SUBJECT: Housing and Redevelopment Authority Commissioners Terms of Appointment
and Offices
Housing and Redevelopment Authority by -Laws require that fine members be
appointed to the Housing and Redevelop*nt Authority. In January the term of
office for the. Chairman will be up as will.the office of Vice -Chairman and
Secretary- Treasurer. Present Housing and:Redevelopment Authority Commissioners
whose terms as commissioners extend beyond January 1978 are as follows:
Commissioner Neils -January 1980
Commissioner Spaeth -January 1981
Commissioner Baake-January 1982
Commissioner Vasil-ou-January 1982
A replacement for Commissioner Hilde, whoseappointment is: up in January,•will
be necessary. This appointment would be made by the mayor at a January council
meeting..
In December, the Housing and Redevelopment Authority meeting would normally fall
on December 26th, a holiday. Consequently the Housing and Redevelopment Authority
meeting could be held on December 19th or be postponed until the January meeting.

As.of November 1, 1971 seven Section 8 renters received rent assistance through the
Section 8 program. fallowing is a breakdown by apartment complex, rent paid by renter,
rent paid by HUD, and income 1pvel of recipient, etc:

It now appears likely that 3 more apartment owners will sign up with the Section 8
program. The apartments are The Place at 3925 Lancaster Lane, Wellin tan Apartments
at 17210 County -Road 6 and Lanca-s-ft-rTilliage at 361.0 Lancaster Lane. Also there
is a strong likelihood of 9 or 19 more ren ers coming on the program for the month
of December.
I have put together a table showing the number of apartment units available and the
number of persons presently certified. The apparent strong demand for 2 bedroom
apartments for non -elderly persons looks like it will present staff with the most
probl ems .

Recently you applied through your- Areawide Planning Organization for
bonus Oommunity-Development Block Grant finds to support your Areawide
Housing Opportunity Plan. We regret to inform you that we were unable
to fund yoar application for these bonus funds.
The seven applications selected for funding (out of twenty five aub-
mi.tted) were those judged by a HW Selection Board to best meet the dual
criteria of (1) satisfying the overall HOP objective of broadening and
deconcentrating housing opportilni.ties for lower income households, and
2) the priority assigned to the application by the Areawide Planning
Organization serving your jurisdiction. This decision in no way reflects
on the value of your proposed project for your community. Projects such
as yours are important to the national goal of achieving equity in the
provision of housing and community development support for lower income
households.
We appreciate your participation in the competition, and. hope that you
will have an opportunity to participate next year in what we expect will
be a .significantly expanded program.

To document our request for an. nverall increase in fair r..ar:;

rents in the City of Plymouth I ha . included as attachcents the
results of rental surveys dome in the City in. June and O;:.tober of
1976 and in January and August of 1977. It is plainly evident
from looking at these surveys that if a Section 8 rent subsidy
program is to work in Plyt>tau0. some adjustment to present fair
markct rents b;: trade. As an example in August of 1977 only 6
apartrIent units in Plymouth of 1804 total units, would be eligible
without the use of a 100• or 207 increase in fair Ptarket rents.
There would be no way the Section 8 program could operate here in
that case. Also very few vacat cies exist in the City. In: August
of 1977 only 23 vaLar.cies or a 1.3°1 vacancy rate existed in. the
City.
A primary reason for the high rental rates in. Pl3rnoutn is the rel-
atively recent vintage of the apartments in the City. Over 95; of
the rental housing in Pl)rnouth has been built since 1967. ftwe"iver,
on the other hand no new buildings have been built in the last three.
years with most of the units constructed betwaAn 6 to 10 years ago.
Consequently tie are tot eligible to utilize recently completed
construction rates. Many of the
rn
apartt"ents built in Plymouth have
amenities such as tennis courts, indoor and outdoor stiiing poois,.
handball courts, etc. which also increase the rental rates. While
these amenities are not essential or even necessarily desirable in
all cases, they are expensive features whose cost must be bourne by
all the renters in the complex -Section 8 rental program not with-
standing,.
I have also enclose -i /.ppendix 10 as a part of this request.
Thank you for your ernest consideration of our request for rental rate
increases above 10% of fair warket rents in the City of Plyr,outh.
