On Monday, February 7, 1994, tic Plymouth City Ceftin appointed two new Commissioners
to fill the seats previously held ?by Pauline Milner (term expired in 1994) and Phil Blot:
resigood in late 1993). The two new Cu—miaaloners are Tbomas F. Rao and Mujre
McFarland. They will begin their terms immediately. Presently Commissioners aro seated as

A meeting of the Plymaath Housing and Redevelopment Authority was called to order by
Chairman David Crain on February 1, 1994.
PRESENT: Chairman David Crain, Commissioners John Edaoq and Pauline
Milner
ABSENT: Commissioner Brian Warhol
STAFF PRESENT: Executive Director Anne Hurlburk Housing Specialist Milt Dale,
and Housing Secretary Denise Hutt
Housing Specialist Dale gave an overview of the January 26, 1994 memorandum outlining
the results of the Senior Housing Interest Questionnaire. He pointed out that 414
questionnaires were mailed out. with 285 responding. Over 200 said they would either
very Wody or definitely want to more by the October opening date. More persons would
like a two bedroom unit (54%). Nun percent inelicated the need for a handicap accessible
unit. Over 53 percent of the individuals are between the spa of 6¢ through 75, with the
average length of city residency being over I8 years. A significant number of respondents
do own rather than ret. Home owners pay considerably less for housing than renters
according to the survey results. Currently, ten percent of respondents do receive ret
assistance where they now live. A high percentage own cars (87%) and most of those
would pay a S25/month charge for a garage. The majority do not want pets in the
building (58%); however, they did not fed particularly strong against Pets•
Chairman Crain commented the questionnaire results, indicate a closer mix of unit sines
than the market study dose by Thibault Associates slowing an ±10/20 mix for two
bedroom units at that time.
Commissioner Edson questioned if all units were to have the capability to be converted to
handicapped accessibility if needed.
Housing Specialist Dale replied that four units are specifically designated for handicapped,
but all units would have the capability of accessibility modification.

Director Hurlburt gave an overview of the January 26, 1994 memorandum outlining the
rent subsidy polices for Plymouth Towne Square. Worksheet A showed that based on the
anticipated 1994 rent laved}, 33 of the units can be subsidized at the very low income levd.
That worksheet used the current income limits as they will be the income Omits to be
included in the draft Admission and Occupancy Policies.
Worksheet B presented the same data, except that the Incomecome Omits were increased by
two percent to reflect the anticipated income in incomes as per federal standards prior. to
opening day.
Worksheet C reflected what would happen when the "40 pe.cm. affordability nuke is
applied to the very low income category. This policy would allow a household in this
income category to .real a unit at the low income subsidy level, provided the household
paid no more than 40% of their income, while waiting for a deeper subsidy to become
available.
Director Hurlburt stated the no and subsidy laud have been incorporated into the draft
Admission and Occupancy Policies.
A question was salted from the audience as to how persons will be chosen initially and
what would happen if they owned a home they could not sell when their name came up for
an available unit.
Chairman Crain responded that topic would be discussed later in the meeting.

Donna Flasta of Waller Manageme d presented the draft Admission and Occupancy
Policies to Coeumissioners. Ms. Floats indicated Dan Nelson, City Attorney, has reviewed
each revision of the Admission and Occupancy Policies.
Ms. Flsata outlined the following recommendation for preferences to be adopted:
1. Applicant is 62 years or older and a resident of Plymouth that meets
income limits as Low or Very Low Income.
2. Immediate Family live in Plymouth and applicant is 62 yarn or older
and mats income Omits as Low or Very Low Inoo.:te.
3. Applicant is between 55 and 61 yam old and a resident of Plymouth and
meets income limits as Low or Very Low Income.

Daring initial lease cap, eligible persona named on the Authority's interest list
will be given an opportunity to apply Prior to the opening of applications to
others.
For the purpose of this analysis, persons or Families who have lived in
Plymouth for at least 12 months shall be deemed to be a Plymouth resident.
The Plymouth Rousing and Redevelopment Authority. by written direction to
the Rouaiog Manager, may grant exceptions to these policies when justified by
special circumstances.
Ms. Floata pointed out that priority would be given to those on the "harm Ust• during
initial lease up. Letters and applications would be mailed out April 1st, giving a window
of time to return the applications Each application would be date and time stamped as
they are received and will be sp.prated into the preference categories.
Director Hudbur stated that if a person lived in Plymouth now or previously, they would
be considered a Plymouth resident. The City Attorney did not wart the preferences to
distinguish between 12 months and longer.
Chairman Crain voiced his duappointmern that the preferences could not have a
breakdown based on years lived in Plymouth longer than 12 months. He asked how it is
any easier to estah:sh residency for 12 months versus long time resideminyy.
Director Hurlburt responded it would be easier to verify 12 months residency than 20
years, as individuals could have an old lease agreement or utility bills for a shorter period
oftime.
Chairman Crain wondered if the preference should allow persons with immediate family
who live in Plymouth where the applicant is 62 years or older and meets income limits as
low or very low income, before an applicant that is between 55 and 61 years old and a
residers of ilymouth and meets income limits w low or very low income
Commissioner Edson wondered if a requirement should be that the age 55 to 61 category
be very low income only.
Ms. Fiesta stated the applications would be separated between low and very low income
in each preference category.

Commissioner Edson asked if very low income units are not felted, would they go to the
next preferorrce wry.
Director Hurlbut replied if the very low income units are not filled with the Bret
preference category, they would them drop down to the nod preferecrce category, as
priority should be to provide housing for the very low income persons.
Ms. Flaw informed Commissioners if the units are not filled from the "Interest List", then
notices would be mailed to Plymouth residents in the utility bills, then a notice in the City
Newsletter.
Chairman Crain po9nted out when an applicant has refined the offer of a unit for whatever
reason, and that reason would be documented in the file. At such time when three units
have been refused, the applicant would be moved to the bottom of the waiting list.
Ms. Flasta reiterated that notices and applications will be sent by mid-April with a
window of opportunity" time period to return applications. 71re applications will be date
and time damped and put in the proper preference category• By May Ist, meetings will
begin with applicants and Walker will begin the verification process. Applicants will have
an understanding at that tine if they qualify and by June they should know if they are
accepted to rent a unit.
Director Hurlbut commented there will be some flexibility on the move in dates based on
the applicant's schedule.
Chuman Crain wondered if management would be able to tell the applicant when their
unit would be ready for occupancy.
Ms. Fiesta responded that by the end of August they should have a better handle on the
occupancy schedule of the units.
Ms. Finals asked if the preference to homeowners would be incorporated into the
AdrrmMon and Occupancy Policies.
Director Hurlburt asked if the Commissioners would Wee to pursue this ides, and if so, do
they want to limit the number of applicants allowed to receive a preference for signing a
60 day Gating agreement for the City's Fust Time Homebuyer Program.
Chairman Crain agreed that one of the biggest obstacles in the First Tune Homebuyers
Program is the availability of affordable houses on the market. He stated this concept
could work, but the maximum of 30 applicants receiving a preference for this is too high.

Commissioner Edson was concerned that the applicants might assume the City would take
the responsibility ofgetting their house sold for them.
Commissioner Edson suggested applicants thatown homes be given the option to .provide

Director Hurlburt thought a documew could be drafted for applicants to sign that releases
infommtion to the Fust Tune Homebuyers Program.
Chairman Crain agreed it would be better for informational purposes only, as the hating
agreement may tie up the selling of their home for 60 days and could possibly prohibit the
applicant from getting into the unit when it is available.
Commissioner Edson suggested the form also ask the name of the realtor.
Ms. Flaws confirmed that Walker Management would acne a form for Commissioners to
review.
Ms. Flaws stated a decision would reed to be made on whether pets should be allowed.
She explained it is common to place a weight restriction and obtain a security deposit for

Director Hurlburt commented a pet policy could be drafted for Commissioners to review
and incorporate into the Admission and Occupancy Policies as an amendment.
Commissionerner Edson said that he believes it is important for seniors to be able to have
pets. Peinaps it would be appropriate to set a 20 pound size limit and only allow pets on
the first level. It would also seem prudent to have a Pet agreement and require a pet

Ma. Flaws, commented that pets on d floors have not posed problems in other Walker
managed buildings. She asked for direction on the amount of deposit required for pets
and amount for a security deposit.
Director Hudburt suggested one month's rent up to a maximum of $300.00.
Commissioner Edson suggested a $100 pet deposit and limited to one existing pet.

It was agreed by Commissioners that one month's rent up to a nuc& ntum of $300.00
would be charged for security deposit and the pet deposit would be $100.00.
Chairman Crain cautioned that applications have to be complete and in order to be

Commissioner Edson would like to see volunteers available to assist applicants in filling
out the application. He was concerned that persons that needed assistance would be at a
disadvantage as to getting their application back quickly.
Ms Fleets stated that as an example, all letters and applications would be mailed out-April
lot stating that April 10th would be the fust date of acceptance of applications. All
applications received prior to April 10th would be considered as received April. lOdL On
April 10th, all applications received would be date and time stamped. Any application
received after April 10th would be date and time stamped according to the day received.
Director Hudburt commented a house trailer may be placed on site to receive applications.
Commissioner Edson suggested the use of Fire Station 3 or the public aft building.
Ms Flaata informed Commissioners the apartment manager's position will be posted soon.
There are several Walker Management employees interested in the position. The new
manger should be on staff by April let.
A question was asked from the audience if they do not live in Plymouth currently, but did
so previously, would they be considered a Plymouth resident.
Chairman Crain assured them they would be considered a Plymouth resident if they have
lived in Plymouth for at least 12 months, now or previously.
A question was asked from the audience about the income Writs.
Chairman Crain gave the income limits as follows: very low income person for single
resident is $17,350 and couple is $19,850; lower income person for single is $27,800 and
couple is $31,750.
A comment was made that length of residency should be considered. Residents that have
resided in Plymouth longer should be given more priority.
Chairman Crain agreed that preference should be given to residents who have lived in
P:ymouth longer, but Farr Housing laws will no permit this type of preference
A comment was made from the audience that pets Wn*W to one floor would be better, as
some people might have allergies.

Ms. Flaata commented that pets would not be allowed in the common areae They are
allowed in the hallways only during the time the pet is taken outdoors.
Director Huriburt stated the waiting lista would be updated anwaffy.

Admission and Occupancy Policies for Plymouth Towne Square.

Housing Specialist Dale gave an overview of the January 24, 1994 memorandum Rating
Plymouth would be receiving an additional $25,000 in CDBG funding this year. He
recommended $5,000 be added to the day can assistance program and $20,000 be added
to the First Time Homebuyers Program.
Commissioner Edson commented he did not want the $25,000 pro -rated to the existing
program.
Chairmen Crain was concerned that the funds would not be expended rapidly in the First
Time Homebuyers Program and adwd what the current balance of funds is for that
Program.
Housing Specialist Dale replied that the current balance is between 5180,000 and
200,000. He stated this is a good opportunity for the program as homes would be made
available by seniors moving into Plymouth Towne Square. V funds are not being
expended rapidly enough, an alternative would be to reallocate funds later this year.
Housing Specialist Dale commented that a second round would be olfoad in April for the
First Time Homebuyers Program and possibly a third round in July.
Commissioner Edson would Him to know how other cities are using their CDBG Uft16

As of the writing, we am have 466 persons on our imerest list. In discussing this
somber with Dona Plaata of Wallm, we believe it is appropriate to cease Wft
names for this interest list. Accepting names and exphaft the process, etc., is time
consuming for staff, while 466 names will provide an adequate pool from which to
draw applicants. u is my recommendation we tapas no more mores after Friday,

On Friday, February 41h, Denise and I met with Judy Gooden, Snlor ClerkAjr W at
Public safety and Craig Gerdes, Director of Public Safety regarding use of office space
In the Public Safety Building. They will be allowing us the use of an available training
room, 14' x 18', with windows, an empty lockable file cabinet, a phone, confernce
table and a coffee machine and restrooms across the hall. It Is on second floor and
serviced by an elevator, V needed. This space exceeds our ods and will be
available from April 4 through September 30 or until offices are available at Plymouth
Towne Square.
We are currently advertising for two volunteers to assist seniors who need help in
filling out an application. Nancy Anderson, Volenaw Coordinator, is helping us in
this effort. The volunteers would be available during April on a part -dine basis. At
this stage, we feel three baht days a week, i.e. Monday a.m., Wednesday p.m., and
Friday a.m. would be sufficient to moat the demand. Volunteers would offios in the
Public safely Building, but also be available to mat at the Mmes of persons who have
no transportation.

The Philosophy of Plymouth Town Square Retirement Community Is to provide afftubble
housing to ederly persons living in time City of Plymouth. Minnesota. The Facility is owned
by The Plymouth Housing and Redevelopment Authority (MRA) and subsidized by the tax-
payers of Plymouth. Minnesota. Walker Management. Inc. has been contracted to provide
management services.
Plymouth Town Square is located on Plymouth Boulevard. 2 blocks north of the Plymouth
City Center. It Is a 99 -unit. 3-a wy retirement community. Staff consists of a full-time
Housing Manager. part-time Office Assistant. Maintenance and Housdoeepimg personed.
and live-in Caretakers. The building has a community room with sQacent kitchen. Surat
room. beauty shop and U -stall underground parking.

the waiting list. The application includes family characteristics information, ptefeeenoe
iofornuflon, source(s) and emmate(s) of anticipated arcual income and as m, ad
screening information (prior landlords and credit history).
Persona who wish to receive an applicadon for occupancy may tall or write to Plymouth
Towne Square and request an application be sent to them. All applications will include the

Initial review of the application by the Manager will indicate if the applicant qualifies for
Plymouth Town Square. Plymouth Town Square is open to all individuals whose Had
of Household or spouse is at least SS years and older regardless of income. However,
preference will be given to those individuals whose Head of Household or Spouse bat last
62 years or older, Annual Income falls below the Very Law and Law Income limits and is
a resident of the City, of Plymouth prior to submitting an application. Processing consists
of designating preference, verifying income for subsidy and either offering an apartment or
being placed on the appropriate waiting liar.
If an applicant DOES NOT qualify for hawing, they will be notified in writing the reason
for ineligibility.
If an applicant DOES qualify for housing he/she shall be assigned hbnw place on the
waiting list based on the following preferences.

RENT DETERMINATIONS
The amount payable monthly by the Family as rent to the Housing and Redevelopment
Authority (HRA) is determined by their Annual Income. In all uses. Residents are
ale for their phone and electric bill and garage renal ($25/month for the duration
of the lase) in addition to their monthly rent charge.
Very Law Income Plemoo(a): For those Familia or persona of Very Low Income, Resident
Rem will be based on 30 percent of the adjusted monthly income but the Subsidy Payment
will not exceed $435 per month. Income limits for single resident is $17.330 and couple
19.850.

below the Law Income limits, will be required to pay 33 percent of their adjusted monthly

wish to consider in addition to what we now do. I have provided the most recent list
from Urban Haoo W County.
On Manch 22, the Plymouth HRA will be sponsoring a Fair Housing Woikdwp at
Plymouth City Hall. Dee Fitch, Bqusl Opportunity Specialist, from the
Minnespolis/St. Paul HUD office will speak on Fair Housiig and how it impacts our
community. Invitations will be going out shortly to rental owners and managers who
are involved in the Plymouth Section 8 program. The format will involve a talk by
Ms. Fitch followed by a buffet lumcheon. Staff has been discussing a workshop on this
topic since hist fall and with HUD's current emphasis on Fair Housing, this seems to be
an appropriate issue to consider. We anticipate using money from our Sp:tiom 8
Operating Reserve to cover costa for the buffet. Commissioners are welcome w attend.

Hennepin County Consortium.
The CHAS covering Urban Hennepin County, the City of
Bloomington and the City of Plymouth has been reviewed and
approved. Enclosur.. 1 is a list of "advisory comments" on the
CHAS. No response to these issues is required. In addition tothesecomments, our December 21, 1993, letter regarding ways to
affirmatively further fair housing should be viewed as additional
guidance.
As you are aware, the Housing and Community Development Actof1992 (HCDA) requires that you submit a certification with your
CHAS that the consortium is following a Residential
Antidisplacement and Relocation Assistance Plan under the HOME
Program. This plan is equivalent to the Plan required for the
CDBG Program under section 104(d), Barney Frank. This plan for
the BOHR program became effective on the date the certification
was signed. This maana that all. funds, regardless of funding
year, which are committed after November 10, 1993, must follow
the plan.
