The Park and Recreation Advisory Commission will be meeting Tuesday, July 23,
at 7 p.m., to review the final plans for the improvements and/or development
of the neighborhood park in your area. You are cordially invited to attend
and provide them with your input.
If the Park Commission recommends approval, the plans will be forwarded to the
City Council for their meeting on August 5, beginning at 7 p.m. You are
encouraged to attend this meeting as well.

Dear Frank,
It's been a pleasure to get to know you and the other PRAC
members. I will, unfortunately, be unable to attend the July 23
commission meeting; so, I will summarize herein my impressions
about 'the best way to proceed with the three parks. I am basing
my opinions on what I heard from residents during the
neighborhood meetings, as well as on my experience as a
homeowner, as a graduate student in parks and recreation. and as
a member of the Golden Valley Park and Recreation Commission.
Tenth Avenue Park
Residents indicated a strong preference for Scheme A, which I
endorse.
The interest in skating suggests that we should strive for as
large a rink as possible, lighted for night safety. I am
concerned about the potential safety hazards when recreational
skaters and hockey aticionados use the same area. The neighbors
appear to want the opportunity for both, so I would urge the
commission to endorse some kind of physical separation (possibly
a fence) of the recreational and hockey areas. Because this rink
area does not support turf in the summer, it would seem to be an
excellent area for a volleyball court; however, I heard very
little enthusiasm for volleyball. Perhaps a summer sport more
popular with residents could be arranged for that area.
I would also support a berm along 10th Avenue and night lighting
for security reasons. Well -marked crosswalks are a roust, and
speed of traffic should be monitored with a thought toward a
possible reduction in the speed limit. Entries to the park
should be well marked and probably restricted to two or three.
Off-street parking seems completely unnecessary because there is
adequate parking space along 11th Avenue; most people said they
would walk or bike to the park. t will go on record as opposinq
any off-sLreet parking facilities for neighborhood parks, unless
there is some unusual situation suggesting otherwise.)

Though there was a lot of interest in a wading pool, my
recommendation, based on safety considerations, is no wading
pool.
Girls who were present at the meeting requested a paved, two-
lane bike trail, which seems to be a sound idea. While I am
supportive of multi -use trails, I am opposed to any kind of
skateboarding or dirt -bike area, also out of a concerti for
safety.
It appears that a wide range of ages will use this park, which
indicates a need to provide playgrounds for toddlers,
preschoolers, and elementary children, as well as larger
playfields for teens and adults.
A picnic area, preferably with a shelter and a water fountain,
seems appropriate for this park and was enthusiastically
supported by residents.
Shiloh Park
The consensus of neighbors attending this meeting was for Scheme
A with some modifications. opposition to off-street parking was
unanimous.
Clearly, the playground must be moved to higher- and drier land.
Not so clear was the interest in an informal ball field. Some
people were concerned about the danger of balls going into the
playground area. However, I believe that an unobtrusive backstop
placed carefully would be preferable to no backstop because it
would define the safest area for ball games. Apparently, there
are many elementary age children in the area. children too old
for the playground swings but too young to bike to the nearest
park that has a ball field.
Enthusiasm for tennis courts was high. The placement of the
courts concerned some who use that area for winter sledding;
however, relocating the courts so both activities could use the
space apparently could be accomplished. People were willing to
wait for tennis courts if the budget was too tight, but they
would like to have tt-ern included in the plan and added when funds
perinit.
Access to the pond for skating, fishing, and enjoying the view is
an excellent idea. The area should be cleared just enough so
access is possible and the area is visible to others, but not so
much that it invites late-night revelers and inappropriate play.
The possibility of a deck with benches or a picnic table was
popular with residents. Benches for skaters should be included.

Gleanloch Park
This neighborhood seemed in agreement that Scheme B best
represented what they wanted for their park. Having visited the
park, I wholeheartedly agree. I also concur that the trail be
extended around the wetlands and, budget permitting, it be a
bituminous trail. Some expressed a hope that this trail could
eventually be connected with the overall trail system so they
could bike to Parkers Lake.
Again, a wide range of ages are likely to use the park. The
toddler area should be kept away from the elementary -age area. A
request for two different heights of basketball hoops raised
concerns about incompatibility of play. Is there a well-designed
basketball hoop that can be raised and lowered easily so that
only one game could be played at a time?
Regarding vegetation, it would appear that an evergreen screen to
hide the view of the warehouse area is a priority, more important
even than the planting buffer by the homes, which they also want.
A concern for better maintenance -- pruning, snowing, weeding --
was voiced several times during the two meetings.
I hope the July 23 meeting proceeds congenially. I look forward
to working with you in the future.

Dear Park Commisssion members,
Due to conflicts, we are unable to attend tonight's planning
meeting regarding improvements to Shiloh Park. We.have.asked
our neighbor to submit this letter on our behalf. Our home
directly overlooks the park and we have four children ages 5-10.
The primary objective for the park is to serve all Shiloh resi—
dents of all ages. In this regard, the following represents
our recommendations:
1. Clear trees and shrubs in pond area.
2. Low backstop — makes sense in order to provide a
controlled area for activities — safer for players
and others.
3. Playground equipment — modernize and relocate to higher
terrain.
4. Tennis courts — great improvement if demand exists.
Finally, we are opposed to a parking lot and add iticnal lighting.
We thank the city for their willingness to invest in the park.
