Housing Committee was called to order by Acting Chairman Milton Dale at 8:00 p.m., February 6, 1975 in the Conference Room of the City Hall, 3025 Harbor Lane. MEMBERS PRESENT: Jim Eide and Ruth Ault. MEMBERS ABSENT: Chairman Roger Barnes, Councilman hunt, William Leeper, Jr., Barbara Edwards, Harold. Bakke and Del Erickson. STAFF and OTHERS.PRESENT: Milton Dale. The Housing Committee Meeting was called to order by Acting Chairman Milton Dale in the absence of Chairman Barnes. Housing Committee members present discussed the Committee findings as agreed to at the January 23, 1975 Meeting, i.e. (A) "Why an H.R.A. is proposed by the Housing Committee", (B) '!Why a local H.R.A. would be the best alternative" and C) $'What the goals of a local N.R.A. should be". Members were in agreement with the seven points listed in Section (A). However, it was suggested that two more points be added as follows: No. 8 "To satisfy Metropolitan Council guidelines as per their Policy 31 Review Procedure" and No. 9 "To provide the City with an official: information collection agency for housing matters In regards to federal and state programs". Jim Eide expressed the opinion that No. 9 as stated was an important point to stress as he had found in the real estate business that an early awareness of federal and state programs allows the best opportunity for getting in line for what monies might be available. Some discussion then centered on the qualifications for potential H.R.A. members. Ruth Ault believed that a person with a background in financial matters, such as a banker, would be a good candidate for any proposed H.R.A. It was also believed that an attorney, real estate personand perhaps a developer would be persons that could contribute specific expertise needed if appointed to a proposed H.R.A. A recommendation was made relative to another supportive argument for a local H.R.A. over the other two alternatives. This would be to add point No. 4 and stated as follows: "A local N.R.A. would have members that would be more knowledgeable of the City's problems and would develop more pertinent solutions in solving housing problems". Jim Eide stated he would be very happy to assist in making the presentation of the Committee's findings to the City Council. As only two members were present at the meeting, no determination was made as to who would assist him, but it was felt. that Chairman Barnes should be one of the persons assisting in the P XWSIUS ADVISORY C(1{itiITTEE MEETING MINUTES - 2 - February 6., 1975 presentation. Ruth Ault did state that she would prefsr not to be involved in the verbal presentation. Ruth did suggest that H.R.A. members could be paid for their services and this may provide some incentive and encourage better member responsiveness in regards to attendance and performance. Both committee members also felt that joint meetings of a proposed H.R.A. with Council members three or four times a year would go a long way in creating a. spirit of cooperation between the two groups. In this way both members of the N.R.A. and the Council could keep themselves informed of the others' activities and/or goals and objectives. Further discussion by committe of Committee Finding (A) led members to agree that Points No. 2 and 5 could be combined and Nos. 4 and 8 might also be combined. W's' There was some discussion about the Staff providing supportive data for the Committee's findings. Ruth Ault volunteered her time to assist Staff in providing the statistical data that would back up all of the ie:mrittee findings. This information then would be available to the persons making the presentation to the City Council. It was believed by those members present that a would be somewhat early and both members agreed made some time in April, allowing more time tt% supportive data.
