R ESOLUTION D ECLARING A DEQUACY OF P ETITION AND O RDERING P RELIMINARY
E NGINEERING R EPORT FOR THE 2016 P UBLIC W ORKS M ILL AND
O VERLAY P ROJECT P HASE II (16019)
WHEREAS, the 2016-2020 Capital Improvement Program made recommendations for the
2016 Public Works Mill and Overlay Project; and
WHEREAS, a petition was received requesting that an area proposed for mill and overlay
project for 2019 be advanced to 2016; and
WHEREAS, it is necessary to undertake a Preliminary Engineering Report to determine the
work required on each street recommended to be considered for the 2016 Public Works Mill and
Overlay Project Phase II (16019); and
WHEREAS, the recommended project area includes the following locations: the streets
southeast of Northwest Boulevard and southwest of West Medicine Lake Drive including 31st and
32nd Avenues and Pineview and Quinwood Lanes in the subdivision known as Heritage Ridge Plat
Two.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA that:
1. A certain petition requesting the improvement of the streets southeast of Northwest
Boulevard and southwest of West Medicine Lake Drive including 31st and 32nd Avenues
and Pineview and Quinwood Laness in the subdivision known as Heritage Ridge Plat Two,
filed with the Council on April 26, 2016, is hereby declared to be signed by the required
percentage of owners of property affected hereby. This declaration is made in
conformity to Minnesota Statute § 429.035.
2. The City Engineer is hereby instructed to prepare a Preliminary Engineering Report with
all convenient speed by advising the Council, in a preliminary way, as to whether the
proposed improvements are feasible and as to whether it should best be made as
proposed or in conjunction with some other improvement and the estimated cost of the
improvements as recommended.
