RESOLUTION NO. 2010-201
RESOLUTION APPROVING CONDITIONAL USE PERMIT AND INTERIM USE PERMIT FOR SPEAK
THE WORD CHURCH INTERNATIONAL FOR PROPERTY LOCATED APPROXIMATELY 1/2 MILE
NORTH OF HIGHWAY 55 AND EAST OF COUNTY ROAD 101 (2010055)
WHEREAS, Speak the Word Church International has requested approval of a conditional
use permit and an interim use permit to allow temporary soccer fields and grading/excavation
operations at the site legally described as follows:
The West Half of the Southwest Quarter of Section 6, Township 118, Range 22,
Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public
hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does
approve the request by Speak the Word Church International for a conditional use permit and an
interim use permit to allow temporary soccer fields and grading/excavation operations at their
site east of County Road 101, subject to the following conditions:
1. The conditional use permit is approved to allow four temporary soccer fields, in accordance
with the plan received by the city on June 17, 2010, except as may be amended by this
resolution.
2. This interim use permit is approved to allow grading of roughly 70,000 cubic yards, in
accordance with the plan received by the city on June 17, 2010, except as may be amended
by this resolution.
3. Prior to any grading, the applicant shall obtain the necessary, applicable permits and
approvals as follows: Elm Creek Watershed Management Commission, NPDES, and
Hennepin County for constriction of a temporary driveway in county right-of-way.
4. Compliance with section 2025 (Noise) of the city code. The hours for grading operations
shall be limited to between 7:00 AM and 7:00 PM Mondays through Fridays and between
8:00 AM and 6:00 PM on Saturdays.

5. Prior to issuance of a grading permit, the applicant shall fulfill the requirements, submit
the required information, and revise the plans as indicated below, consistent with the
applicable city code and engineering guidelines:
a. Grading and erosion control plan
(1) Show slope stabilization locations and method of stabilization along with the type
of seed mixture being used.
(2) Call out proposed contour elevations on the grading plan.
(3) Show erosion control and details on plans, including silt fence, rock constriction
entrance, inlet protection and erosion control blanket on 3:1 slopes and greater.
b. Street and utility plan
(1) Remove the center roadway cross -hatching and add new striping to provide a
southbound left turn lane.
(2) Verify and show locations of private utilities going through the site and along
County Road 101.
(3) Include the City of Plymouth's standard detail specifications, per the engineering
guidelines, in the contract documents.
(4) Verify whether the emergency secondary access will be improved.
6. Erosion control devices and silt fence shall be maintained until vegetative ground cover is
established, as required by the city engineer.
7. Provide an accessible route from the parking lot not exceeding a 1:20 forward slope and not
exceeding a 1:48 cross slope. The accessible route surface shall be stable, firm and slip
resistant.
8. Provide four handicap accessible parking spaces with at least one van accessible space.
9. At least one portable toilet is required to be handicap accessible.
10. All lighting shall be consistent with section 21105.06 of the Plymouth Zoning Ordinance.
11. The city can require the property owner to install additional parking if a persistent parking
shortage is recognized.
12. The permits are subject to all applicable codes, regulations and ordinances, and violation
thereof shall be grounds for revocation.
