HomeMy WebLinkAboutCity Council Resolution 1971-128VILLAGE OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the ,Village Council of the Village of Plymouth. Minnesota was held on the 5th day of April. 1971. The following members were present: Mayor Hilda, Councilmen Johnson, Spaeth and Hunt. Councilman Hints was absent. 'r iu Councilman Spaeth introduced the following resolution and moved its adoption: }i RESOLUTION NO. 71-128 " RESOLUTION REQUESTING DISTRIBUTION OF PER CAPITA AIDS FROM CIGAR=E. LIQUOR AND SALES TAXES BASED ON 1970 CENSUS FIGURES i WHEREAS, the Village Council of the Village of Plymouth believes the 1970 census figures are substantially correct, and i WHEREAS . the Village of Plymouth in Letting its administrative budget for a coming year does use estimated census figures to develop approximate income information relative to the per -capita aids from the cigarette, liquor and sales taxes it will receive from the State, and WHEREAS, the Village of Plymouth has grown in population from 13,064 at the 1905 special census to 17.593 in 1970 an increase of 4,529 which averages 906 persons per year. and WHEREAS, the potential loss of $7,971 would definitely cause a curtailment in the vitally needed services in our rapidly expanding community. and WHEREAS. the Village of Plymouth, as with other covmun tics experiencing rapid growth is in desperate need of income crov sources other than the property tax. NOW THEREFORE, BE IT RESOLVED BY TH? VILLAGE CO'JNCIL OF THE VILLAGE OF PLYMOUTH THAT: 1. We urge Jumadiate legislation be passed to resre— the S7,971 due our Village based on the 1970 census and excluded from iiur first payment, in our second half payments, payable in August, 1971. 2. The State Auditor be given the right to use the uncertified census figures to distribute per capita aids until census figures are certified in future years and make corrections in second half payments. 3. This resolution be sent to Governor Wendell Anderson. Representative 0. J. Heinitz, Senator George C. Pillsbury, S ate Auditor Rolland Hatfield, Attorney -General Warren Spannaus, School Districts 0284 and #281. The motion for the adoption of the foregoing resolution was duly seconded b•• Councilman Hunt, and upon vote being taken thereon, the following voted in favor Lhereof: Mayor Hilda, Councilmen Johnson, Spaeth it and Hunt. No ,ne voted against.
