North Meff=W cams again this year to give the residents their flu Shots. The cost was

were not charged for Oft service.
Now Lunch was on the 601. Get Together was on the 1901 and Pancake Breakfast was

The South Side Singing Seniors caner to entertain the residents on the 2d01.
The Holiday Decorations want up on Nomamber 25P because Thanksgiving was so late
this year. This time worked out best for d residents who joined in and helped. Coffee

While many people think the twelve days are before December 25, it is
actually a season of the Christian year that begins December 25 and lasts
until January 6 - the Day of Epiphany - when the Church celebrates the
revelation of Christ as, the light of the world and recalls the journey of

review and approval by the HRA Board
Overall Revenues for the 2003 budget have increased by 510.071.. which equates to a 1%
dutyease. This is hugely due to an ire in the HRA subsidy, which is S6.128 more than the
2002 budget. The inuesse in VAN* is mainly dare to Iowa projected investment inoeaea given
the current financial merkm The subsidy increase was tempered by a 3% increase in the
resident rents as a result of the rent restructuring and a betty verifcasion - , - l - i. This year we
will not be transferring any of tba reset v ova to Coveroperating cost ser we did he year.
On 60 expenditure aide, we are aodc* sing an overall decrease of 796, or 524.534 from the 20M
budget. This decrease is largely a resuh of Grace Maoagonent and staff reviewing the entire
operalians of the building and stresodming the operations and costs. Severed line haus relating
to maintermoce and repairs have increase significantly due to tine aging of the building and our
attempt to keep on track with updating omits.

The Weal Hennepin Affordable Housing Land Trust ("WHAHLIn is a recently created
non-profit cmponttion established to provide pwm mtly affordable home ownership
opportunities for low- to moderv*4ncome people in suburban Hennepin Coues y. For a
one-time investment of approximately $70.000 per property, WHAHLT provides a
permanently affordable home. WHAIH,T maximizes the effactivmms of the public
kvestmerd, while providing the benefits of home -o wneeship to households am are
otherwise amble to bay a house. It partners public and private finds to address the need
S)r affaddable housing in suburban Hennepin County.
Based on the community land trust model, WHAHLT acquires single family properties,
retain ownership of the land, and sells the homes on the land to qualifying. families. The
land is leesed to homeowners through a wyear usmewable &,orad lase that a8brds the
owner most of the same rights as any other property owner. The removal of the muW
value of the land from the mortgage equation provides initial affordability. Permanent
affordability is obtained through: (1) a pricing formula that provides the owner with a fair
amorntof equity while etmrring that the resale peke of the home is affordable and (2) a
resale restriction that requires the homeowner to sell the home to eitbar another low- to
modes de -income hw;sdx M or to WHAU T.
WHAHLT currently own homes in Minnetoolm and Richfield, but is available to senna
all of suburban Hennepin County. It provides hones to first-time homebuyers earning
80% or Iess of area median income. It purchases existing home for no more than
5190,000 and sella them to qualifying households for na more than 5120,000. By
contrast the median aka price for a home in the Twin Cities area in July, 2002 was
5190,000; the median Bales price for a home in Miametoolm in 2001 was 5246,000.
WHAH T was created in response oo efforts by tba City of Minnetonka to develop maty
methods tad tools locally that would bdp increase the number of affordable homes
available and that would make effuient use of fiaemcial resources for affardebk bousiog.
WHAHLT has received financial support from: the Family Housing Fund, Famie Mae
Mkn=U PerOmc ft Offrce, Hennepin County, the McKnight Foundation, the
Metropolitan Council, the Mimapolis Fonndatien, Minnesota Housing Fimace Agency,
the City of Minnetonka, the City of Richfield, St Lyle Presbyterian Church
