A .regular meeting of the Plymouth Housing Advisory Committee was called to
order by Chairman Boger Barnes at 7:30 p.m. in the lunchroom of the Public
Works Building, 14900 + 23rd Avenue North.
MEMBERS PRESENT, Chairman Barnes, Mrs. Ruth Ault, William Leeper, Jr.
Delano Erickson, Mrs. Barbara Edwards, James Eide.
MEMBERS ABSENT: Harold Bakke, Ronald Raschke,, Councilman Hunt.
STAFF and OTHERS PRESENT: Martin Overhiser, John Doyle and Milt Dale
Call to Order by Chalrlman Barnes.
Chairman Barnes asked the committee if the minutes as corrected could be
approved for March 21st and March 28th, 1974 meetings. This was accepted by the
Committee as approved minutes.
The meeting+mbjective was to determine how far along the four Study Area Sub-
committees had gone since the April 4th meeting setting up the Study Area Groups
and appointments.

Del Erickson and Martin Overhiser had worked on this Study Area and had deter.
mined that raw land value goes up as the density of the land is increased, with
the statement made that there were definite economies that could be transferred
to the buyer using P.U.D.s. Mr. Overhiser stated that +competition among
developers should serve to keep developers honest so that these savings are in
fact passed on to consumers with Plymouth, as of April 15, 1974, having adopted
a new R.(Residential) P.U.D. Del Erickson further stated that their subcommittee
still had additional work to accomplish.

Barbara Edwards indicated that her subcommittee was working on such items as
street lig;;ttgg, street paving, utilities and other land inprovement costs to
determine how these costs are assessed and how they could be reduced. Her
committee had also w.rked on determining the increase in raw land value over
the last seven to eight years. She added that once the reasonable acceptable
minimum living unit for the five family groups was determined, a more thorough
study could be launched.
James Eide explained that he has been collecting data on both construction and
other financing costs but as yet to complete his entire objective. He will be

Ruth Ault submitted.a preliminary report she had done for each committee member
Present and explained her visit to Bloomington HRA,State Planning Agency and the
Plymouth Planning Department.
Chairman Barnes urged all committee members to get more heavily involved and to
strive for. the deadline established by the Council of June 17, 1974.
Jahn Doyle distributed to the committee two reports: one "The Study of the
Effect of Subdivision and Zoning Regulations on the Cost of New Houses" and
the other "Zoning Regulations in the Metro Area". Both studies were done by
the Not Council.
John Doyle then explained the standard living units as first adopted by the
British and later adopted by :he National American Institute of Architects.
Mr. Doyle explained that these minimum standards do not reflect the market and
if such a unit would actually sell. Chairman Barnes wanted John Doyle to break
down the category labelled "Other" so that the committee could see what a
standard. living :un -it consisted of in that, area. - Martin Over-hiser suggested.
tlmat 19000 square feet minimum housing unit for a family of four could serve
well as a standard and perhaps using a 500 square foot housing unit for the
single adult and a couple without children.
Ruth Ault wished to know what salaries were paid by employers to the employees
who work in Plymouth and if that information could be obtained. John Doyle
said that Judy Palmer of the Met Council is working on this project but has
run into some. snags. Mr. Overhiser stated that presently there are about
7w000 households in. -Plymouth and approximately 6,000 jobs within the municipality.
Committee members agreed to meet on Tuesday, May /. 1974 at 7:30 p.m. with each
subcommittee attempting to arrive at some 5nclusions as well as just the
assembly of data.
