VILLAGE OF PLYMOUTI.a, MINNESOTA
April S, 1971
Pursuant .to clue call and notice thereof a regular meeting
of the Village Council of the Village of Plymouth was held on
April 5, 1971 at the Council Chambers, 14900 C 23rd Avenue
North, Minneapolis, Minnesota, commencing at 7:30 o'clock p.m.
The following members were present: Mayor Hilde, Councilmen
Johnson, Hunt and Spaeth. The following members were
absent: Councilman Hintz

Mayor Hilde introduced the following
resolution and moved its adoption;
"RESOLUTION NO. 71-124
A RESOLUTION OPPOSING THE ADOPTION OF
SENATE FILE NO. 1204 RELATING TO VOTER
APPROVAL OF INCREASE IN THE DOLLAR AMOUNT
OF TAX LEVIES
WHEREAS, there has been introduced into the Legislature
of the State of Minneeota Senate File No. 1204 entitled
"A Bill for an Act Relating to Real Property Taxation; Requiring
Voter Approval of Levies in Excess of Current Dollar Amounts",
and
WHEREAS, said proposed legislation would require a
referendum in the event that any municipality, city, school
district, political subdivision or other taxing district
increased the dollar amount of its levy over the dollar amount
of its levy for property taxes payable in 1971, and
WHEREAS, such legislation is doubtless responsive to
citizen pressure with respect to the levying of taxes on real
property to the end that said taxes shall be kept at current
levels, and
WHEREAS, the Village Council of the Village of Plymouth
is sympathetic tothe efforts and desires of property owners
to find means and to take measures which will bring property
tax relief, and
WHEREAS, the Village Council of the Village of Plymouth
has studied and analyzed the proposed Senate File No. 1204 and
finds that it has serious and substantial shortcomings among
which are the following:
1. The solution to the general problem is more
complex and difficult than merely to place a limit on
the dollar amount of property tax levy that may be
imposed in that
(a) The budget of the State of Minnesota
is significantly involved in the
problem but such proposed legislation
does not deal with it,
(b) Such problems as the payment of state
aid to school districts for the operation
of the public schools of the state would
be seriously altered by such legislation
and
(c) The legislation ignores the fact that the
State of Minnesota is requiring an increase
to uniform levels of assessed valuations
of real property which if mill rates remain
the same would automatically increase the
dollar amount of tax levies.
2. Local government has proved to be the most
efficient, hardest working and most responsive government
to the citizens of the state of.any units of government
and said legislation would penalize such local units(of
government in their efforts to provide the best possible
service to their citizens.
3. Such.legislation fails to take into consideration
the ever increasing demands and needs which are all part
of growing and burgeoning communities and fails further to
allow for the fact that local governmental units must,
like all other segments of our society, pay more for goods,
materials and services because of economic conditions over
which such local governments have no control.
4. Such a legislation would inevitably cause and
require local units of government to seek special legis-
lation for relief from the burden of such proposed law in
order to be able to operate a government with any degree
of efficiency, and

WHEREAS, for the above reasons it is the opinion of the
Village Council of the Village of Plymouth that Senate File
No. 1204 should not be adopted,
NOW THEREFORE BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL

OF THE VILLAGE OF PLYMOUTH AS FOLLOWS:
1. The Village Council does hereby emphatically
urge the defeat of Senate File No. 1204 and does
oppose legislation which would so limit the taxing
authority of local governmental units.
2. The Village Clerk is directed to furnish certified
copies of this resolution to Plymouth's representatives
in the House and Senate of the state Legislature, to the
members of the Committee on Taxes and Tax Laws of the
Senate of the state of Minnesota.

The above motion was seconded by Councilman Johnson
and upon vote being taken thereon the following voted in favor
thereof: Mayor Hilde, Councilmen Johnson, Hunt and
Spaeth. The following voted against: Nona
Whereupon said resolution was declared duly passed and
adopted.

I, the undersigned, being the duty qualified and acting
Village Clerk of the Village of Plymouth, Minnesota, hereby
certify that I have carefully compared the attached and fore-
going extract of minutes of a regular meeting of the Village
Council of said Village held April :5,_ 1971 with the original
thereof on file in my office and the same is a full, true and
complete transcript therefrominsofar as the same relates to
opposing the adoption of Senate File No. 1204 relating to
voter approval of increase in the dollar amount of tax levies.
WITNESS, My hand officially as such Village Clerk and the
corporate seal of the Village this 19th_ day of
