SUBJECT: MATRIX OF PROPOSALS FOR SENIOR CITIZEN HOUSING PROJECT
Last month the Plymouth City Council directed staff to move forward on. the
Senior Citizen Housing Project and agreed that the City should develop aRequestForProposaltosecureaconsultanttoassistinthiseffort. A
Request For Proposal was sent out to a number of consulting firms in
addition to an advertisement in the Star Tribune. A total of 11 consultingfirmssubmittedproposals. A1.1 proposals have been reviewed by City staff.
The firms that have submitted proposals, in alphabetical order, are as
follows:

The selection criteria by which staff is reviewing andscoring theseproposalsisfoundintheRFPasitemNumber6, "Initial SelectionCriteria". We have added a sixth selection criteria item referred to as,
response to Request For Proposal". This criteria is used to determine if
the consultant adequately and accurately responded to all aspects of the
Request For Proposal. A copy of our analysis matrix with scoring weights isattached.

CONSULFING ASSISTANCE
I. PURPOSE
The Plymouth Housing and Redevelopment Authority (HRA) is requesting
proposals from qualified firms to undertake consulting services to th
HRA staff regarding the design, construction, and management of City -
owned senior housing on a City -owned site in Plymouth. This site is
located at the northeast corner of 37th Avenue North and Plymouth
Boulevard.
The roll of the consultant will be to act as an extension of the HRA
staff to, under the direction of the Executive Director, undertake all
necessary activities for the expedient and cost-efficient design,
construction, and management of a senior citizen's housing facility ofupto100unitsonthedesignatedsite. A total project cost of
approximately $7 million has been projected by the HRA financial
consultants.
The consultant must be skilled and experienced in project coordination,
project finance, construction design, construction management, project
operations management, and delivery of related services to seniors. The
firm selocted will serve as the initial project operations manager for
at least two years following completion of the projPect construction.
It is the intention of the HRA in hiring a consultant to augment
existing staff resources specifically to bring in the necessary
expertise and experience in design construction and management of a
publicly financed senior citizens project. %is does not constitute a
design build" or "turnkey" venture and all relationships between the
consultant retained by the HRA and vendors for design or construction
services must be strictly "arms -length".

2. REQUIRED SERVICES
The HRA anticipates the following broad outline of services wM be
required:
A. Initial delineation of all steps and critical path from the current
status to project movewin. A detailed project scheduling exerciseIsrequired, with clear time lane and critical path graphics
against which to measure project performance.
B. Coordination of appropriate Senior Citizen focus groups addressingselectedcomponentsoftheprojectdesign.

C. Early project costing. activity to establish financial requirements
and enable early bonding activities in a favorable market. The HRA
financial consultant wilt provide advisory services with regard to
pro -forma details and related matters.
D. Expedient project design to benefit from a favorable construction
cost market.
E. Early and focussed project marketing and admission standards
establishment to assure initial and continued occupancy by seniors
now residing in Plymouth.
F. Effective project pidding and construction coordination.
G. Project operations for the initial two years of occupancy.
3. SUBMISSION REQUIREMENTS
The following items must be submitted with all proposals:
A. Fine Backoround
1) Brief history of the firm, size, expertise in various fields,
and organization of owners and employees.
B. Qualifications
1) State the firm's experience with multifamily housing,
specifically senior housing. describe the size, scooppe,
services provided, and budget/cost per unit, of similar
Projects previously completed and identify the owner and when
the projects were completed.
2) State the firm's experience in working with various housing
regulatory agencies on subsidized family housing developments.
HUD, HHFA, FHA, other HRA's etc.)
C. Personnel
1) State who will be in charge of this project and haw the firm
will perform the work internally and how the firm would
propose to service the HRA.
2) Submit complete, up to date, resumes of the personnel.
3) Submit photos of the housing projects described in the firms
experience.

1) Submit a list of references /owners for whom the fine has
performed a service and include telephone numbers.
E. Time Frame - Commitment of Personnel
1) State whether or not the firm is capable of assignimp the
above personnel to the project and proceeding immediately to
met favorable bonding and construction conditions.

F. Deadline
Three copiesof a pproposal for consul tingg services including
all items listed in this section must be submitted to the
following by 4:30 p.m. on June 25, 1992:

4. SELECTION PROCESS
The HRA will review proposals based upon the qualifications and
references submitted. The HRA will then select a minimum of three
firms for a further interview.
5. CONTRACT
The HRA will select a fire from those interviewed and enter into a
contract for consulting services for the Plymouth Senior Project.
The construction project would be publicly bid or a negotiated
contract.
6. INITIAL SELECTION CRITERIA
A. Capability and capacity of the firm to meet HRA requirements
and deadlines.
B. Past experience; specifically subsidized senior housing.
C. References; good references from previous clients and photos.
D. Innovativeness in previous completed projects.
E. Fee proposal in relation to services prpposed. The fee
proposal is not the sole basis for selection. The fee
proposal shourd—specifyproject development consultant fees as
a percentage of total project cost; and, post development
project management fees in the manner customary in the trade.
7. FINAL SELECTION CRITERIA
The final selection criteria will include the above items. He will
also consider ability to manage a project which, when'bid, comes in
within budget and allocated timing.
