regairemaas the City Comb will use to evaluate requests for Housing Bond financing and to
administer Housing Bonds issued by the City.
IL GENERAL REQUIREMENTS

L MTRODUCTION
The C.., Council has been gntnted authority to issue tax-exempt industrial development reverme
bonds (herein after refund in as Industrial Development Bond(s)) to froom presume manufacturing
facilities meeting the requirements of Section 144(axl2) of the internal Revenue Code, as amended.
Additionally, the issuance of the bonds is sulgcu to the requirena is of Mimnesota statutes, Sectiones
469.152 through 469.165, and Chapter 474A, as arne"ded. The purpose of issuing Industrial
Development Bonds is to encourage the deMopment of appropriate industrial projects that will benefit
the community by providing jobs and economic development, eliminating blight, and inciensintg
properly values. The following are the general guidelines and requirements the City Council will use
to evaluate requests for Industrial Development Bond financing and to administer Industrial
Development Bonds issued by the City.
IL GENERAL REQUIRIMENTS
The City has complete discretion to issue bdustrial Development Bonds and reserves the right to
approve only proposals which, in the opinion of the City, meet the needs of the City and have a strong
likelihood of success. All proposals for the issuance of Industrial Development Bonds must meet the
