HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 09-06-1983MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPWOT AUTHORITY OF PLYMOUTH, MINNESOTA SEPTEMBER 69 1903 The regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 6th day of September, 1983 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Hillstrom, Commissioners Bakke, Pat Neils and Erickson. Also present were: Executive Director Willis and Associate Planner Dale. ABSENT Commissioner Gerry Neils MINUTES It was moved by Commissioner Pat Neils, seconded by Commissioner Erickson, to approve the minutes of the July 11, 1983 meetinq as submitted. Motion carried, four ayes. HOUSING REHABILITATION PROGRAM GUIDELINES FOR C.D.B.G. YEAR IX There was discussion by the Commissioners relative to staff's Recommendation 01 to the Housing Rehabilitation Program Ojidelines as to the appropriate time period the City should use for placing on "hold" a newer residence where the homeowner is eligible for a grant. Commissioners believed that older homes needed the most work and were least energy efficient consequently these homes should receive first priority. There was a consensus that those residences less than 20 years old should be placed on a "hold" status. MOTION was made by Commissioner Erickson, seconded by Commissioner Pat Neils, to adopt the following resolution with the modification to Recommendation #1 that 1120 years" be substituted for "15 years": RESOLUTION NO. 83-08 ADOPTION OF HOUSING REHABILITATION GUTDELINES FOR THE C.D.B.G. PROGRAM, YFAR IX DULY 1, 196.) - JUNE 30, 19A4) WHEREAS, the City of Plymouth believes that the Housing Rehabilitation Grant Program provides an effective way of rehabilltatinq older dwellings and reducing scarce energy resources; and, HRA Regular Meeting, September 6, 1983 Page 2 WHEREAS, Hennepin County and HUD require that each municipality adopt Guidelines for its C.D.B.G. Housing Rehabi:ic.ation Grant. Program each year; and, WHEREAS, individual cities are allowed to modify the Guidelines provided they send a letter explaining such modifications; Now 1. iw. BE IT HEREBY RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE 4LIY OF PLYMOUTH, MINNESOTA, that the attached Housinq Rehabilitation Guidelines for C.D.B.G. Year IX be adopied with the following modifications and that a letter be gent to the County outilninq the modifications; MODIFICATION 01: This change should be inserted into page 6 under C. Applicant Selection Criteria, That normally a first come, first served process be used except in those cases where the applicant lives .in a residence that is less than 20 years old. This applicant would be placed on a "hold" basis for six months. If after 6 months the City still had sufficient grant funds available, those work items deemed essential to upgrade the structure would be approved. MODIFICAT10H 02: This change should be inserted after paqe 28 and be considered as Section X and titled "Prior Approval.") A. The City may from time to time authorize a Prior Approval for the purpose of making Home Improvement Grant Funds more readily accessible to eligible applicants under extraordinary circumstances. B. Prior Approval allows the City to authorize work to begin on a residence before the Grant Package has been submitted. The Grant Package should be completed and submitted as soon as possible following the issuances of the Prior Approval. It is imperative that the income of the recipient he acceptable under the income guidelines as stated in Section VI. C. The following conditions shall apply to a Prior Approval, provided that: 1. Applicaots are received in the form of acceptable Grant Packages as set forth in Section VII. 2. Applications meet all eligibility requirements as set forth in. Section VI. 3. In addition to the other verifications required in the Procedural Guides, the City shall also provide verification that: a. the dwelling unit contains defects or deficiencies which, if :eft uncorrected, would rev -der the unit immediately uninhabitable; or that, HRA Regular Meeting September 6, 1983 P Nje 3 b. such defects are the direct result of occurrences which Include, but are not limited to: natural causes such as floods, tornadoes, fires, blizzards and storms; or mechanical failures such as burst pipes and funace breakdowns; or that, c. extraordinary circumstances force the work to proceed immediately for a delay will greatly increase the cost of the work and/or delay in approval will force a postponement of the work until a much later date than necessary In normal circumstances; i.e., changing weather conditions. D. The City may require additional Information which will aid in Its determination of the compelling merits of each case. All decisions shall be made by the City at its sole discretion. Motion carried on a Roll Call vote, four ayes. Commissioner Pat Neils expressed the opinion that rehabilitation arant money should not be spent to substitute for normal maintenance workk that every homeowner should do on his/her house. HOUSING & REDEVELOPMENT AUTHORITY RUDGET FOR 1994 Commissioners reviewed the proposed budqet and were informed by the Executive Director Jim Willis that this budget would be going before the City Council for its consideration this month. MOTION was made by Commissioners Pat Neils, seconded by Commissioner Rakke, to adopt the following resolution: HRA RESOLUTION NO. 83-09 ADOPTING A 1984 PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY BUDGET WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth proposes to fund certain programs to assist lower income families and individuals In need of housing assistance during the year of 1984; and WHEREAS, it is necessary to budget adequate monies for these purposes; NOW, THEREFORE, HE IT HEREBY RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, that the attached budqet be adopted by the Plymouth City Counc! 1. HRA Regular Meeting September 6, 1983 Page 4 INFORMATION ITEMS Letter from Herb Lefler -- Commissioner Erickson wanted, to know if the form titled Xddendum to PurcFase Agreement" from the City Attorney, Herb Lefler, was a standard agreement mast housing authories used when enterinq into a contract with a private party that would be purchasing a partially subsidized. property. Executive Director Willis believed this to be the case inasmuch as Mr. Lefler's law firm works with a number of municipalities in the metropolitan are. Loans to Lenders Pr__oara m -- Executive Director Willis informed the Commission of some OF the details about the Loan to Lenders Program recently approved by the City Council. He indicated that the owners of the Lancaster Village Apartments were recipients of a loan to assist in making repairs on their buildings in Plymouth. Commissioner Pat Neils wanted to know how the HRA might be involved to see that low and moderate income persons from Plymouth could rent at Lancaster Village. Executive Director Willis stated that it is required that a minimum of 20% of the renters for a period of at least 10 years be in the low and moderate income category to allow the apartment owners to have this low interest loan.
