Pursuant to due call and notice►; thereof a special meeting of the
Village Council of the Village of Plymouth. Minnesota was held on the
i 10th day of ?lay, 1971._ The-folloving members were present: Mayor Hilda, {{

4 Councilmen Johnson, Hintz. Spaeth and Hunt. No one Was absent.
Mayor Hilda introduced the following resolution and moved its
adoption: ff!

RESOLUTION NO. 71-183
WHEREAS, the Plymouth Village Council proposed that the Planning
Commission and Council meet to consider work done by the Planning
Commission on purpose, goals and objectives for Village planning, and
WHEREAS, the three reasons for setting a purpose. goals and
objectives art:
1. To ret forth in writing the purpose, goals and objectives
no that when a full-time planner is hired he will know how
to go about planning the rest of the village.
j} 2. To reduce down to a small manual the.puspose, goals and
objectives so they can be used as a working tool by the
Planning Commission and Council.
3. To bring out relative thinking and improve communications
between the Council and Planning Co'mission.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILE COUNCIL OF .
THE VILLAGE OF PLYMOUTH:
That it is the opinion of the Council that the purpose, goals
and objectives which - the Planning Commission submitted for consideration
by the Council be approved subject to the changes that wore rade during
the mating and that .the Council would like to direct the Planning
Commission to proceed now in developing policies which would align thea -
selves to the purpose, goals and objectives set forth below, and
Further, that it is the intent of the Council that,public hearings
be held for the purpose of receiving public comments on the proposed
policies prior to their adoption.
PURPOSE.
9 The purpose of the Plymouth Village planning is to provide
for the dignity of man through the most intelligent use
of his environment.
GOALS:
Suitable Housing:.
Encourage the development of suitable housing in a
desirable environment.
Economic Vitality:
Furs" prudent use of available resources and the
optima 'functioning of economics syeteaiiG

Security:
Assure the security of the individual, his rights
and property.
Access:
Plan for access to and molement of people, goods
and services:
Human Development:
Create an environment in which the individual has
the opportunity to develop his full potential.
OBJECTIVES:
A. Suitable Housing S Environment.
1. Determine the optimum population for Plymouth.
2. Provide a variety of quality housing for all
levels of income.
3. Develop and maintain a choice of environment
for every individual.
B. Economic Vitality.
1. Determine proper balance of commerce and
industry to population.
2. Provide -a diversified economic base.
3. Develop and`- maintainan-adequate tax base.
4. Promote afficient land use.
5. Maintain high quality standards in commerce
and industry.
C. Security.
1. Assure fair andimpartial hearings and
application of ordinances.
2. Provide rational transition when a change;
in ordinance or land usa is necessary.
3. Enact and maintain policies and ordinances
to assure the, safety and health: of tha individual.
4. Enact and maintain policies and ordinances to
asaure the safety and preservation of property.
5. Provide for conservation and Improvement of the
natural living environments, quality and safety.
D. Access.
1. Provide an adequate transportation system.
2. Maintain an orderly development of access
to utilities.
E. Human Development.
1. Encourage the development of a broad range of
educational and learning opportunities and an
awareress of these choices.
2. Promote leisure time opportunities and exper-
iencea which are rewarding for the individual.
3. Provide for the development of adequate prevent-
ative, corrective and rehabilitative facilities.

The motion for the adoption of the foregoing Resolution was duly
{ seconded by Councilman Hunt and upon vote being taken thereon, the
following voted in favor thereof. Mayor Hilda, Councilmen Johnson,
Hintz, Spaeth and Hunt. No one voted against or abstained.
Whereupon the resolution was declared duly passed and adopted.

1, the undersigned, being the duly qualified and acting Clerk
of the Village of Plymouth, Minnesota, hereby certify that I have
carefully compared the foregoing extract of the minutes of a special
meeting of the Village Council of said Village held on May 10, 1971,
with the original thereof on file in my office and the same is a
full, true and complete transcript therefrom.
WITNESS, My hand officially as such Clerk and the corporate
seal of the Village this 18th day of June, 1971.
