Dough Mayo, processing official with the local HUD area office, indicated on that date that it would,be 3 to 4 weeks until a contract between HUD and the Plymouth HRA would be ready for signing. Until that time, Staff cannot officially sign up any apartment owners to a Section 8 contract with the Plymouth HRA. -ft can be noted that several apartment management -people have indicated a very favorable interest in the Section 8 program. Staff will be contacting all apartment owners in the City within the next two weeks to explain briefly the benefits of the Section 8 program for rental assistance. Consequently, when Staff receives word from the local HUD area office that a contract is ready for signing., we will be ready to sign contracts with local apartment owners. Recently, Staff completed another apartment rental survey to determine how much rents have increased since October 1976 and if HUD Market Rents are realistic for Plymouth. The January 1977 survey revealed significant rental increases over the October 1976 rents. Staff, therefore, has submitted to the. local. HUD area office a chart showing rental rates and their increases between June 1976, October 1976 and January 1977. Regulations do allow for rent increases above the current Fair Market Rents but only under certain prescribed conditions. While this land, in many cases, is either unbuildable or would be prohibitively expensive to make buildable, sane parcels can be improved and developed. Staff has cataloged and field inspected 24 parcels within Plymouth. Of these 24 parcels, Staff estimates that 8 lots for single family residential development are possible. These lots are low but with sufficient fill and adequate planning can be made usable. The remaining parcels are either required for ponding, appropriate for park use or would be prohibi- tively expensive to fill. Along with the above mentioned parcels, the. City does have two parks, i.e. Green Oaks Park and Imperial. Hills Park which have substantial land areas that are not needed for park purposes and the "extra" land creates a maintenance and expense problem for the City. Staff suggests the possibility of four single family residential lots bor- dering Green Oaks Park fronting Zircon Lane and four single family lots at Imperial Hills Park at the terminus of 17th Avenue North. In total, then, the City does have potential of 16 single family lots for moderate income housing development. Should the City HRA choose to provide a developer or developers with buildable parcels at low or no cost, it would significantly reduce the price of a single family residence to a moderate income family. Assuming the value of the parcels unimproved to be between $5,000 and $8,000 per lot, the builder could reduce the cost of housing by this amount so that a $40,000 house might sell for as low as $32,000 to a qualified buyer. Presently, the HRA for the City of Bloomington is selling a 2 -bedroom model home for $28,900 and a 4 -bedroom hone for $31,800 to qualified moderate income families. Staff will investigate further the process of tax forfeit land conveyance, use of City park lands and other City property for this purpose should the HRA desire. Dennis Daniels, Bloomington's HRA Director, has consented to speak to the City's HRA regarding their program if there is an interest. ATTACHMENTS: 1. Map of Scattered Parcels 2. Community Development Block Grant Funding. City Staff has giv n preliminary notice to the Metropolitan Council of its interest in applying for bonus Community Development Block Grant funds. These funds are a special allocation from the Secretarial Discretionary Funds through the Department of Housing and Urban Development. Approximately $250,000 will be made available to communities in the Metropolitan area. Priority in the allocation of these funds will be given to communities who would utilize the funds for facilitating construction of 3 or 4 bedroom family subsidized housing units cn scattered sites. This money would be used for acquisition and write- down of land, as well as the preparation of sites for such construction. Presently there are bonus Section 8 Rent Assistance Funds available to qualified families who would rent these units. In Staff's investigation of the Community Development Block Grant bonus fund program, it appeared that finding a developer who could produce 3 or 4 bedroom - housing units on scattered sites and have the capacity to administer the Section g rental program would be the key to having the City's application for bonus funds approved. Staff, therefore, contacted likely building construction people in Plymouth and found that the firm of Mission Partnership was positively disposed to the construction and management of 3 bedroom subsidized housing units at their Mission Farms site. Consequently Staff's "Notice of Intent" letter to Metropolitan Council"relative to bonus Community Development Block Grant funds indicated the willingness and availability of a developer in Plymouth to construct and rent 14 three-bedroom family housing units. Staff requested a total of $28,000 for site preparation or $2,000/unit which could be applied to pay for the installation of public sewer and water.. Attached is the "Notice of Intent" letter to the Metropolitan Council for Commissioners' review. The next step in applying for the. bonus Community Development Block Grant funds is submittal of a formal application to the Metropolitan Council by February 18, 1977. This application should consist of the following: I. Standard. Federal Assistance Form 424 - A general federal form used for most fe era funding applications indicating the type of project, program, proposed funding, etc. 2. Community Development Program HUD 7015.1 - This chart provides a descrip- tion o escrip- t ono activities to be initiated, short term objectives and estimated cost of proposed projects to be undertaken for the program year to meet the community's development needs and objectives. 1- 3. Housina Assistance Plan HUD 7015.8-11 - These are four tables that relate to a survey of housing ERIEons in the community,. the housing assistance needs of lower incase families, goals for Tower income housing. assistance (current year) and general locations for lower income housing. 4. Commuwity Development Budget HUD -7015.S - This form relates program activity costs for the various cost items anticipated. 5. Assurances.NUD .7015.12 - This requires the governing body to pass a resolution authorizing the filing of the application and that it will comply with A-95 .review procedures and other applicable federal laws, such as. the Civil Rights Acts of ;964 and 1968. Staff can prepare the application package and have it ready for City Council action on .February 7, 1977 should the Commission desire. The advantage of obtaining such funding would be that the City can assist a developer to build subsidize4 family units and yet nothave the administrative function connected with'the Section 8 rental assistance program. Presently Plymouth's. Housing Assistance Goal over the next three year period is 230 housing units. With 14 possible units in this program -coupled with 50 Section 8 apartment rental units and another 24 Section 8 units at the proposed. Willow Creek project, the City could have a total of 88 units by the end of 1977. Presently there is a prospective developer in the City who has expressed an interest in providing 14 three-bedroom family units at two or three different locations. Rents would be under Section 8 rent•liits as established by..HUD for Hennepin County. The units proposed would consist of 8 townhouse units and 6 walk-up apartment units. The approximate funding requested Is $280000.00 to provide for the preparation of the site or construction. In total, the developer is proposing approximately 206 subsidized housing units within a 257 acre residential planned unit develop- ment of some 988 dwelling units. This RPUD proposal has received. City Council approval with a significant portion of the property already in development. A previous letter to you dated November 9, 1976 indicated the avail- ability of $1.5 million in bonus Community Development funds. He shall keen regular books of accounts showing receipts and expenditures and shall render -to the Authority, at each regular muting (or oftener when requested), an account of his transactions and also of the financial condition of the Authority. He shall give -such bond for the faithful performance of his duties as the Authority may determine. The compeansation of the Executive Director shall be determined by the Authority. Section 6. Additional Duties. The officers of the Authority shall perform such other u es andfunctions as may from time to time be required by the Authority or the bylaws or rules and regulations of the Authority. Section 7. Election or ApEgintment. The.,first Chairman shall, pursuant to his appointment, serve in the capacity of .Chairman until the expiration of histerm of office as Commissioner. Authority fixes, -but no Commissioner of .the Authority shall be eligible to this office. Secticn 8. Vacancies. Should the office of Chairman, Vice -Chairman or Secretary-Treasu-m- ecome vacant, the Authority shall elect a successor from its membership at the next regular meeting, and such election shall be for the unexpired term of said office. When the office of Executive Director becomes vacant, the Authority shall appoint a successor, as aforesaid. Sectio.? 9. Additional Personnel. The Authority may from time to time employ such personnel as it deems necessary to exercise its powers, duties and functions as pres:ribed by the Municipal Housing and Redevelopment Law of Minnesota applicable thereto. After you -have studied the enclosed rent schedules for Plymouth, I think you will understand our need for approval of an increase in the applicable Fair Market Rents in Plymouth. Without such an increase, it will be completely impossible to provide the 50 units of Section 8 housing as allocated by HUD. In June of 1976 there were 225 apartment units within Plymouth that were under Fair Market Rents while in October of 1976 there. were 183 apartment units and in. January of 1977 the number had dropped to, 19 apartment units. By applying a 105 increase for all New Construction Units and.a 20% increase for all ExistingUnits, then 399 units would be potentially eligible.
