CITY OF PLYMOUTH, MINNESOTA May 79 1974 A regular meeting of the Plymouth Housing Advisory Committee was called to order by Chairman Roger Barnes at 7:45 p.m. in the lunchroom of the Public Works Building, 14900 - 23pd .Avenue North. MEMBERS PRESENT; Chairman Roper Barnes, Hatoid Baake, Barbara Edwards, Delano:Eric son. MEMBERS ABSENT: James Eide,William Leeper, Jr., Ronald Raschke. STAFF and OTHERS PRESENT: Fulton Dale and Rick Casey$ Youth Action Advisory Committee. Call to Order by Chairman Barnes. The minutes of April 4th and April 18th, 1974 meetings were approved as corrected. Subcommittee Chairpersons presented Preliminary Study Area Reports to members with the intent of getting back to the committee with more finalized reports at the next meeting. James Etde, Subwmmittee Chairperson for. Study Area 3 Construction and Financing Costs) was absent and did not submit.a report for review. These preliminary reports would be available in the Housing Committee files. Chairman Barnes wanted the subcommittees to acquire as much backup data as possible for their respective Study Area reports and to make this data avail- able at attachments to their reports. This data could be presented in rou§h form and need not be typed. Discussion centerdd on how to give the developer cost breaks as it related to City Building Department fees and it was suggested by Councilman Hunt that if building permit fees were not paid by the developer until the house occupancy permit was granted, interest costs paid out by the developer could be eliminated. Further discussion took place of, whether the climate in Plymouth was favorable for medium or high rise apartment construction. Councilman Neils believed that large savings would result by the development of high rise apartments since utilities and street costs would be reduced substantially. Chairman Barnes urged Study Area Subcommittees to get together in groups so that more finalized reports could be ready by May 21st or at such time as the next meeting in May is held.
