VILLAGE OF PLYMOUTH
Pursuant to iue,-call and notice thereof, a regular meeting of the
ij Village Council ,f the Village of Plymouth, Minnesota was held an the
'5th day of April, 1971. The following members were present: Mayor Hilde,
iCouncilmen Johnson, Spaeth and Hunt. Councilman Hincz was absent.

Councilman Johnson introduced the following resolution and moved
,its adoption:

!' RESOLUTION OPPOSING CHANGE IN THE ADMINISTRATION
OF DIRECT RELIEF IN HENNEPIN COUNTY
WHEREAS, since Hennepin County was first organized, direct relief
i has been administered under what is known as the Township System.
sl WHEREAS, since at leas: 1938: thirty-five of the municipalities
located in rural Hennepin, �;ounty have administered direct relief under
!a system of contract %*.vreby these, municipalities have .mployed and
(intama
ined two central offices with, trained personnel which conducts
thorough investigations and, administers relief according to standards
approved by tho,State of Minnesota, and
jWHEREAS, under this system in rural Hennepin County,, direct relief
dhas been administered ably, well and satisfactorily and at's cost which
leis far less than that which would have been necessarily expanded under a
lCoudty System, and r
` WHEREAS, the administration of such relief in Hennepin County is
Inot fragmented and has been at all times administered In a hLmane,
ylkefficient and intelligent manner, and

WHEREAS, it is now proposed that the legislature of the State of t
;jMinnasota enact legislation abolishing the above system of admigil.tration
i1
of relief and institute and establish a County System, and ;
WHEREAS, such a change is unnecessary, undesirable and costly and
expansive.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF PLYMOUTH:
That the Village of Plymouth is opposed to the enactmerc of
.any legislation v'hich Will change the present system of
administration of direct'rdlief and establish or impose a
County System therefore.
j BE IT FURTHER RESOLVED, that a copy of thin resolution be
ftransmitted to the State Senators and the Members of the
House of Represe-i•atives of the Legislstune of the State
of Minnesota, who are electee from and represent rural
Hennepin County.
The motion for thy- adoption of the foregoing resolution was duly
;seconded by Councilman 'stunt, and upon vote being taken thereon, the

following voted in fav,- thereo': Mnvor Hilde, Councilmen Johnson, Spaeth
1 and Hunt. one voted against.. Whereupon the resolution was adopted.

Village of Plymouth, Minnesota, hereby certify that I have carefully

transcript therefrom.
