The corneal anticipated number of Sec don 8 clients to be enrolled in the joint Plymomba. Logia Park PSS Program is 60, but not all would be Plymouth clients. Certificates awarded for the "port -in' clients would be used as 'eelmbuesement certificates• for Plymouth to allow •port -oat• jurisdictions to w use the nfigmd eertificstes in their areas. Initially, this would ant result in a net gain in Plymouth Sema+ 8 paeddpsom. Without the 'neimbura.o ent certificate', the odgM catifaate would return to the other jurisdiction, when it was no longer being used in Plymouth. I recommend that the HRA male application for the following dist indon of Certificates: 16 - two bedroom cafficates (Portability Reimbursement) S -three bedroom certificates OtrW itq Reimbursement) 2 - three bedroom certificates (10% of existing program) 30 - total mposted Plymouth's application would receive an additional 10 points out of a told of 120 points, if the HRA would elimindo the mWeacy peef rances in its Section 8 Administrative Plan. Currently, this preference is under review by HUD and came be implemented without HUD appmval. We have bad no indication. from HUD as to do possibility of approval of this preference. We do know that residency preferences are an issue addressed int the proposed sa tlement of the HUD/Miooespolia Public Horsing lawsuit that would require HUD to do a very critical review of Plymouth's request. Ager that period, the family may move to another jurisdiction under Section 8 portability roles. however, d a family is subject to wesioation in the PSS program because of failure to meet a Contract obligation, a portability move may not be used to avoid do consoilances (i.e., loos of escrow foods). If a PSS finally decides to move outside the Jurisdiction, the housing authority may hie one of the following actions: Permit the family to remain in our PSS program if the family can continue to meet its obligations while Living in the new location; or 2. We will use the amounts listed for Annual Income, Bamad Income, and Family Fact of page 2 of the initial Contract. If the family is absorbed, the initial housing autbority most buds the escrow funds to this housing may. If the aaosferft family remains in their initial FSS program, the existing Contract remains in effect. The housing authority which is pony to the FSS Contract is rile fro monitoring the family's FSS stimm, roardless of the family's plow of residence. 6. OUTREACH EFFORTS The housing authority will be very aggressive and user-friendly in madoeting the FSS progmm to housing program participants. Initial amreach will be through a mailing to all families. The bask concept will be explained in any and positive language. A series of meetings will be held at various times convenient for the families. Meeting preaatas will iochuie families who have succeeded in a similar endeavor. Ak hough our PSS pmgmm is new, we have had housing progmm participants who have achieved self-sufficiency through other support systems which will now be incorporated into FSS. U the meetings do not gaemte enough interest, we will make personal contact with basilica through phone calls or at scheduled rooertiRcadoa. These will be opportunities to answer additional questions and determine what c000erm are holding families back from participation. The range of services In our program, as tied to W of the resources avaih ble in the metro area, should provide something for everybody. I was married in 1939. labor. was a glove factory worker. He made $20 a week for six days' tlabor. We had what money has never been, or ever will be, able to buy: love, happiness and the will to succeed. When our baby son was born at home, the doctor charged us 010 for the delivery. That bill was paid by giving him $2 then and the other eight were sent for four months, $2 a month. One week, after making the car payment, my husband gave me $2.75 and said, "Pay the light bil 1. get the baby a pair of shoes and put the rest in groceries." The light bill was a dollar for the month. whether or not you really used that amount. The baby's white shoes cost 39 cents at Woolworth's. They were never worn out.ust outgrown. Day-old bread was six loaves for a quarter, coffee 15 cents a pound, and hamburger was three pounds for a quarter, on sale. I bought these items and was happy to take home some money to put in our bank. a small Carnation milk can with a wide groove cut in the top. A food lesson came from that depression: We learned the value of a dollar!. What do you do when you cane to the end of the shoestring? Simply tie a knot in it and keep hanging on!! Be thankful for what you have: some people don't even own a shoestring! IWIR ed IM a old n r ri, qi CHARLES F. PURSLEY TAXAIDE COORDINATOR 2M Evwwm Lane North Pymoulh. A Block Map is a floor plan of the building which notes the names and phone numbers of the residents who live in each apartment. The Block Map is distributed and tells residents who lives near them.
