A true 'country girl', Marilyn grew up in a small farming community near Northfield, Minnesota. She studied classical voice at St. Olaf College while singing gospel songs with her family in the tiny Dundas Methodist church. In addition to her family, including husband, daughters and seven 'grand darlings'. Marilyn lists two main personal passions: Her desire to share hope and comfort through her music, which she does in many appearances at churches and senior centers; and. her love of travel, which has led to performances in such diverse areas of the world as Brazil, Israel. This years theme is "Keepers of the DREAM" All over the nation, housing organizations, government entities and other interested groups will be holding activities to celebrate and promote fair housing in America. In Mamb, the Plymouth Human Rights Commission voted to join the HRA in supporting this endeavor and request that the City of Plymouth Proclaim April as Fair Housing month. tECOMMENDATION I recommend that the Plymouth Housing and Redevelopment Authority Board of Commissioners join the Plymouth Human Rights Commission in proclaiming April as Fair Housing month. a trwpwwo wo,uoem i - itissww3.1w"d n I DATE: March 10, 2004 for Housing and Redevelopment Autiwrity Meeting of March 18, 2004 TO:Pl mg and Redevelopment Authority FROM: li=using Program Manager and Anne HuEm Executive Director SLBJECr: Update on City owned property at the southwest corner of Northwest Boulevard and Schmidt Lake Road BACKGROUND On March 9, 2004, the City Council approved the sale of the. City owned property at the southwest comer of Northwest Boulevard and Schmidt Lake Road. They also approved issuing a Request for Development Proposals (RFP). which sets for the process and criteria for evaluating offers received. They did not discuss whether or not the HRA should submit a proposal for consideration. In previous meetings, the HRA has discussed the possibility of participating in this project and has gone as far as making an offer to the City. The offer presented was for S 123,619, which would reimburse the City for the original cost of quisition minus the right -0f -way the City would retain. This offer was significantly lower than the appraised value of 893,000. The HRA set aside S165,000 from their reserve account is the 2004 HRA General fund budget. W T40 si (C%, In tecmt discussions, some members of the Council have indicated they may beinterested in selling this property to the highest.bidder to assist with other City priorities such as road reconstruction. Given this, staff is not sure that there would be an opportunity for the HRA to acquire this site and construct all of the units at a price affordable to low/moderate income homebuyers. Additionally, the approved RFP requests information that staff would. not be able to assemble without assistance from another developer or other professional firms. At this point, staff is seeking direction from the Board whether the HRA should partner with another developer to submit a competitive proposal or if we should play a less active roll, whereby the. HRA would assist the successful bidder in making it portion of the units affordable.in a manner similar to our First Time Homebuyer program. I recommend that the Plymouth Housing and Redevelopment Authority Board of Commissioners discuss the potentislfor HRA participation in the above project and provide staff with direction on how to proceed. PROPOSED ACTION: After holding a public hearing as required by the City's Charter, adopt the attached resolution authorizing the sale of a City owned property at the southwest corner of Northwest Boulevard and Schmidt Lake Road, and approve issuance of a Request for Development Proposal. Z BA. KGROUND: On February 10, 2004 the City Council approved setting a public hearing for the proposed sale of a City owned property at the southwest comer of Northwest Boulevard and Schmidt Lake Road. The Council discussed the potential sale of this site in January and determined that it was the appropriate time to sell given the adjacent development by Dean Johnson Homes to the south. The City purchased the property to acquire additional right-of-way along Schmidt Lake Road as part of a road construction project that took place during the early 1990's. The City's Finance Director has indicated that any proceeds from the sale of this property need to go back to the Road Construction fund, which is where the money came from originally. Staff has prepared the attached plan in the form of a Request for Proposal (RFP), which sets forth the process and criteria for which the City will sell this site. Staff developed the criteria and process based on input from the Council at the Joint Council HRA meeting held in January of this year. The process and criteria will provide the City with an opportunity to evaluate submitted proposals based on the many needs and priorities of the City. These include, sale price, design compatibility with surrounding development, affordability, and range of styles and prices. M The Plymouth Housing and Redevelopment Authority (HRA) has indicated they may be interKted in acquiring this site or partnering with a developer to build an affordable housing development on this site. if the HRA does move forward., they would submit a proposal on the some basis as any oche: developer. Staff has also sent notices to nearby residents of the site indicatiagthat a public hearing is being held regarding the sale. Attached. is a copy of the letter, public hearing notice, and a map indicating the area that received notice. The mailing: went beyond the City's standard of 750 ft to include additional residents that may have an interest in what happens with this site. ALTERNATIVES: The Council has several options to consider relating to this property including staff -s recommendation to sell the property and issue a RFP. A second option would be to sell the property, but make changes to the RFP. A third option is to sell the property, but delay the decision on hour to proceed. Finally, the Council could decide not to sell the property at this time. 4. RECOMENDATION: After holding a public hearing as required by the City's Charter, adopt the attached resolution authorizing the sale of a City owned property at the southwest comer of Northwest Boulevard and Schmidt Lake Road, and approve issuance of a Request for Development Proposal. Request for Proposals The City of Plymouth is soliciting- proposals from qualified development firms or teams interested in acquiring and developing a residential site that is currently owned by the City of Plymouth. 2. Proposal Submittal Requirements Proposals will be received until 4:00 p.m. CST, May 14, 2004. Proposals received after this time will be resume+ unopened. One original and nine copies must be submitted in a sealed package and addressed as follows: Ms. Anne Hurlburt Director of Community Development City of Plymouth 3400 Plymouth Blvd Plymouth, Minnesota 55447 All communications regarding this RFP are to be directed to Ms. Atme Hurlburt, Director of Community Development at (763) 509-5401 or via email a! ahudbur0ci,lIlymouth.mn.us. All costs for responding to this RFP shall be the sole responsibility of the proposer. The City reserves the right to postpone or cancel this RFP and may wave. irregularities and award the project to the firm that best meets the City's objectives. Preproposal Meeting A preproposal meeting will be held on April 12, 2004 at 11:00 am at City Hall. Attendance is not required, but strongly advised. 0. Description of Site The site is located in the Notthesst quadrant of the City at the southwest corner of Schmidt Lake Road and Northwest Boulevard (see attached location map). The City acquired this site in 1992 as part of the Schmidt Lake. Road construction project The 6.57 acre site is located near a large wetland and contains approximately 5 acres of buildable land. The City will retain a 50 foot snip (1.47 acres) of the property as right -0f way. The City has not completed a wetland delineation or a survey of the site. Over the past 12 years, the City has been utilizing this site to store soil from various Public Works projects. In July of 2003, the City hired GME Consultants to conduct a subsurface investigation to detemtihe the amount of soil that has been added to the site since the City took ownership. GME estimated that 30,000 cubic yards of soil have been placed on the site. Additional material .has been put on the site since then. The City makes no representation as to the content of the soil or what the cost may be for the removal. The site directly to the south of this property has received preliminary plat approval and is currently in the process of final plat approval for the deve:npment of 13 single- family homes and 56 townhomes. Dean Johnson Homes is the developer. The property across Schmidt Lake Road to the north consists of a Church and the eastem properties across Northwest Boulevard consist of single-family homes. . S Golding & Zoning ` , The property is currently guided Living Area 2 (LA 2) which allows 3-6 units per acre and is zoned Future Restricted Development (FRD). The property will need to • ' be platted and rezoned. Theproperty is not located in either a floodplain or shoreland district. Price An independent appraisal of the fair market value of the site has been obtained which estimates the value at $893,000 less the right-of-wsy. 7. Development objectives The City of Plymouth will consider proposals that are in compliance with the City's Comprdnensive Plan, regulations and the goals and objectives of the City. These include the fbilowing: a. Is compatible with neighboring developments b. Encourages owner occupied housing c. Meets the City's affordable housing goal of 2196, affordable to households at 80% of median income d. Enhance the tax base of the City e.
