LIFESTYLE PROPERTIES (2005033) Chair LarsonintroducedtherequestbyLifestyle Propertiesforrezoning, preliminary plat, site plan, interim usepermitandvarianceto allowtheconstruction ofthirteen, 12-unitbuildingstobe called the “VillasofBassLakeCreek” forpropertylocatedatthesoutheastcorner ofthe intersection ofNathanLane andBass Lake Rd. (CountyRoad 10). SeniorPlannerDarling gaveanoverview oftheJune7, 2005staffreport. Shesaidstaffis recommending thepublic hearingbeopenedandcontinuedtothe July20, 2005Planning Commissionmeeting. Commissioner Clyman askediftherehasbeenanyconversation withthebuilder aboutincluding affordable housinginthisproposal. SeniorPlanner Darling responded that therehasbeendiscussion withtheapplicant, but rightnow theyarenotabletolower thepricetotheaffordablerange. Sheaddedtheyareworkingwithstaff fromtheHousingDivisiontoseeifotherfundingsources canbeusedtoprovideaffordable housing. ChairLarsonintroduced thedeveloper, BillGleason, Lifestyle Properties. Mr. Gleason saidthey aretrying tomakethisdevelopmentasaffordableas possible, butwithtoday’sconstruction and development costsheisunable to answerthat question rightnow. Hesaidtheyaredesigning a onelevel-typelivingproduct forseniors. Mr. Gleason saidtherearestillissuestoworkoutwith theplat, density, andwetlands. Commissioner Clymanaskediftheunitswould berentalorownership. Mr. Gleason responded thiswouldbe forownership only, andthoughnot age-restricted, theunits andparking wouldbe designedforacertain typeoflifestyle. Mr. Gleason addedheistrying to organize ameeting withneighboringhomeowners priortothePlanningCommissionmeeting. Director Hurlburtsaidthere have been questionsastowhythis hearingwasscheduledbeforethe planwascomplete. Sheexplainedthat inorder tomeet thelegalnotice requirement andpublish thehearing, there isa3-week leadtime. Director Hurlburt saidifsomethinghappens andthey realizethedeveloper isnot goingto meetthat (published) date, thepublichearinghastobe continued. Shenoted thatmailed notices would besentout10dayspriortothecontinuation of thepublic hearing. ChairLarson opened the public hearing. Asthere wasnoonepresent to speak, Chair Larson continued thepublichearing totheJuly20, 2005Planning Commissionmeeting. B. RICHARDELSEN CONSTRUCTION, INC. (2005051) ChairLarsonintroduced the requestbyRichard ElsenConstruction, Inc. forapreliminary plat and variancefor “Medicine Lakeview Estates” fortwo singlefamilylots, for propertylocated at1829 ForestviewLane North. PlannerDotygaveanoverviewof theJune7, 2005staffreport. PlannerDoty saidthatstaffhad inspectedthepropertyanddetermined more information wasneeded regarding thelocationofthe wetland andtesting todeterminethewetland boundary. Hestatedthat anotherinspectionwas recentlyconducted andthewetlandboundary hasbeendetermined andagreed upon. Planner Doty said staffistherefore recommending opening thepublichearingandcontinuingittotheJune29, 2005meeting. ChairLarson opened the public hearing. Astherewas noonepresenttospeak, Chair Larson continued thepublichearingtotheJune29, 2005Planning Commissionmeeting. C. QUEST DEVELOPMENT, INC. (2005042) ChairLarsonintroduced therequest by QuestDevelopment, Inc. foracomprehensive plan amendment, rezoning, siteplan, conditional use permits andvariance to allowthe construction of 51apartment-style units in twostructuresonproperty located at9805Highway 55. SeniorPlannerDarling gaveanoverview oftheJune7, 2005staffreport. ChairLarson introduced thedeveloper, JimWatersrepresenting QuestDevelopment, Inc. Mr. Waterssaid thishigh-profilesiteischallenging, andhethinksQuest hasaplan thatwould give appropriate typeandstyleofdevelopment tothesite, improving what hasbeenthereforsome time. Mr. Waterscommended SeniorPlannerDarlingfor presenting the project proposal. Commissioner Murdock askediftheproducemarketwouldremainuntil 2008. Sheasked the developer toclarify iftheyhave notyetpurchased thewholepieceofproperty. Mr. Watersexplained thatthe Brown’sMarket sitewillbeacquiredbythedeveloperonlyunder theterms ofthepreviouspurchase agreement thatQuestisinheriting from thehoteldeveloper. He saidMrs. Mueller, owneroftheBrown’sMarketproperty onthenorthwest corner, would runher market until 2008 atwhichtimeQuest wouldbe allowedtocloseonthatproperty atasetprice. Mr. Waters addedtheywouldlike tohavethepropertysoonerand willcontinue to work withMrs. Mueller asitwould improvemarketingof theproject. CommissionerMurdock saidherconcernisthepossibility thisallmaynotpanout, andtheCity wouldhave another half-completedproject. Mr. Waters reiterated thattheyhaveapurchaseagreementwithMrs. Muellerwhichallows Quest therighttopurchase ataspecificdateataspecificprice. Commissioner Holmesaskediftheirintentistobuildthe twobuildings inphases. Mr. Waters saidthere wouldnormally bealagtime ofoneyear, and startingthesecond building inlate2006wouldbedesirable. However, thebesthecandois 2008becauseofthepurchase agreement. Mr. Watersconcludedtherehave beenlots ofconstraints andissuesonthis site, includingthe existing foundation, working withinanexisting siteplanwhich hasutilities and sewer andwater, wetland mitigation, a pondinplace, anda challenging market. Commissioner Murdockasked ifthe unitswouldbe owned orrented. Mr. Waters responded these wouldbeowned. CommissionerMurdockasked ifthesewouldbemarket rateunits. Mr. Waterssaid theyaretryingtotargettheemptynester, professional-type people withlarger condominiums, approaching 2000square feet. Commissioner Clymansaidhewascuriousabout theeffectofthisdevelopment onBassett Creek. SeniorPlanner Darling saidthe impactbytheQuest development wouldnot differfrom the previoushoteldevelopment, whichwasreviewed bytheCity, ArmyCorpsofEngineers, and DNR. ShesaidaftertheQuest application isreviewed bytheCity, itwouldhave togothrough thewatershed. Commissioner Clyman referenced theQuestDevelopment andtheLifestyleProperties (6.A.) proposals andsaid heis concernedabout density. Hesaid hefeelsthese arespecificareasthat havethecapacity toabsorb densityandbotharegreat opportunitiestoexchange densityforsome moreaffordable housing. CommissionerClymansaid hehates toseetheCityto missoutonan opportunity tohave conversations withthedeveloper regardingaffordable housing. Commissioner Anderson addressed thedensity andaffordablehousingissue. Commissioner Anderson saidshethinks thatintheCityofPlymouth themarketwillcometobearandaffordable housing willhappen asithas happenedinother citiesaroundPlymouth, notablycloserto Minneapolis. Commissioner Anderson said asatownhomeresident, sheisconcernedabout density andthinksitdetracts fromthequalityoflife. Shesaidthereisasafety issue inthehigher densityareas. Commissioner Andersonsaidshelikes howtheCityofPlymouth hasbeen planned. Shesaid “hats off” tothepreviouspeopleinvolvedintheCity’splanning andwantsto seethe qualityoflifecontinueinPlymouth. ChairLarsonopened andclosedthepublichearingas therewasnoonepresent tospeak onthe item. Commissioner Holmessaid hewouldbevoting infavorofthisproposalashehasdrivenbythis locationonceadayforalengthy time. Hesaid hehates tosee theBrown’sMarket business go, butit isabusinesswithalimited lifeandwhenthehotelfailed, itwasamiserable site. Commissioner Holmes saidkudos to Quest, forconstructingaverydesirable addition tothe CityofPlymouth and added thatthe51unitswould nothaveatrafficimpact onany ofthe intersections inthearea. ChairLarsonagreed withCommissioner Holmes andsaidthisdifficultsitethatwillnowbeavery attractive, usabledevelopment andwilladda different piece toPlymouth’s housing market. PlannerDotygave anoverviewofthe June7, 2005staff report. Commissioner Andersonaskedifthischange wouldaffecthowmanylightsSt. Barnabas canhave. Planner Doty said thiswould notchange thenumber oflights butwould allow additional wattage. Hesaidtherequired shieldingwouldprevent lighttrespass. PlanningManager Sennesssaidtherewould probablybefewerlightstomeettheChurch’slighting needswiththechange. Commissioner Murdocknotedmostcommercial and publicinstitutions wereclassified asLZ-3 andasked if thesechurches were exceptions because theywere guidedresidential. DirectorHurlburt saidthiswas anoversightwhen thelightingmapwasdraftedand addedthat thiswhytheCity isthe applicantinthiscase. Shesaid theydid notwanttoplacethe burdenon thechurchtobring thisforward. Director Hurlburtsaidthesamesituationwasidentified withthe church next doorsothereclassification isbeingaddressed atthesametime. Planning Manager Senness saidwhen theZoningOrdinance isupdated thisyear, staffwill proactivelydetermine if changes arenecessary forotherchurchproperties intheCity. Sheadded sheiscomfortable thatthehigherlightingzonewouldnotbeaproblem. Chair Larson openedand closedthepublichearing, asno onewaspresent tospeak ontheitem.
