Adjournment CITY OF PLYMOUTH 3025 HARBOR LANE, PLYMOUTH, MINNESOTA 55441 TELEPHONE t812i 559-28W DATE: April 20, 1977 MEMO TO: Housing and Redevelopment Authority FROM: Milt Dale SUBJECT: Emergency Grant Funding for Home Improvements Staff was directed by the Housing and Redevelopment Authority at its meeting of March 28, 1977 to prepay,: a resolution requesting advani.ed funding from the City Council for emergency home improvement grants. These grants would be for those persons whose homes would require immediate attention due to the occurrence of some natural disaster or mechanical breakdown. Upon investigation staff discovered that Community Development Revenue Sharing Funds may not be used for "in arrears" funding purposes. This would neggate sitheestabl ibent of a special emergency fund using the $20,000 in C.D.R.S. money. However there is an Emergency Home Improvement Grant Fund through the MHFA that would permit use of its monies for such emergency use provided MHFA grant guidelines are met and MHFA approval is obtained for the home improvement. There is no limit to the amount of money allocated to each community as applications are approved on an "as needed" basis. There is a 5,000 grant limit per applicant as in the other program, however. Staff would recommend to the Housing and Redevelopment Authority that the MHFA Emergency Home Improvement Grant Program be utilized until such time as C.D.R.S. funds become available. Recent conversation with the Metro Council's Rehabilitation Grant Proram Administrator indicates that Plymouth is slated for anywhere between 111,500 to ,$25,000 for the two year period, 1977-79. These funds would likely become available on August 1st of this year. There is some chance that the present regulations regarding the Rehabilitation Grant Program will be revised somewhat. I have talked to the Agreys several times regardingtheSection8RentAssistanceprograminPlymouth, so I am fully aware of their situa tion. Presently, the Plymouth HRA does not have a Section 8 contract signed with HUD; however, HUD has given Plymouth tentative approval of 50 units. of Section 8 assistance for 1977-78. I expect a contract to be signed in Lao or three weeks. At that. time, I can sign contracts with Plymouth apartment owners and then Ican accept applications from prospective tenants. I do have the Richard Agrey request on file and at such time as the aforementioned contracts are signed, they will be informed and their application reviewed. Pro- vided they meet HUD income limit standards, they may select an appropriate apartment in Plymouth. The Agreys also have the option of checking with the Metro Council HRA should they desire a unit more quickly as the Metro HP.A presently has 50 communities, i.e. New Hope, Golden Valley, Minnetonka, etc, in tteir• program.
