A R ESOLUTION A PPROVING A S ITE P LAN A MENDMENT AND C ONDITIONAL U SE P ERMIT
FOR B UILDING A DDITIONS AND R ELATED S ITE I MPROVEMENTS TO P ILGRIM L ANE
E LEMENTARY FOR P ROPERTY L OCATED AT 3725 P ILGRIM L ANE N ORTH (2016018)
WHEREAS, Wold Architects and Engineers has requested approval of a site plan amendment and
conditional use permit to allow construction of several additions to the existing Pilgrim Lane Elementary
school and related site improvements for property located at 3725 Pilgrim Lane North and legally
described as follows:

Lot 1, Block 7, Plymouth Plaza 3 Addition, Hennepin County, Minnesota
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and
recommends approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request by Wold Architects and Engineers for a
site plan amendment and conditional use permit for construction of several additions to the existing
Pilgrim Lane Elementary school and related site improvements, subject to the following conditions:
1. A site plan amendment is approved to allow construction of several additions to the existing Pilgrim
Lane Elementary, totaling 9,968 square feet, and related site improvements, in accordance with the
plans received by the city on March 2, 2016 and additional information on March 28 and March 30,
2016, and April 15 and April 18, 2016 except as amended by this resolution.
2. A conditional use permit is approved to allow a public accredited nursery and elementary school with
the finding that the proposal complies with all applicable conditional use permit standards.
3. Community education administrative offices and three community education classrooms are
approved as accessory as listed under section 21355.05 Subd. 3 of the zoning ordinance. The portion
of the building used for adult community education purposes shall not exceed 20 percent.
4. Any parking related to the community education shall be located on-site.
5. As shown on the plans, the applicant shall install sound reduction measures to reduce the noise from
the 180-ton chiller to the greatest extent possible, but at a minimum not to exceed the maximum
allowed noise levels for receiving residential land uses pursuant to section 2025.07 of the city code.
The measures shall include but not be limited to low sound fans, compressor blankets and a brick
enclosure.

6. Prior to the chillers being placed in use, the applicant shall submit a report that tests the unit at full
capacity and demonstrates the noise levels meeting city noise requirements pursuant to section
20250.7 of the city code.

7. The sidewalk sections along the north side of 37 Avenue, west side of Pilgrim Lane, and south side

of 38 Avenue shall be maintained by the adjacent property owner pursuant to section 820 of the city
code.
8. Separate building permits are required prior to commencement of the project. No site alteration
may occur prior to the issuance of applicable permits.
9. Prior to issuance of any building permits, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable city
code, zoning ordinance, and engineering guidelines:
a. The applicant shall receive city approval of final construction plans including water quality
requirements.
b. The applicant shall submit an executed site improvement performance agreement and associated
financial guarantee pursuant to section 21045.10 of the zoning ordinance for completion of the
proposed site improvements.
c. The applicant shall obtain necessary permits from the Bassett Creek watershed district.
d. The applicant shall submit and receive approval of a fire protection plan showing locations of all
fire lanes and fire lane signage, hydrants, water main, post indicator valves, and fire department
connections as reviewed by the fire inspector.
e. The applicant shall submit and receive approval of fire flow calculations as reviewed by the fire
inspector.
f. The applicant shall submit and receive approval of a fire sprinkler system protecting the entire
building.
10. Fire lane signage shall be installed in locations to be field identified by the fire inspector.
11. Standard Conditions:
a. No variances are granted or implied.
b. Any rooftop equipment shall be painted or screened to match the building.
c. Silt fence shall be installed prior to any construction on the site.
d. Any signage shall comply with section 21155 of the zoning ordinance and shall receive sign permits
if required.
e. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
f. The site plan amendment and conditional use permit shall expire one year after the date of
approval, unless the property owner or applicant has started the project, or unless the applicant,
with the consent of the property owner, has received prior approval from the city to extend the
expiration date for up to one additional year, as regulated under sections 21045.09 and 21015.07,
respectively, of the zoning ordinance.
