The HRA's Housing Revenue Band policies require that a mimim an of 10% of the units in a development requesting assistance must be affordable. to households who are at or below 50% of the area median inuoome. However the policies do rflar flexibility when it is detamined that the affordability requirement may hinder the development's longtemm financial feasibility. For this project. Staff finds it very difficult to impose the affordability requirements because this is not a typical housing project. The costa associated with operating an assisted living facility are much grata than those costs of simply offering sak deem: bousmf; to residents. For example. the average no for a 1 bedroom apartment in Plymouth is about 5850 per month compared with this project where the average no will be $2.875. As desarlted above, the residents in this f ility will be reseivrcg mach more than unit hvchtdad in their basic rot. This type of facility is slgMy lower on Intal are than a nursing care facility. Also, the HRA should tate unto account the number of full-time political this project will bring to the con m miry.
