In consideration of the mutual covenants hereinafter set
forth, the parties hereto agree as follows:
I. whenever used in this Agreemen-m :
a) The term "Project" shall lean up to 60 units of
scattered site, low seat housing located throughout the
County, hereafter developed or acqui_-ad by the Fn with
financial assistance of the United States of America acting
through. %he Secretary of Housing and Urban Development.
herein called the "Gavernment): excluding. however, any
low -rent housing project covered by any contract for loans
and annual contributions or grants entered into between the
PBA and the. Government, or its predecessor agencies, prior
to the date of this Agreement.
b) The term "Taxing Body" or "'faxing Bodies" means
the State of Minnesota and any and all political
subdivisions or taxing units hereof in which the Project is
situated and which would have authority to assess or levy
real or personal property taxes, er to certify such taxes to
a taxing body or public officer, to be levered for is use
and benefit with respect to the Project if it was not exempt
from such taxation.
e) The term "shelter !tent" aeras the total of all

2. The PHA shall endeavor:
a) to secure an agreement wi 3 the Minneapolis Public

an existing MPHR Annual Contributions ContractFACC`) and execute an M= for cap==h.1 grants and annual
oontrib acioss for the Projects: and
b) to develop or acquire and admLlister the Project.

against the -Project or assets of the Mm shall attach. _or
shall any interest or penalties accrue or attach on accountthe_reof..
a. DUZ-ing the Mcemption Period. the County. within its
author:_y or jurisdiction, without cost or charge to the PML c=

those public services and facilities of the same. character

vacated areas. and, in so far as it is lawfully able to do

Project. if other than the PML. or to the County. cause to
be- removed or support the removal from such vacated areas.

Many or you were at the May Resident Meeting and it %Ards so
good to have so many people come to the meeting. For those of
you who were not able to attend you missed the opportunity to
hear Ann Hurlburt from the City of Plymouth HRA. Ann spoke to
the residents and then opened it up for questions. it was great
having her here. One of the items that Ann wanted the residents
to know is that this year the City HRA is putting the management
contract out for bids. This will be the first year in the past six
years that the city has done this. walker %will be one of many
companies bidding on the Management Contract. This whole
procedure should be done by September or October of this year.
Evert if the management for the building should change, it %%rill not
mean anything different for you as residents. if you have any
questions you may call Ann at 509-5401 or contact me in the
office at 550.9525.
Don't forget to fill out and hand in the new emergency forms. V%
are anxious to finish this project. If you have misplaced your form,
please feel free to another one from the office.

A water bearer In India had two large pots, are hung on each end of a
pole which he carried across his neck. One of the pots had a crack in
It and while the other pot was perfect and always delivered a full
portion of water at the end of the long walk from the stream to the
mastaft house, the wracked pot arrived only half tuff. OON
For a full two years this went on daily, with the bearer delivering only
one and a half pots fail of water in his master's horse. OI course, the
parted pot was proud of its accomplishments, perfed to the end for
which lt was male. But the poor cracked pot was ashamed of its am
inVeffection, and rniserable that it was able to accornpbh only half of
what it had been made to do.
After two years of what lt perceived to be a biller failure, it spoke to
the water bearer one day by the stream. '1 am ashamed of myself, and 1
want to apologize to you.' Why?' asked the bearer. 'What are you ashamed
of?'
1 have been able. for these past two years, to deliver only half my load
because this crack in my side causes water to leak out all ft way back
to your masters house. Because of my flaws, you have to do all of this
wok, and you don't get full value from your eflofls,• the pot said.
The water bearer felt. sorry for the old cracked pot,. and in his
compassion he said, •As we return to the masters house, l want you to
notice the beautiful flowers along the path.' Indeed. as they went up the
hill, the old cracked pot took notice of the sun warming the beautiful
wild flowers on the side of the path. and this cheered it some. But at
the end of the trail, it still felt bad because it had leaked out half
Us bad. and so again it apologized to the bearer for its failure.
The bearer said to the pat.. Vic you notice teat there were flowers only
on your side of your path, but not on the other pot`s side? Thafs
because 1 have always known about your flaw, and 1 took advantage of it.
I planted flower seeds on your side of the pant, and every day while we
walk back from the stream, you've watered them. For two years I have been
able to pick these beautiful flowers to decorate my masters table.
Without you being just the way you are, he would not have thds beauty to
grace his house.*
Moral: Each of us has our own unique flaws. WbW all cradaed pots. But
ifs the snacks and flaws we each have that make our lives together so
very interesting and rewarding. You've just got to take each poison for
what they are, and look for the good in then. There b a lot of good out
there. There is a lot of good in us! Blessed are the flexible. for they

the HRA staff shall be in compliance with the U.S. Department of Housing and Urban

referrals for the Program. Realtors will be encouraged to provide additional services to eligible

to be approval as a leader of the First Tome Homebuyer Program. The lenders must

The applicant pool for the Ptogram shall consist of all those who havecompleted mid returned to

SELECTION FROM THE APPLICANT POOL
As funds aro available, applicants will be selected from the applicant pool on a first come, first
stare basis. Eligible applicants will be selected for finding when they or their lender notify the
HRA of the applicsnt's approved purchase agreement and mortgage. if finding is limited and
mon than one applicant is at the purchasing stage, the HRA will proAde funding to the applicant
who qualifies for the most preference points.
Preference points have been established to meet de goals of the HRA. Each preference category
is worth one (1) point. The maximum points any one family could receive would be five (S)
points. Families with the highest point totals would be selected first. A drawing or lottery will
be held to mink applicants within each of the prefetmce categories should funding not be
available for all applicants.
