fVillage Council of the Village of Plymouth was hold on July 26, 1971 at
the Council Chambers, 14900C 23rd ,Avenue North, Minneapolis, Minnesota,
(commenting at 7:30 o'clock p.m. The following members were present:
(Meyor.Hilds, Councilmen )lints, Johnson, Runt and Spaeth. The following
14ambers were absents Bone

Councilman Hints introduced the following resolution and moved

WURSAS, the Metropolitan iwsr loard"hasprepared a Proposed budget
for its operations and capital expendituresforthe year 1972 and,
WWWAS, representatives of the Village of Plymouth have met with
!officials of the Yatropolitan Sewer Board for the purpose of raviwwing
1said proposed budget and,
VNEWS, '.z is proposed that the costs of the operation of said
Metropolitan Sewar Board be allocated in a manner eignificamtly and
substantially different from methods of cost allocations previously used
nMd.
WORIMS, such proposed methods of cost allocation would be umiak,
inequitable and injurious to the Village of Plymouth for the reasons set
,lout below,

1. The, Village of Ply"Uth stranuously protests mad

Cost comparison Sahadula.datad July S. 1971, The Village

available means to Implement this protest.
2. Said objection is based upon the following considerations:
a. Such proposals and methods tend to equalize the
costs of the Metropolitan Sewer Board amoug all
municipalities in the area without regard to such
items as volume of savage discharged, capacity
reserved for future ust, credits for local systems
and other considerations not out in Minnesota
Statutes 473 C. 08.
b. Such methods of allocation penalise comewnities who
have been aggressive in solving their sewage pro-
blems and rawarla comunities which have not under-
taken significant sewage disposal programs.
c. Such methods of allocation toad to encourage the
speculative development of land throughout the
metropolitan area in that communities not pre-
aently served by or planning for sewage systems could,
under such methods„ be assured of utility services at
proportionately little or no cost to themselves.
d. Such methods of allocation tend to disregard internal
costs of individual municipalities already heavily'
burdened with providing adequate internal sewage
disposal and water systems to their citizens.
a. Such methods of allocation, including proposals for
handling and allocating deferred charges, constitute
a breach of faith with those commtraities which have
built and are building municipal sewage systems; in
reliance upon methods of allocation heretofore used.
f. Such methods of allocation and attempted equali-
sation have the offset of totally removing local
decision making and local initiative from elective
to appointive officials and remove the control of
local governmental costs and expenses from the
people who pay the bills.
3. The Village of Plymouth, hereby expresses its great concern
over the amount and extent of the total proposed budget of the
Mstropoliran Sewer Board, over the scope and content of the Board program
and the ability of the Board to efficiently and effectively manage
such far reanhing programs given the limited resources of the cities"
within the Metropolitan Sewer Board area.
4. The Village Manager is directed to furnish copies of this
resolution to the Metropolitan Sewer Board, to the Hennepin County
League of Municipalities and to such other persons as he say deem
appropriate.
The above notion was seconded by Councilman Johnson and upon vote
being taken thereon the following voted in favor thereof Mayor Hilda,
Councilmen Hints, Johnson, Runt and 5oaeth. The following voted against:
Hone.
Whereupon said resolution was declared duly passed and adopted.

1, the undersigned, being the duly qualified and acting Village
Clark of the Village of Plymouth. Minnesota. hereby certify that I have
carefully compared the attached and foregoing extract of minutes of a
regular meeting of the Village Council of said Village held July 26,
1971. with the original thereof on fila in my office and the same is
a full, true and complete transcript therefrom insofar as the same
relates to opposing the methods of cost allocation proposed by the
Metropolitan Sewer board.
WITNESS. My hand officially as such Village Clark and the
corporate seal of the Village this 27th day of July, 1971.
