Regular City Council Meeting
April 12, 2016
Mayor Slavik called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the
Council Chambers of City Hall, 3400 Plymouth Boulevard, on April 12, 2016.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Johnson, Carroll, Wosje, Willis, and
Prom.
ABSENT: Councilmember Beard.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Public Works Director Cote, Deputy Park and
Recreation Director Northway, Deputy Police Chief Plekkenpol, Fire Chief Coppa, Recreation
Supervisor Hemp, City Attorney Knutson, and City Clerk Engdahl.
Plymouth Forum
Dawn Errede, 3005 Larch Lane North, Stephanie Karri, 4415 Norwood Lane North, Bill Hull,
12024 26th Avenue North, Rev. Bill Weir, 10505 8th Avenue North, and Bill Krause, 3005
Larch Lane North, voiced their disappointment with the Council in removing required
background checks for gun purchases item from their 2016 legislative priorities at a special
meeting on March 28. They stated this action was taken due to pressure from gun activists,but
there is even more support from members of the community that care about gun violence
prevention. In the future, they requested the Council to support legislation in this regard.
Mayor Slavik stated the Council determined this isn't a City issue. Therefore, she urged
residents to contact their legislators.
Presentations and Public Information Announcements
4.01) City Sampler on April 16
Mayor Slavik announced the annual City Sampler on April 16 at City Hall.
4.02) Primavera on April 15-17
Recreation Supervisor Fram announced the annual Primavera on April 15-17 at Plymouth Creek
Center.

Mayor Slavik thanked staff for the installation of the flashing yellow lights at various
intersections in the City.
Approval of Agenda
Motion was made by Councilmember Johnson, and seconded by Councilmember Carroll, to
approve the agenda. With all the members voting in favor, the motion carried.
Consent Agenda
Motion was made by Councilmember Johnson, and seconded by Councilmember Prom, to adopt
the Consent Agenda that included the following items:
6.01) Special Meeting minutes of March 22 and March 28, 2016 and Regular Meeting minutes
of March 22, 2016.
6.02) Resolution Approving Disbursements ending April 2, 2016 (Res2016-104).
6.03) Resolution Approving the Purchase of a Replacement and Upgrade of Self-Propelled
Asphalt Paver(Res2016-105).
6.04) Resolution Approving the Cost Share Application for the Minnehaha Creek Watershed
District 2016 Green Infrastructure Stormwater Best Management Practices Program (16008 -
Res2016-106).
6.05) Resolution Approving Lease Agreement with Hennepin County for KNOWink Poll Pads
and Associated Equipment for Elections (Res2016-107).

School Youth Hockey Association (Res2016-121).
With all members voting in favor, the motion carried.
Public Hearings
7.01) Public Hearing on Denial of Massage Therapy Certificate for Tierra Kirstin
Jackson-Campbell
City Clerk Engdahl reported on the background of the application and reasons for denial.
Mayor Slavik opened the public hearing.
Tierra Kirstin Jackson-Campbell, applicant, stated she provided her name on the application as it
was printed on her birth certificate and as she knew it to the best of her knowledge. She
acknowledged incidents on her record which occurred when she was younger, which were poor
choices. She attended school at the Aveda Institute and graduated in January 2016 and she's
anxious to stat her career. She requested the Council grant the certificate.
Mayor Slavik closed the public hearing.
The Council agreed there are standards that need to be met on applications. The applicant had a
lengthy criminal record that included an assault charge within the past year that she pled guilty
to. They stated even though the applicant appears to be sincere in her request to embark on a
new career, based on the City's ordinance, there is no option to grant an exception and overturn
the City Manager's denial.

Motion was made by Councilmember Willis, and seconded by Councilmember Wosje, to direct
the City Attorney to prepare findings of fact for denial for the April 26 Council meeting. With
all the members voting in favor, the motion carried.
7.02) Public Hearing on Ordinance Amending Section 2.07 of the City Charter
Concerning Council Vacancies
City Attorney Knutson informed the Council that since this item requires a unanimous vote of
the Council, the public hearing needs to be continued to April 26.
Motion was made by Councilmember Johnson, and seconded by Mayor Slavik, to table this
public hearing to April 26. With all the members voting in favor, the motion carried.
General Business
8.01) Set Future Study Sessions
The Council scheduled or made changes to the following study sessions:
Study Session on April 19 was cancelled, and the item was added to the May 3 Study
Session agenda
July 12 at 5:30 p.m. —Trail/sidewalk snow removal routes for 2016/2017
August 9 at 5:30 p.m. —Budget/CIP
August 16 at 6:00 p.m. —Budget/CIP

9.01) Legislative Update
City Manager Callister provided a brief legislative update.

Adjournment
Mayor Slavik adjourned the regular meeting at 7:57 p.m. At 8:05 p.m., the Council conducted
the quarterly City Manager update in the Parkers Lake Conference Room. Mayor Slavik,
Councilmembers Johnson, Prom, Willis, Carroll, and Wosje, City Manager Callister, and
Administrative Services Director Fischer were present. Councilmember Beard was absent. This
meeting adjourned at approximately 9:30 p.m.
