A meeting of the Plymouth Housing and Redevelopment Authority was called to order by
Chairman David Crain on May 26, 1994.
PJ .BSENT: Chairman David Crain, Commissioners Brian Warhol and Thomas Rugh
arrived at 7:40 p.m.)
ABSENT: Commissioners Magic McFarland, and John Edson
STAFF PRESENT: Executhre Director Anne Hurlburt, Housing Specialist Milt Dale and
Housing Secretary Denise Hutt
Donna Flasta of Walker Management, presented Commissioners with an update construction
report from Greg Oppegard. She also presented a monthly occupancy report for Plymouth
Towne Square. Ms. Flaata bdxnnd Commissioners that during the nwt two weeks Sarah Miller,
housing manager for Plymouth Towne Square, will start to offer units to applicants.
Ms. Flaata stated Till Kroger of BRW Elness will be submitting the color schemes for the units to
Walker to show the perspective tenants. By August 1, Walker intends to invite clients that have
Wand up at Plymouth Towne Square to a presentation given by Walker Management and BRW
Ehm Ami itects. Walker will also be scheduling evening appointments in September to let
tenants see their unit and to allow them to take measurements of rooms.
Ma. Fleets indicated there are currently ten applicants that have been interviewed and own hones
in Plymouth that could potentially be used for our Fust Time Homebuyer program.
Director Hurlburt informed Commissioners the transformer was too costly to nave and it was
decided to leave the generator and the transformer together. They would be recessed and use
landscaped.
Director Hudburt stated the June meeting would consist of a walk-through of Plymouth Towne
Square.

Bruce Larson of Community Builders updated Commissioners on progress made am the last
Housing and Redevdopmeru Authority mating of April 21, 1944. Mr. Larson stated Community
Buiklen recently received $19,000 from the city of Idinneapolis and 1110,000 from an soonymous
source for their proposed project. These funds will be used to underwrite the training and
counselor program. Community Builders is also anticipating funding from NSP.
Mr. Larson responded to a question raised from the April 21 meeting regarding the success no
of.a similar program in Minneapolis. He explained that participants in the Minneapolis program
are still in the leasing period of the program. No one is scheduled to enter the homemvnaship
phase of the program until 1995. There have been several families drop of Por various reasons,
which is not uncommonmon during the Brat year.
Jon Thompson, Chief Executive Officer for Hammer Residences, Inc. requested funding to enable
them to purchase a lot in Plymouth to provide housing for developmentally disabled persons.
Hamner Residences has served developmentally disabled persons since 1923. This hone m
Plymouth would focus on senior residents and some from their current Wayzata campus.
Iaunmer Residences currently serves 107 residents located in 26 different locations. Their main
focus is to provide training education and coordinating of services to one the residers' needs.
There are 33 employers that employ 43 Hammer residents.
Chairman Crain commented he is familiar with the Hammer Residences and felt they have a
fantastic program.
Chairman Crain noted the recommendation of the contingency fund concept as a logical way to
allow funding changes in a more expedient marmer.
Chairman Crain closed the public hearing.
Chairman Crain questioned if $70,000 was adequate to cover the arpenses for South Shore Park.
He did not want to have to reallocate funds for this project again in the future.
Housing Specialist Dale replied that a copy of the May 17 staff report was sent to Park and
Recreation Director Eric Blank. Director Blank has not commented that he f esas that the City
can readily "draw down" any more fiords for the South Shore Park project.
Housing Specialist Dale explained that only $70,000 of the original $140,000 allocated could be
drawn down because :e lack of documentation available Rom the contractors on that project.
Director Hurlburt commented if additional documentation exists for Ruling, the contingency
funds could be used.
Chairman Crain wondered if the deedline of September 30 for the Work Out Plan would hurt our
First Time Homebuyer Program and the potential homes available from senior citizens lessing up
at Plymouth Towne Square.

Housing Specialist Dale stated he would be talking with the Dgartnent of Housing and Urban
Development (HUD) to dandy if we have actual purchase agreements signed with funds
Gonmritte I to the Fust Tune Homebuyer that would suffice as funds expended for HUD purposes.

Fiscal Year 1994 Community Development Block Grant funds and funds carried over from

Commissioner Rugh do we know of seniors that want to put their homes on the market and any
are handicapped..
Anne we have a disclosure form, don't know if they are handicapped able. Some homes
may be more expensive than what our FTI B need.
Housing Specialist Date requested the 1994 First Tune Homebuyer Program Guidelines be
amended. The current guidelines indicate it is the City's responsibility to appraise property as to
loan -to value requirement. He proposed the guidelines be amended to make that the
responsibility of the lender. If warranted, an indepcident appraiser could be hired for another
opinion for a property.
MOTION by Chairman Craik seconded by Commissioner Rugh recommending —proval to
amend Plymouth's First Time Homebuyer 1994 Guidelines.

the HRA supervisor will close as of May 31.

PROGRAM
The RAPS Program is a ate financed rent assistance program somewhat like the federally
fending Section g Rent Assistance Program. The mate legislature created this program in 1941
and in 1943 it was funded again. Details about the program are contained in the attachments
to this memo.
A few days ago, Diane Stone of the Matra HRA, wanted to know if Plymouth would be
applying to the Minnesota Housing Finance Agency (NWA) for funding on its own, or if we
world be agreeable to participate with rho Metro IRA. In this latter scenario, the Metro HRA
staff world perform the administrative fuactiona.
Based on my assessment of our current work load, I would strongly advise we endorse
partudpa m in the RAPS Program, allowing the Metro HRA gaff to handle the administration
of the program in Plymouth.
Action required by the Plymouth HRA is to approve this arrangement as requested by staff.

PROGRAM
Attached is a Request for Proposal (RFP) for the above program. The Rental
Assistance for Family Stabilization (RAFS) program was enacted by the 1991
Legislature which appropriated $3,000,000 in rental assistance. The RAFS
Program Is used In conjunction with self-sufficiency programs to determine if
providing rental assistance to Aid for Families with Dependent Children (AFDC)
recipients enrolled in a self-sufficiency program enhanced their opportunity to
achieve setl-sufficiency.
The 1993 Legislature approved $3.,000,000 In funding for the next biennium.
Program changes expanded the administration of the program from an agency
of local government; i.e. 'local housing agency' to a 'local housing
organization' which Includes non-profit and for-profit housing organizations
experienced In housing management. A description of and restrictions
pertaining to the self sufficiency program are provided in the Procedural Guide
for RAFS.
The RAFS program is limited to :unties in which the Section 8 Existing Fair
Market Rents, as determined by HUD, are in the highest one-third of the
average rents in the state (see attachment).

NOTICE OF FUNDS AVAILABLE and REQUEST FOR PROPOSALS
Rental Assistance for Family Stabilization Program
The Minnesota Housing Finance Agency (MHFA) announces the availability $3,000,000 In
rental assistance funds for the Ramal AaWma_nce for FamkQlabillsNngram, RAFS
Is available for assisting families with dependent children (AFDC) receiving public assistance that
are participating in a self-sufficiency, education or job training program.
Location: The RAFS program is limited to counties In which the
Section 8 existing fair market rents, as determined by HUD,
are in the highest one-third of the average rents In the state.
Amount of Funds 3,000,000 In rental assistance. A maximum of $200 per
month per pro ram Participant; Administrative fee may not
mooted $40-00 per month per program participant A
maximum of $200 per program participant will be made
available for security and utility deposits.
Type of Assistance: Project -based and/or voucher option.
Term of Assistance: A maximum of 36 months per program participant.
Eligible Applicants: Self-sufficiency program administrators In parinerehip with
non-profit and/or for-profit local housing organizations.
Eligible Unit: Rental unit that is available in the community served by the
local housing organization and meets federal Section 8
existing housing quality standards. Units shall have a self-contained
kitchen, bathroom and living/sleeping areas.
Eligible Projects: Rental property that is made available by a self-sufficiencyprojectbasedoption) program and meets federal Section 8 existing housing
quality standards or that has received federal,, state or local
rental rehabilitation assistance since January 1, 1967, and
meets federal Section 8 existing housing quality standards.
Rent Limits: Not to exceed the Section 8 existing fair market rents.
Income Limits: Gross family income of program participant is such that 30%
of said income is less than the housing cost.
Program Participant: For initial eligibility, a family with at least one dependent
child must be receiving public assistance, be participating
in a self-sufficiency program, not be receiving other rental
assistance.
Other Requirements: As addressed in the RAFS Procedural Guide, as amended.
Procedures: Applicants should request application packets from the
Agency. Write or call: the Minnesota Housing Finance
Agency, 400 Sibley Street, Suite 300. St. Paul, MN 55101,
Attn: RAFS, Multi -Family Division; (612) 296-9832.
Deadline: The original and two copes of the completed application should be
sent to the above address by 5:00PM on Friday. July 1. 1994.
Selection Process: All compete proposals which most the basic requirements and the
selecting criteria of the program and arereceived by the deadline will
be considered. MHFA may request and consider Information from an
applicant in addition to that requested in the application.
Final selections should be made by the MHFA Board by August 25,
1994. All applicants are notified of the selections.

state, and municipal laws, rules, and regulations. MHFA reserves the
right to modify or withdraw this RFP at any time and is not able to
reimburse any applicant for costs Incurred In the preparation or
submittal of applications.
