1. CALL TO ORDER
Chair Carroll called the meeting to order at 7:02 p.m.
2. APPROVAL OF MINUTES
Motion by Commissioner Anderson, seconded by Commissioner Swanson, recommending
approval of the September 11, 2014 Park and Recreation Advisory Commission meeting minutes
as written. With all members voting in favor, the motion carried.

5a. Northwest Greenway: Stewart Crosby, SRF Consulting (ACTION)
Steward Crosby is a Landscape Architect with SRF Consulting, the consulting firm designing the
Northwest Greenway. Maps and press articles were supplied at the meeting. Planning for the
Northwest Greenway has been scheduled in the CIP for several years, and we begin development
along Vicksburg Lane in 2015. A public meeting was held on September 15, with approximately
40 residents in attendance. SRF gave a presentation at the meeting and were able to gather
feedback from the residents in attendance. In 2015, Fernbrook Lane will have renovation work
completed. At that same time, the pedestrian bridge will be constructed. A 12’ trail will run east
and west from the pedestrian bridge, connecting users in the northwest portion of the city. The
trails have an expected lifetime of 20 years, with proper maintenance. A year after the
pavement trails are put in place, a fog seal is placed on top, which will add up to 4 additional
years to the trail’s lifespan. The trail plan includes keeping vegetation screening between the
houses and the trail. Staff will be replanting and re-vegetating areas where more of a screen is
needed. Once the final project plans are approved by City Council, the project can go to bid this
winter and have a construction start date in 2015. Beginning in 2016, work will begin on the trail
heading to the west, eventually joining up to the Dog Park. Once the Greenway construction is

more complete, special features will be added such as; shelters, water fountains, and benches.
The entire trail should be complete by 2018.
Motion by Chair Carroll, seconded by Commissioner Anderson, recommending to proceed with
plans for the Northwest Greenway as presented. With no objection, motion passed.
6. COMMISSIONER/STAFF UPDATE (NON-ACTION ITEMS):
Bill Abel, Arena Manager for the last 17 years, presented information on Ice Center
updates. The Plymouth Ice Center (PIC) opened in 1997 with 2 arenas and added a 3rd
sheet in 2004. Currently they are the home ice for the Wayzata Boys & Girls High
School Hockey Team and the Providence Boys Hockey Team. The PIC annually books
approximately 470 hours a year for their practices and games. The Wayzata Youth
Hockey Association (WYHA) currently has 1,200 skaters on 58 teams. WYHA books
2,800 hours of ice a year. Annually, a total of 7,000 hours are booked amongst all
users for a revenue of $1.1 million. New carpet was installed this year in the Center
Ice Room, administrative offices, and stair case for a cost of $22,000. Staff is looking
to purchase a new Zamboni in January 2015, to replace a current Zamboni. Due to the
popularity of Professional-size arenas, staff is considering changing Rink C from
Olympic (200’ x 100’) to Professional (200’ x 85’). The PIC will be switching out their
coolant system from an ammonia system to R22 system. Next year the parking lot
shared by the PIC and LifeTime Fitness we be replaced, and additional parking spots
may be added.
Plymouth on Parade was held September 27. The weather was just beautiful this year
after last year was rained out. The event had nearly 6,000 people in attendance.
Upcoming events include; the Pet Expo and Halloween at the Creek in October, Kids
Garage Sale, Bridal Expo and Arts Fair in November, and Old Fashioned Christmas in
December.
Work has begun at the entrance to the Hilde Performance Center, along Plymouth Blvd.
Forms are in place for the main entry path and arch. There will be a two-sided
electronic sign in the middle announcing City events. Pictures will be available at
December’s meeting.
A reward is being offered for any information regarding the arson at Plymouth Creek
Playfield. The new playground is now 2-3 weeks away from being completed. Instead
of this park having wood chips, it will have x-grass; a turf-like material with a sand
base.
7. ADJOURNMENT
Motion by Commissioner Vanderwall, seconded by Commissioner DeBleecker, recommending
adjournment of the Park and Recreation Advisory Commission meeting. With no objection, Chair
Carroll adjourned the meeting at 7:59 p.m.
