Mriting and preparingg an environmental assessment report for the City's Housing Rehabilitation Program. B. Interviewing, reviewing and .screening applicants for the Section $ Hent Assistance Program. C. Reviewing. and inspecting home Improvement grant, program applicants. A. Environmental Assessment Report This report is required for all Community Development Grant Block projects and is reviewed by Hennepin County prior to submittal to the Metro Council. Very specific guidelines have been established by the federal government regarding Environmental Assessment:. These assessments must determine if any adverse situation in the community will effect the project, i.e. and/or project recip- ients. As an example, for the City's Home Improvement Grant Program it was necessary to establish "air quality" and "noise quality" "corridors" along the City's major thoroughfares to determine if there would .he any adverse effects to properties along these corridors in the eventuality a property owner may qualify for a home improvement grant, Presently the Environmental Assessment Report for Plymouth has been submitted, reviewed, returned and is in process of being rewritten. This project should be completed by the end of October. B. Section 8 Rent Assistance Program A great deal of interest seems apparent in this program but with many (or is it all?) federal programs the sea of red -tape is wide and deep. Applicants must be interviewed and verifications for income, social security, assets, support pay- ments, child care payments, Aid tb families with Dependent Children.,, medical, expenses, etc. must all be obtained. if the applicant is determined eligible. a Certificate of Family Participation is given to the family head and the program Page 2 is explained to the family head. He (she) then must hunt down an apaPtaent and indicate to the apartment management that he (she:) is on the Section 8 Went Assistance program, sanag"t and staff then confer and the details of the Section $:program are explained to the management. Presently three apartment owners seem definitely interested, i.e. at Plymouth Colony. four Seasons V1110 and The Place. So for only Plymouth Colony has signed a contract but the other two do seem likely. Some five or six families at the Plymouth Colony Appear to be eligible at this stage. C. Home Improvement Grant Program Several hove improvement grant applicants have been reviewed, declared eligible by the rehabilitation Committee and contractors have been not- ified to mall in bids on specific jobs. Leaky roofs, insufficient insula- tion and a lack of public sewer and water seem to be the most prevelent problems that have surfaced this year.
