Pursuant to due call and notice thereof, a special meeting of the
Village Council of the Village of Plymouth, Minnesota was held on the
9th day of October, 1971. The following members were present:
Mayor Hilde, Councilmen Johnson, Hintz, Spaeth and Hunt. The following
members were absent: None.
Mayor Hilde introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 71-383
W1IEREA5, a member of the Council expressed concern for the 20%
contingency assessment fee that was made this year (1971).
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF PLYMOUTH:
The Village Manager is hereby directed to:
1. Carefully study the need for the justification of the
contingency percentage which is added to projects and
assessed to our customers and investigate the poosibility
of giving a credit to all persons who were assessed in
excess of 15% in 1971 which credit can be applied.to the
area chargee which are gong to be assessed in 1972 and
make sure that the area charges will be ample to cover
any credit given.
2. Further, that the Manager recoomend to the Council a
determination if a credi-t is due to the residents based on the
preceeding analysis and if such credit in dce, and
3. That the Manager develop a recommendation to the Council
with a view towards actually giving a credit to persons
who were assessed; during 1971 whir's considers fairness
to the 1971 persons and will give us comparability with
assessments of previous years,.
The motion -f—t the adoption of the foregoing resolution was duly
seconded by Councilman Johnson and upon vote being taken thereon., the
following voted in favor thereof: Mayor HIlde, Councilmen Johnson,
Hintz, Spaeth and Hunt. The following voted against or abstained: None.
Whereupon the resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting Clerk of
the Village of Plymouth, Minnesota, hereby certify that I have carefully
compared the foregoing extract of the minutes of a special meeting of
the Village Council of said Village held October 9, 1971, with the
original thereof on file in my office and the same is a full, true and
complete transcript therefrom.
WITNESS, My hand officially as such Clerk and the corporate seal
of the Village this 5th day of November, 1971.
