CITY OF PLYVUTH, MINNESOTA
February 27, 1975
A regular meeting of the Plymouth Housing Committee was called to order
by Chairman Roger Barnes at 8:00 P.M., February 27, 1975 in the Conference
Room of the City 0.4111, 3025 Harbor Lane.
MEMBERS PRESENT: Roger Barnes, Ruth Ault, Jim Elde, Barbara Edwards.
MEMBERS ABSENT: Del Erickson, Harold Bakke, William Leeper Jr.,
Councilman taunt.
STAFF AND OTHERS PRESENT: John Doyle, Milton Dale
Mr. Barnes' stated the Committee's basic charge is what Plymouth can
affirmatively do to solve the City's housing problems. He stressed
the Committee should not be concerned with how an HRA would be used
to solve problems unrelated to housing. In his reading of the minutes
of the February 6th meeting it was the Chairman's opinion that point
number 7 (To provide an additicnal development tool in solving non-
housing problems) under (A.) Wh an HRA is progosed U the Housing

germane. He also stated that points number 6 (To provide an on-going

said that the Committee should stress point number 6 (To provide an

local housing needs), as he felt this was a "power point" and it was
essential to make the Council aware of its importance.
John Doyle expressed the opinion that the Committee should be careful
when making its presentation to the Council and in its development of
HRA guidelines that the HRA is not granted too many powers or it will
be perceived as a "monster authority". He also wanted to remind the
Committee that they could be "over -selling" an NRA and this should
be carefully handled.
Ruth Ault indicated that the problem she could see in presenting the
concept of an HRA was the difficulty in backing up all of the points
with recent data. Already 1970 census data material is somewhat
outdated, and in some cases even counter-productive in that it doesn't
always support Committee findings.

Cittee Viers discussed further the rationale of topic (A.) Why HRA
is proposed b the Housi Committee, and a rewording of the reasonsalso
agreWupon by tne members present. Following is this rewording:
1. To provide the City with the legal instrument for the comprehensive
study, research and formulation of solutions to meet local housing
needs.
2. To make available a variety of quality housing for all levels of
income in accord with the City's Goals, Objectives, and Criteria.
3. To.provide afforCAle housing for thoseersons working in Plymouth
who with to live convenient to their employment..
C. Jo retain the City's senior citizens by providing opportunities for
dignified and affordable housing accommodations within the City of
Plymouth.
S. Torovide housing affordable to low and medium income persons who
wish to live 1n Plymouth.

A time table was discussed in terms of when the Committee would have its report
ready. The tentative schedule would be to meet on March 6th and March 13th.
It was later suggested that the March 13th ;date should be dropped and another
date selected. Chairman Barnes stated he wanted the Committee report to be
reviewed by all Committee members and would like to have the complete membership
present at sare.meeting in March where a consensus could be reached on a
Committee report.

In celebration of Committee progress. Committee member Jim Eide offered
members drinks of his hot skiers wine. And for those mabers not in
attendance, below is a recipe for their review and tooment.
1/5 of Port Bine
Juice of 1 lemon
3 to 5 tbsp. sugar
Juice of I grapefruit
1 cup water
4 to 6 cinnamon sticks
Neat water and flavoring together. Add port.
Meat just to bolling. Do not boll: Serve
rot in mugs, if wish use cinnamon sticks
as stirrers.
