SUBJECT: Section 8 Rental Assistance Program -Progress Report
In the last three weeks staff has interviewed 12 applicants for rent assistance in the City
of Plymouth and it appears that most of these a plicants will qualify. Three applicants
already .have been granted "Certificates of Family Participation" i.e. the approval by our
office to find a suitable apartment within Plymouth subject to HUD guidelines. Of these
three eligible recipients, two already live in apartments in Plymouth and should the apart-
ment management agree to sign a contract with the Plymouth Housing and Redevelopment Authority,
the family may continue renting their present apartment but at the reduced HUD rate.
It may be of interest to the Authority to get a socio-economic "look' at the first three
recipients as follows:
R.eciyient A is a widow 23 years old with a young 2 year old daughter.: She lost
her husbandsuddenlya boating mishap atout 2 years ago. They had been married only a
few months. She has been living on social security death benefits and recently began a

Please note, the reason I have included columns for HUD Bent +10% Increase and HUD +20%
Increase is that HUD does allow an increase in rents by this amount where no vacancies
exist at the lower rental rates. HUD regulations read as follows:
For up to 20 percent of the units authorized by an ACC(Annual Contributions
Contract), the PHA (Public Housing Agency) may approve Gross Rents on a unit -
by -unit basis which exceed the applicable fair Market Rents by up to 10 percent.
The PHA may, in addition, exercise'such authority with respect to more than
20 percent of the units authorized by an ACC if HUD approves such extension
of the PHA's authority. In considering whether to grant such approval, HUD
will review the appropriateness of the applicable Fair Market Rents and the
Relationship of estimated program costs to program objectives.
HUD may approve, upon reuest from a PHA, maximum Gross Rents for all units
of a given size or type ?elevator/nonelevator) of up to 20 percent above the
applicable Fair Market Rents within a designated municipality, county or
similar locality. Any such request must be supported by a statement of the
special circumstances warranting such increase in maximum Gross Rents, including
whether such higher rents are necessary to implement a Housing Assistance
Plan. In considering whether to grant such approval, HUD will review the
appropriateness of the applicable Fair Market Rents and the relationship of
estimated program costs to program objectives. In no event shall a maximum
Gross Rent, as approved under this paragraph, exceed the rent, including
Allowances for Utilities and Other Services, determined by HUD to be the
average rent currently being charged for available standard units of similar
size or type in the applicable municipality or county.
Upon request by the PHA, the Regional Administrator .,f approve Gross Rents
qr any unit size or type of up to 20 percent above %;i.e applicable Fair Market
Rents for a designated municipality, county or similar locality. Such
approval shall be based upon substantially the same criteria as under para-
graph (a) (3) of this section except for the last sentence thereof."
Presently there are only a couple apartment buildings in Plymouth where rents are in excess
of the 10% or 20% increase over Fair Market Rents. Consequently the Section 8 Program
seems to be guaranteed to work in Plymouth it just means we will have to document
reasons for any rent increases over 10% of Fair Market Rents.

Recently I received a letter from the HUD Area office approving our requisition for
funds. As yet :no money has arrived however, conversation with HUD staff indicates
that by October .1, funds should be released. This money is primarily for preliminary
administrative expenses, equipment and estimated Lousing assistance payments. Staff
suggests that the funds, when delivered, be utilized as follows:
To City's general fund to defer salary expenses and equipment and material
purchases used to operate the Housing and Redevelopment Authorit in 1976
and 1.977. . . . . . . . . . . . . . . . . . . 112,640
To Housing and Redevelopment. Authority account for estimated housing assist-
ance payments during the period September 30 -December 31, 1977. $2,.639
Totals. $15,279
The Plymouth Housing and Redevelopment Authority staff was recently informed by the
Metro Council of a survey done by that agency regarding residency preferences of
Housing and Redevelopment Authori%y's in the Metro area. Some communities have chosen
to establish residency preferences and others have not. The Metro Council staff is
urging communities to discontinue their residency preference policy. The Plymouth
Housing and Redevelopment Authority does not have a residency preference policy nor
does Dakota County, Forest Lake, Hopkins, Metro Housing_end Redevelopment,.Authori:ty,
Mound and waconia. Involved with the Nitro Housing and Redevelopment Authority in
its Section 8 program are some 50 other participating communities who also Uould have
no residency preference requirement. A memo from the Metro Housing and Redevelopment
Authority staff (Nancy Reeves) and a letter from Phil Cohen, Metro Housing and
Redevelopment Authority Advisory Committee Chairman, are attached.

SUBJECT: Home Improvement Grant Program, Progress Report
Attached are the unapproved minutes of the Housing Rehabilitation Committee's August 18th
meeting. Approval by the comhittee was granted to 4 of the 6 applicants with a question
mark regarding the other 2 applicants due to either their income or asset limitation. It
now appears t#:at both questionable applicants will not be eligible .due to their assets
being over $25000.
The -number of applications for .Home Improvement -Grant Money has diminished significantly
over the last 3-4 weeks. It appears that periodic reminders that a home improvement grant
program exists is necessary to keep people informed. Ore proposal made by the Housing
Rehabilitation Committee is to send out a brochure in the water bill mailings. Approval
has been granted by the City Manager and the next mailing should have a brochure enclosed.
Almost all of the 1976-77 rehabilitation work is completed except for some landscape work,
some window repair work and a deck. It is anticipated that this work should be done
within the next 3 weeks.

2. Standard Deductions; are $750 for the first and second adult members of the
housefiold over IS years of age and $500 for each additional household member
excluding foster -children. Last year's regulations called for a percentage
deduction of income. i.e. 10% for elderly and 5% for non -elderly and a $300
deduction/child.

is to make the property more accessible to handicapped persons.
6. Smoke Detectors; are now a required improvement in all residences where such
Te-Mes are not now provided.
7. Bedroom and Bathroom Additions; are allowable in special circumstances where
overcrowding exists and/or n oor bathroom facilities are presently inadequate.
8. Exterior finishieg; such as pa.ioting or siding is allowable only where there is
severe deterioration.
9. Pro ect Com 1e tion_Oeadllne; is 60 to 90 days after the grant 1s approved by
enneso a Housing Finance Agency.
10. Re a nt Clause; now requires a 7 year residency requirement by grant recipient
rather than the 0 years previously required. It also requires that a recipient
must pay back the full grant amount if recipient sells or otherwise conveys the
property before 36 months are up. The repayment amount reduces by 25% incre-
ments from the 3rd to the 7th year.
11. Handicapped Accessibilit Improvements; do not require repayment no matter
when the property is Sold.

As you i:sow, local Housing and Redevelopm3nt Authorities can. set
prcfe.rences for the selection of applicants to participate in
their hcusing programs. A number of HRA's ,.n the Twin Cities
Arca have established a preference for co:wunity residents as
one of their preferences in selacting applicants. At the same
time, other Area HRA's give no preference to community residents.
Concern has been growing ovar the potential impact of residency
preferences on equal housing opportunity and mobility. Additional
information about this issue is contained in the attached meso to
the Metro RRA Advisory Committee, which was discussed at the meating
of .lune 29, 1977. Out of this nesting came a request for a future
meeting of Ar* -a HP.A's to discuss residency preferences, p -,::-or to
any committee action on the issue.
