymouth for Kimberly Meadows and Willow Wood Estates.
