CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to order at 7:00 p.m. 2. CONSENT AGENDA A. Approve HRA Meeting Minutes for September 24, 2015. B. Plymouth Towne Square. Accept Monthly Housing Report. C. Vicksburg Crossing. Accept Monthly Housing Report. MOTION by Commissioner Soderberg, seconded by Commissioner Black, to approve the consent agenda. Vote. 5 Ayes. MOTION passed unanimously. 3. NEW BUSINESS A. Senior Buildings. 2015 Resident Satisfaction Survey Results. Grace Management Representative Boedigheimer gave an overview of the survey results. Overall the survey results were very good, similar to last year. All negative remarks are being addressed. The survey was taken prior to the replacement of carpet at Vicksburg Crossing and Plymouth Town Square has created a resident committee to brainstorm ideas for future community activities. Commissioner Black asked about staff availability. Grace Management Representative Boedigheimer stated that the staff will be posting specific office hours and leaving notes as to where they are and when they will return when leaving the office. Commissioner Black asked about exercise opportunities for residence. HRA Manager Barnes stated the Vicksburg Crossing exercise room is small with limited equipment. Consideration is being given to shifting the location of the exercise room with the Approved Minutes Plymouth Housing and Redevelopment Authority November 12, 2015 Page 2 library/computer room on fourth floor which is larger and has windows. Yoga has been offered but it has not been well attended. Vicksburg Crossing also promotes senior programs offered through Plymouth Creek Activity Center. B. Plymouth Towne Square. Review and approve 2016 Budget. HRA Manager Barnes gave an overview of the budget. Staff is proposing a 1% increase for all residents at Plymouth Town Square. Staff is of the opinion that this is most equitable because rents are based on individual’s household incomes. Staff took into account that social security will not be going up when deciding on the percentage increase. Commissioner Soderberg asked historically, what has been the increase. HRA Manager Barnes stated typically between 0% -2.5%. Chairman Kulaszewicz added once the minimum rent was raised 7 or 8 percent and maximum rents 3%, but that was an anomaly. HRA Manager Barnes stated reserve funds will be used for siding and window replacement and the reserve schedule is recalculated periodically to reflect current costs. The Board requested that staff add the replacement reserve schedule to a future agenda. MOTION by Commissioner Black, seconded by Chairman Kulaszewicz to adopt the attached resolution approving the 2016 Plymouth Town Square Operating Budgets. Vote. 5 Ayes. MOTION passed unanimously. C. Vicksburg Crossing. Review and approve 2016 Budget. HRA Manager Barnes gave an overview of the budget. Staff is requesting a small increase of 10.00 for moderate and low-income units. Commissioner Soderberg asked why the subsidy amount was decreasing. HRA Manager Barnes stated staff continues to learn from previous budgets and make appropriate adjustments to the budget. Chairman Kulaszewicz asked why the increase is a dollar amount verses a percentage like Plymouth Town Square. HRA Manager Barnes stated Vicksburg Crossing is different because the units have set rents – rent is not based on income as is the case with Plymouth Towne Square. Commissioner Soderberg asked why the Section 8 assumption amount decreased. Approved Minutes Plymouth Housing and Redevelopment Authority November 12, 2015 Page 3 HRA Manager Barnes stated Section 8 is a constant variable and the assumptions are based on current data. Chairman Kulaszewicz asked about the management fee increase. Grace Management Representative Boedigheimer is requesting a 3-3 ½% increase in management fees for Vicksburg Crossing next year, alternating increases every other year with Plymouth Town Square. MOTION by Commissioner Soderberg, seconded by Commissioner Vanderlan to adopt the attached resolution approving the 2016 Vicksburg Crossing Operating Budgets. Vote. 5 Ayes. MOTION passed unanimously. The January 2016 meeting will be held at Vicksburg Crossing. 4. ADJOURNMENT MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to adjourn the meeting at 7:45 p.m. Motion approved unanimously.
