SUBJECT: Cancellmion of April HRA Board Meeting
Per our discussion, I have contacted Dave Crain regarding cancellation of the April HRA Board
meeting. He concurred that since there were no items requiring action in April that we would
cancel the mating. I have advised the other Board Members and Council liaison Ginny Black of
the cancellation.
1 Our nest regularly scheduled HRA mating will be on Thursday, May 15, 1997 at 7:00 pm
In the Medielne Labe Room at City Hall.
For your information I am providing copies of the e-mail message that Dave Crain sent to the
Plymouth legislators regarding the welfare reform proposal that was discussed at the March
Board meeting, responses that he received, and a follow-up letter to Representative Leppik. A
copy of the most recent Plymouth Towne Square monthly report from Walker Management is
also enclosed. I can be contacted at 509-5412, if there an any questions.

RE: WELFARE REFORM (SF 1 & HF 159) and HOUSING ASSISTANCE
At its mating on March 20,1997, the Plymouth HRWs B -rd of Commissioners discussed the
provision in the current proposed welfare reform legislation (SF 1: Article 1, Section 25,
subdivision 9 and Hip 159: Article 1, Section 24, subdivision 9) that would count $100 of housing
subsidy received as "useamed ins° that wouOd reduce a family's public assistance payment by
100. Atter considerable discussion all five Commissioners agreed that this provision would have
a detrimental effort upon the operation of ate and federal housing programs throughout Minnesota,
including those within the City of Plymouth. In addition the proposal would not improve the
efficiency of welfine programs and would have a deleterious effect upon families working with the
Plymouth HRA and other housicg agencies throughout the state to get off of welfare and be able to
afford private housing without subsidies.
The effect of this action isnot limited to recipients of public assistance. By increasing the cost of
housing assistance for families on public assistance, less finds are available to assist working
families. The Minnesota Chapter of the National Association of Housing and Redevelopment
Officials (NAHRO) estimates that Minnesota will lose 1,000 units of subsidized housing, if this
provision becomes law. The families who will not be able to get housing assistance as a result of
this action will include both working and welfare families.
This action will also result in less funding available to local housing agencies to administer the
Section 9 voucher and certificate programs and the MHFA RAFS program. Since these programs
provide administrative funding based upon the number of assisted units, any reduction in the
number of housing units that can be assisted will result in reduced administrative fiuiding.
Because of the adverse impact of this proposal on state and federal housing assistance programs and
their beneficiaries, tine Plymouth HRA unanimously adopted a motion to urge the legislature to
J delete this provision from the welfare reform legislation. As a Plymouth legislator we urge you to
support arnentdments to this legislation that will eliminate the section that counts housing assistance
as $100 of unearned income for the purpose of calculating eligibility for public assistance.
The Board Members strarigly endorse the Legislattue's efforts at welfare reform, but consider it
essential that welfare reform be coordinated with federal and state housing programs to assure the
r--. eftectiveness of these programs in serving the needs of as many Minnesotans as possible. We
believe welfare reform should focus on improving the efficiency of the system and its
effectiveness at getting recipients into a position of independence. This provision is inconsistent
with this goal. The Plymoatb HRA has always worked to stretch Federal, State and local tax
generated dollars to provide assistance to as many Plymouth citizens as possible as efficiently as
Possible. Please help us to do this by supporting the removal of this portion of the welfare reform
lesialation-

Dear Representstive Leppik:
Dave Crain, Chair of the Plymouth HRA, asked me to provide you with some follow-up
information regarding this issue. 1 on faxing along with this 1: -alar information from the Minnesota
Chapter of the National Association of Housing and Redevelopment Officials and the Minnesota
Office of the U.S. Department of Housing and Urban Development that describes the statewide
impact of this legislation.
The Plymouth HRA currently operates a Section 8 Housing Assistance Program that provides 87
subsidy certificates to Plymouth residents and administers subsidy certificates for an additional 79
families that have moved to Plymouth with certificates from other communities. This Section 8
Program is used by the HRA to provide assistance to low income families and seniors to rent private
apartments that they otherwise could not afford. In addition there are 153 units of privately owned
and operated subsidized housing in Plymouth that would be affected by this provision in the
proposed welfare reform bills.
Because this housing assistance is based upon each participant contributing 30% of their income
toward their rent, the net effect of this proposal would reduce each participant's rem payment by
30, effectively decreasing; their monthly income by 570. To onset this decrease in rent, the
housing subsidy programs would have to increase their payments by $30 per month. This would
effectively reduce the number of low income families who can be assisted by these programs and
potentially result in decreased maintenance of subsidized housing in the state.
Currently 21 clients on the HRA's•Section 8 Housing Assistance program would be affected by this
proposal. This additional cost would require that the HRA reduce its program by 2 clients and lose
1,187 in amunl administrative funds from HUD. For Minnesota as a whole, it bas been estimated
that this proposal will cost the assisted housing programa from $7.2 million to 58.9 million in
increased subsidies that would result in the less of approximately 1,000 Section 8 housing subsidies.
This would also result in the loss of almost $600,000 in administrative funding for local housing
agencies in Minnesota

March 13, 1997
Members in attendance: Melody Burnham, Barb Peterson, Stella Krout,
Kathryn Lents, Barbara Buchholz, Ben KeLey, Arnold Seppa.
The financial report was read and discussed.
Minutes from the last meeting were discussed. Kaduyn Leets had attended the
meeting so her name will be added to the minutes.
MANAGEMENT REPORT
The preference list for vacwtt apartments was discussed regarding people who
have been accepted. Melody :,assured everyone that we are following the order
that people applied in.
We need more people to be checkers in the morning and evening. Melody will
send out a letter to people being checked to see if any of them can volunteer to
help.
The names were read who have been nominated for Resident Council. We will
also select two alternate people to fill vacancies if needed.
Melody asked if anyone knew of a senior that could be nominated for the
Minneapolis Aquatennial Senior Volunteer. This will be brought up at the
Resident Meeting.
A thank you note will be sent to the person who donated the new treadmill.
y The valances have been ordered for the dining room, solarium, fireside room,
and activity room.
A sample of the postcard with PTS on it will be put on the bulletin board.

By -Laws Committee - There are just a couple minor changes. Hearts & Memorials
is not a committee so that will be deleted and Pot Luck should be changed to Get
Together Committee. We will send out a final version copy along with a ballot
which should be returned by April 1.
Garin Committee - Ten or eleven people have signed up for garden plots. Barb
Buchholz will put up a chart so drat people can pick their spot. April I will be the
deadline to sign up.
OLD BUSINESS
Plymouth Creek Elementary School Sth graders would like to come and play
cribbage with some of our residents.
Towne Square Clock Tower - the part is in Melody's office and she will look
into having it fixed.
What to do with puzzles that have been worked will be brought up at the
Resident Meeting.
Pictures of residents were discussed. It had been suggested to have a board in
the entry to display pictures but this is not a good idea for security reasons. An
album would probably be a better option.
It was asked if we could air out the hallways. This is not possible but you can
open your apartment windows to air out your apartment.
Can we plant wildflowers in areas around the apartment building? Melody will
look into this as there may be a rule against it.
The sidewalks on the way to Cub past the new construction site are very dirty.
Melody will check on this.

A NOTE FROM MELODY:
Spring is just around the corner. As we approach the warmer weather, I am Sime
that you will all be anxious to p outdoors and open up your apartments. Just a
reminder to be careful and safe. You aro very important to everyone hare, at PTS
and we want you to be safe. I passed out a Safaty Alert to all residents last month.
This notice was not meant to Tighten you, just make you more aware of ad*
concerns. The mora khrmadon you have due safe you will be. Myou see any
peculiar cars driving through the parking lot, err any people congregating near :.she
budding, don't be afraid to report it to the Police Department. I recently talked with
Sara Cwayne Public Safety Specialist from ire Plymouth Police Department and she
reaffirmed the fact that it is their job to chock such things out and they really
appreciate any tips from citizens. I know that many of you don't feel comfortable
calling 911 when you have a concern but you can call 5254210, Ma is a non-
emergency number for the Police Department which will send out a squad car to
investigate. Keep this number in a convenient spot. or phone. The following
tips are taken from CREW WATCH Mianso to Department of Pablic Safety.
At night, try to stay on well -GW streets; avoid doorways, shrubbery, dark
shadows near building, and odor potential hiding places. ' Cagy a flashlight.
Stay away from deserted parking lots or ramps at night; be cautious even in the
daytime.
Be cautious around elevators; if you are at all suspicious of another passenger,
wait for flue next car. Stand near the control panel while you ride. If you are
dreatenedorsnacked, hitthe alarm odes many floor buttons as you can.
While walling be aware of your surroundings. Look alert and confident. Make
quick eye contact with people around you. Dress so you can walk or run easily
to avoid snack.
When you take out your wallet, don't roved you money or credit cards.
A woman should carry bar handbag next to her body, with the flap or clasp
toward her. A man should carry his wallet in an inside or fent pocket.
Don `t leave or set your purse on the beck of the door or on the floor in
rest woms, theaters, restmuaats, or other public areas. Don't leave your purse
open or unattended in a shopping cart. Carry your keys in your coat pocket.
Look for a well -lighted parking place and lock your car - even if you are just
running into the store for a minute. Never leave your purse in your car and place
your briefcase out of sight or in the trunk.
Keep your doors locked and windows rolled up most of the way, especially
while m heavy traffic. Keep your purse out of sight.

If you would like to become more active In Plymouth Towne Square
please consider running to serve on the Resident Council. We will
have three openings In May. Let the office know if you're interested.
A sign-up sheet is on the bulletin board for the garden plot lottery for
this summer. You need to apply again this year even though you bad
a plot last year.
Remember to get your door decorations sprayed when you put new
ones up. Fill out a work order and Lance will spray them for you.
Therewill ben trip to Mystic Lake on April 1. The bus wW leave
PTS at 8:00 a.m. and will depart the casino at 1:00 p.m. Everyone
will receive a complimentary breakfast buffet. We need 25 people to
have tree transportation so get all your Mends together for a good
time!

You can stop in and sign them out if you are interested in listening to
