Administrative
Re-Verificubm for residents continue on a monthly basis. They are done
according to their move -in anniversary.
Kathy attended a Plymouth Managers. Metft at Sanehill Apartments on the
111'. A special agent from the F.B.I. spoke on what managers should be
aware of and what to look for as far as possible terrorist activities in our
buildings.
Piaet Operatlons
Carpet and storage cos4t vinyl were laid in apartment 218. Cost for floo"
S't,778.72.
The Redecorating project continues. The painting Is needy completed. the metal
frames are the remaining items to be finished. A walk through will be done when
the painting Is finished. Wallpaper and boarder are finished. Three-fourths of the
dining room chairs are upholstered. They look and feel wonderful.
I erfi:lent Servkes
The foot care nurse comes to PTS the first Tuesday of every month.
National Night Out was celebrated with gulled hot dogs. chips, beans and root
beer floats for about 80 residents. Entertainment was provided by one of our
new Russian residents who sang in six different languages while playing the
accordion. Everyone loved the musicl It was great fun.
One of the residents' favorite piano players. Ruth Johnson. was here on the 251h c
to do a sing along.
Resident Meeting was held on August 2e. A representative from o0e Midwest
was here to speak on the new availability of satellite television. The residents
now have their choice of being hooked up to the antenna: have cable television
or satellite television.

The federal Quality Housing and Work Responsibility Act of 1998, requires that every five years
housing authorities advise HUD of their mission for serving the needs of low-income and very
low-income families and their strategy for addressing those needs. This requirement is cert
through each housing authority adopting a five-year public housing agency (PHA) Plan and an
anmml PHA plan to be submitted to HUD. This 2005 Annual Plan and 2005-2009 Five Year
Plan updates the objectives and policies of the Plymouth Housing and Redevelopment Authority
ERtA). The Plymouth HRA serves about 400 very low ummue families through its
administration of the Section 8 Housing Choice Voucher program.
The local policies and efforts have made the Section 8 Housing Choice Voucher program a
success and the Plymouth HRA continues to use admission policies that target the very needy by
providing assistance in low -poverty and economically viable areas. Our current allocation is at
177 vouchers, with 30 of dk se being mainstream vouchers for elderyPoandicapped/disabled
particiIants only. The remaining 223 vouchers are portability participants that have moved into
Plymouth fiom otberareas.
We are proposing the following policy cages to the Annual Plan:
Chgwr 6. Pmt A Afnrirmnn Rent Policy. We would require that the minimum rent be changed
to filly dollars (S50.00). The current minimum rent is thirty-five dollars (S35.00 Minimum rent
refers to the combined amount a family pays towards rent and/or utilities when it is applied. This
change will decrease utility reimbursement payments that are made to the tenants.
Ch*ter 18, Pmt Q lnformal Nearing Procedures Jbr Parric4 mut We are requiring this
change to update who is currently on the informal hearing board. Tho Informal Hearing shall be
conducted by a three member Hearing Parcel appointed by the PHA. The Hearing Panel will not
consist of anyone who is directly involved in the decision to terminate assistance, or a
J subordinate of that person. The PHA hearing board will consist of the HRA Section 8 Manager
and two other city employees.

of a resident advisory board must have the opportunity to review and comment upon the Plan,
and the HRA Board of Commissioners must approve the Plan. As required, a forty-five day
notice was published m the Plymouth SuD&dor for the public hearing to be held Thursday
September 16, 2004 and the Plan was submitted to the members of the MRA's Section 8 Resident
Advisory Board for review and comment. A copy of the transmittalletter to the Advisory Board
is attached. No comments were received from the Resident Advisory Board Members.

comments, the HRA Board of Commissioners adopt the attached resolutions approving the

REGULATIONS BOARD RESOLUTION TO ACCOMPANY THE PHA PLAN
Acting on behalf of the Board of Commissioners of the Public Housing Agency (PHA) listed
below, as its Chairman or other authorized PHA official if there is no Board of Commissioners, I
approve die submission of the Annual Plan for PHA fiscal year beginning 01/012005
hereinafter refected to as the Plan of which this document is a part and make the following
certifications and agreements with the Department of Housing Developmem (HUD) in
connection with the submission of die Plan and implementation tbereof:

Housing Act, section 504 of the Rehabilitation Act of 1973, and title II of the Americans with
Disabilities Act of 1990.

15. The PHA will take appropriate affirmative action to award contracts to minority and women's
business enterprises under 24 CFR 5.105(x).
16. The PHA will provide HUD or the responsible entity any documentation that the Department needs to
carry out its review under the Nations] Envircnmenta] Policy act and other related authorities in
accordance with 24 CFR Part 58.

Redevelopment Authority (HRA) The Plymouth HRA serves approximately 390 verylow
income families through its administration of the Section 8 Housing Choice Voucher program.
in addition to providing rental assistance to qualified households, the Plymouth HRA also offers
a voluntary family self-sufficiency program to Section 8 participants.
The Section 8 Voucher program has continued to work with landlord recruitment and retention
and during 2004.90 percent of families issued vouchers found housing in the City of Plymouth.
The local policies and efforts have made the Section 8 Housing Choice Voucher program a
success in the City of Plymouth. The Plymouth HRA will continue to use admission polices that
target. the very needy by providing equal opportunity assistance in low -poverty and economically
viable areas and by proactive communication of program changes and valuable services.

The Plymouth HRA has overcome a shortage of affordable housing since year 2000 for
numerous eligible populations The vacancy noes have increased and more properties have
become involved with the Section 8 administered program. Landlord recruitment is at its ughest
and retention is better now that the Section 8 program has been streardined. We also have many
single family owned properties that are for rent. Single family homes and town homes that are
for rent have increased by 50 % in to past few years paw interest rates and ease to find tenants
have helped this increase. From year 2000 to the present the Section 8 program size has grown
from 240 participants to 390 participants. The Plymouth HRA has instituted 6 MHOP units, 8
project -based units as well as adding an additional 40 Section 8 vouchers to it's program since
year 1999. The Plymouth HRA is also working on a project to renovate a 40 unit subsidized
apartment building in the city. This will be completed sometime in 2005. Another city owned
senior building is also being worked on. This will be a 40 unit complex operated by city staff.

It is time for us again to review and update the:Plymouth Housing R Redevelopment.
h Authority (HRA)'s Public Housing Agency (PHA) Plan. We would Wee your comments
on the 2005 Annual Plan.
The annual plan describes the policies that we already have in place and a few changes'to
those policies are described in this year's plan. The plan is a HUD template and has more
sections than are applicable to the Plymouth HRA. Only those sections that contain
Section 8 program issues are pertinent to Plymouth.
I would like to know if you have any recommendations to the plans..If you do, please
send me a written description of your suggestions by.Tuesday, September 7.200'L We
we holding a public hearing with HRA Board of Commissioners on Thursday, September

Allowable Medical Expenses: Deducted for all family members of an eligible
eIderly/disabled family.
Child Case Expenses: Deducted for the cote of children under 13 when child core is
necessary to allow an adult member to wont, attend school, or actively seek employment
Allowable Disability Assistance Expenses: Deducted for attendant care or auxiliary
apparatus for persons with disabilities if needed to enable the individual or an adult
family member to work.

Minimum Rent
Minimum rent" is ftRy dollars (550.00). Minimum rent refers to the Total Tenant Payment and
includes the combined amount a family pays towards rent and/or utilities when it is applied.
Hardship Rmsasts for an Exeendoo to Mialma m Rent
The PHA recognizes that in some circumstances; even the minimum rent may create a financial
hardship for families. The PHA will review all relevant circumstances brought to the PHA's
attention regarding financial hardship as it applies to the minimum rent. The following section
states the FHA's procedures and policies in regard to minimum rent financial hardship as set
fm& by the Quality Housing and Work Responsibility Act of 1998. HUD has defined the
following circumstances under which a hardship can be claimed.
In order for a family to qualify for a hardship exception the family's circumstances must fall
under one of the following HUD hardship criteria:
The famihj has lost eligibility or is awaiting an eligibility determination for Federal, Stan,
or local assistance;
The family would he evicted as a.result of the imposition of the minimum rent
requitement:
The income of the family has decreased because of changed circumstances, including:
Loss of employment
Death in the family

Procedure forReview
A request for an Infomal Review must be received in writing by the close of the business day, no
later than ten days fiom the date of the PHA's notification of denial of assistance. The informal
review will be scheduled within ten days from the date the request is received.
The person who made the decision for termination, or a.subordinate of such person slay not
conduct the Informal Review. The Section 8 Administrator's Supervisor may conduct the
Review.
The applicant will be given the option of presenting oral or written objections to the decision.
Both the PHA and the family may present evidence and witnesses. The family may use an
attoney or other representative to assist them at their own expense.
A Notice of the Review findings will be provided in writing to the applicant within ten days after
the review. It shall include the decision of the review officer, and an explanation of the reasons
for the decision

When the PHA makes a decision regarding the eligibility and/or the amount of assistance,
applicants and participants must be notified in writing. The PHA will give the family prompt
notice of such deteemumtions, which will include:
T:e proposed action or decision of. the PHA;
The date the proposed action or decision will take place;
The family's right to an explanation of the basis for the PHA% decision.
The procedures for requesting a hearing if the family disputes the action or decision;
The time limit far requesting the hearing.

Notification of.Hearine
It is the PHA's objective to resolve disputes at the lowest level possible, and to make every effort
to avoid themost severe remedies. However, if this is not possible, the PHA will ensure that
applicants and participants will receive all of the protections and ruts afforded by the law and
the regulations.
When the PHA receives a request for an informal hearing, a hearing shall be scheduled within ten
days. The notification of hearing will contain:
The date and time of the hearing
The location where the hearing will be held
The family's right to firing evidence, witnesses, legal or other representation at the
family's expense
The right to view any documents or evidence in the possession of. the PHA upon. which,
the PHA basal the proposed action and, at the family'z expense, to obtaip a copy of such
documents prior to the hearing:
A notice to the family that the PHA will request a copy of any documents or evidence the
family will use at the hearing.
After a hearing date is agreed to, the family may request to reschedule only upon slowing "good
cause," which is defied as an unavoidable conflict which seriously affects the health, safety or
welfare of the family,.
Families have the right to:
Present written or oral objections to the PHA's determination.
Examine the documents in the file, which are the basis for the PHA's action, and all
documents submitted to the Hearing Panel;
Copy anyrelevant documents at their expense;
Present any information or witnesses pertinent to the issue of the hearing;
Request that PHA staff be available or present at the hearing to answer questions
pertinent to the can; and
Be represented by legal counsel, advocate, or other designated representative at their own

I In addition to other rights contained in this Chapter, the PHA has a right to:
Present evidence and any information pertinent to the issue of the hearing;
Be notified if the family intends to be represented by legal counsel, advocate, or another
PAY+
Examine and copy any documents to be used by the family prior to the hearing;
Have its attorney present; and
Have staff persons and other witnesses familiar with the case present.
The Informal Heart: ,g shall be conducted by a three member Hearing Panel appointed by the
PHA. The Hearing Panel will not consist of anyone who is either the person who made or
approved the decision, or a subordinate of that person. The PHA hearing board will consist of
the HRA Section 8 Manager and two other city employees.
The hearing shall concern only the issues for which the family has received the opportunity for
hearing. Evidence presented at the hearing may be considered without regard to admissibility
under the rules of evidence applicable to judicial proceedings.
No documents may be presented which have not been provided to the other party before the
hewing if requested by the other party. "Documents" includes records and regulations.
The Hearing Panel may ask the family for additional information and/or might adjourn the
Hearing in order to reconvene at a later date, before reaching a decision.
If tie family misses an appointment or deadline ordered by the Hearing Panel, the action of the
PHA shall take effect and another hearing will not be grunted.
The Hearing Panel will determine whether the action, inaction or decision of the PHA is legal in
accordance with HUD regulations and this Administrative Plan based upon the evidence and
testimony provided at the hearing. Factual determinations relating to the individual
circumstances of the family will be basal an a preponderance of the evidence presented at the
hewing.
A notice of the Hearing Findirw shall be provided in writing to the PHA and the family within
ten days and shall include:
A clear summary of the decision and reasons for the decision;
If the decision involves money owed, the amount owed; and
The date the decision goes into effect.
