CITY OF PLYMOUTH, MINNESOTA
January 23, 1975
A regular meeting of the Plymouth Housing Committee was called to order by
Acting Chairman Howard Hunt at 8:00 p.m.., January 23, 1975 in the Conference
Room of the City Hatt, 3025 Harbor Lane.
MEMBERS PRESENT; Councilman Howard Punt, Acting Chairman, James Eide, Ruth
Ault, William keeper, Jr.
M0ERS ABSENT: Roger Barnes, Mrs. Barbara Edwards, Harold Bakke and
Del Erickson.
STAFF and OTHERS PRESENT: Bill Koski, Y.A.A.C. Representative., Charles
Oillerud, Director, Planning and Community
Development, Milton Dale, Assistant Planner
The Housing Committee Meeting was called to order by Acting Chairman Howard Hunt
In the absence of Chairman Barnes.
Initial discussion revolved around the Section 8 Housing Pregram and how it
could relate to Plymouth's housing problems. Ruth Ault stated her belief that
the Section 8 Program as presently constituted would rot solve the need for
new housing within the community as it is mor,; of a program geared to providing
rental supplements which would be used by eligible persons to rent existing
apartments. Mr. Hunt agreed while this was partially true, he did feel as
developers became more familiar with the Section 8 Program and saw that there
were Section 8 applicants desirous of apartment units, the developers would build
neww apartments to satisfy that demand. Chuck Dtllerud stated that presently the
average family of 3.5 to 3.6 persons with an income of under $11,170 per year
would qualify for Section 8 assistance.
Committee members were polled in regards to their opinion in the formation of a
local N.R.A. All persons werein favor of recommending to the Council that an
H.R.A. be established and that it be a Plymouth H.R.A. and not a Metro Council or
contracted H.R.A. with some other community. Mr. Leeper stated that the committee
should:
1. Establish the need for an H.R.A.
2. List in order why they believed the formation of an H.R.A. is a committee
recommendation.

an N.R.A. also has the ability to provide assistanto to the community in areas
other than housing. Councilman Hint mentioned that an H.R.A. can prevent more
severe problems from happening by the ability to initiate blight control programs
in the early stages before more total rehabilitation programs would be necessary.
Committee members discussed -the advantages of a locally constituted H.R.A. versus
a contractural arrangement with the Metro Council H.R.A. or a Suburban H.R.A.

were a local H.R.A. In addition, the development of an H.R.A. would'ind.icate
to the Metro Council that. Plymouth was taking a positive responsive stance in

Housing Cmdttee members then discussed the rationale for why Plymouth needs
an H.R.A. and why it should be a local H.R.A. Staff was directed to compile a
list of rationale with supportive data to present to the Housing Committee for
their review.
Committee members then discussed what some of the goals for a Plymouth H.R.A.
should be and Staff was directed to compile a list for review and further
discussion.
Additional comments were listed concerning the selection of members to serve on
an H.R.A. should the Council grant that the creation of such an authority be
desirable. Councilman Hunt stressed it would be necessary to select people that
were willing to devote a great deal of time and effort on the problem of low and
moderate cost housing in Plymouth. He also said that the use of City Staff time
would be helpful in assisting the H.R.A. and a check of how much time was allotted
to H.R.A. activities would be necessary so that Staff could determine what per-
centage of time was devoted to this work. The City Council could then decide if
additional staff would be needed should the work loaf become prohibitively -heavy.
Councilman Hunt also added that a housing profile be developed by the H.R.A. and
a questionnaire could be mailed to employers within.the City to determine such
Information as to the number of employees, wage range and where they lived. The
comment was made by Ruth Ault relative to the use of the term "H.R.A." and whether
this name does not have some bad connotations. She suggested the term "Housing
Authority" instead. (However, in Staff's consultation with City Attorney Herbert
Lefler, it was determined that the Minnesota State Statutes provide the term
H.R.A." is a legal requirement if it is to function with those powers and duties
granted such authorities under Minnesota law.)
Committee members agreed to the following meeting schedule for the next two
meetings:
Thursday, February 6, 1975 - Discussion on Attachments A, B, and C (Committee
Findings and Suggested H.R.A. Goals)
Monday, March 3, 1975 - Presentation to the Council by Housing Committee members
findings of the Housinq Committee regarding their
recommendation of the development of a local H.R.A. In
this regard, it was believed that each committee member
would take a different part of'the presentation and
present that part for Council's consideration.
Meeting was adjourned at 10:30 p.m.
