SUBJECT: Rehabilitation Committee Meeting
On Wednesday February 16, 1977, the first meeting of the Plymouth
Rehabilitation Committee was held at the Plymouth City Hall. This
Committee was recently appointed by the Mayor to provide the City
with an on-going citizen committee to promote the rehabilitation of
existing oder houstng where the owners' income prohibits making
necessary repairs and improvements. All committee members were in
attendance, ie Ruth Ault, 18805 County Road 6; Armand (flat) McCaughey,.
1221.56 24th Avenue North; and Rod Hillstrom, 12510 25th Avenue North.
Howard Hunt. City Councilman was also in attendance to explain to the
committee its "charge." from the Council and the amount of local rehab-
ilitation grant money that the Council has made available for this
year, ie $20,000. Councilman Hunt stressed to the committee how
important rehabilitation in Plymouth is to the. Council. He also
stated that rehabilitation was one area where direct and immediate.
benefits could be realized - (1) for the affected .property owner,
2.) the property owner's neighbors, (3) the City as a whole and
4) those persons involved in the grant review process, ie in terms
of the satisfaction gained as a member of the Rehabilitation Grant
Review Committee.
Committee members agreed to meet at the City Hall on a regular monthly
basis at 7:30 p.m. on the 3rd Wednesday of each month. At the March
meeting more definitive criteria will be established regarding who should
receive rehabilitation grant money, incommr limits and rehabilitation work
to be done. The committee also discussed ways the rehabilitation
grant program could be advertised effectively so that all qualified
households-would be made aware of the program.
Staff indicated that the City of Plymouth would not .know how much
grant money would be available through the MHFA until sometime this
summer. It appears likely, in talking to Metro HRA personnel, that
Plymouth would be in line for another $10,000-$12,000 in grant money
again. Many -.of the communities are having a difficult time finding
eligible applicants consequently it will be to Plymouth's advantage
to get all of its grant monies allocated. Presently Plymouth has
expended $1,715.50 in grant money with $9,006.20 remaining. However,.
of this $9,006.20, approximately $7,000 is ear -marked for two
prospects whose applications are now under review by the MHFA. Just
this week another prospect has surfaced thru a letter to WCCO-TV's
Action News and should they be qualified, all of thegrant monies
could be expended by the end of March.

Funding of Site Improvements for 3 or 4 Bedroom Family Subsidized Units on
a Scattered Basis
At its meeting of January 31, 1977, the HRA received a memorandum regarding scattered
building site development using Community Development Block Grant (C,2,%33) funds. This
memorandum indicated that an application should be submitted to the 1-16tropolitan
Council prior to February 18, 1977 otherwise Plymouth would not receive consideration
in the funding review process. As part of the application package, a resolution
approving the filing of such an application andthe agreement to established HUD
assurances is attached and recommended for adoption. The City has already made these
same assurances with the "regular" CDBG application.

APPLICATION PROCEDURES
AREAKIDE COMMUNITY DEVELOPMENT BLOCK GRANTS
December 1976
Approximately $250,000 in Community Development Block Grants is
being made availabe to the Twin Cities Metropolitan Area by the
Department of Housing and Urban Development. These funds are a
special allocation from the Secretarial discretionary funds.
Applications for these funds must be submitted to the Metropolitan
Council by 5:00 p.m., Friday, February l8, 1977. The following
guidelines and procedures should be observed.
Notification of intent to Apply
Submit to the Metropolitan Council by January 18, 1977.
The notification should be a very brief summary of the proposed
activities and the approximate amount of funds to be requested.
Application
Submit six (6) copies of the application to the Metropolitan Council
by 5:00 p.m., February 18, 1977.
The application should consist -of:
1. Standard Federal A8813tanCt Form 424.
2. Community Development Program HUD 7015.3.
3. Housing Assistance Plan HUD 7015.8-11. (Note that if the city
has an existing HUD -approved HAG on!" a reference thereto need
be submitted.
4. Community Development Budget HUD 7015.5.
S. Assurances HUD 7015.12. (Note that citizen participation and
public hear., -,.go need not be assured.)

Applications will be reviewed by the Metropolitan Council for con-
sistency with the areawide Housing Opportunity Plan and the degree
to which the proposed activities aid and further the objectives of
the Plan, and ranked according to funding priority.
Priority will be given to activities which will facilitate construction
Of 3 or 4 bedroom fancily .subsidized housing units on a scattered
basis, such as acquisition and write-down of land, and .preparation
of sites for such construction. Bonus Section 8 Rent Assistance
Funds are available to assist these developments. Previous 1975
and 1976 Section 8 funding and distribution will be included in
determining -consistency with the Plana
Program regulations and copies of the application forms are
attached.

Re: Section 8 Rental Assistance Program
Dear Mr. Dale:
Thank you for your letter of February 18, 1977, regarding the Plymouth
HRA's Section 8 Rental Assistance Program.
We have participated in a similar program sponsored by the St. Louis
Park HRA for the: elderly and found it to be quite satisfactory. In that program,
however, the HRA paid the rert directly to us and the amount paid was the same
as that paid by the other tenants.
The informational sheet enclosed with your letter indicates that the
maximun rent to be paid by the Plymouth HRA is less than the current rent schedule
for our apartments in Plymouth. Consequently, we regret to inform you that we
could not enter -into a contract with the Plymouth HRA at this time.
