HomeMy WebLinkAboutCity Council Minutes 11-24-2015 SpecialAdopted Minutes Special Council Meeting November 24, 2015 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on November 24, 2015. COUNCIL PRESENT: Mayor Slavik, Councilmembers Beard, Carroll, Johnson, Prom,Willis, and Wosje. ABSENT: None. STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public Works Director Cote,Administrative Services Director Fischer, Park and Recreation Director Evans, Public Safety Director Goldstein, Economic Development Manager Parr, Finance Manager Bursheim, Supervising Accountant McMackins, and City Clerk Engdahl. 2016/2017 Budget City Manager Callister highlighted staff's report regarding the proposed preliminary levy increase of 2.99% which was adopted by the Council on September 8. He further noted that the proposed 2016 budget is balanced for an overall 2016 budget of$81,956,318 including a general fund budget of$36,495,461. As requested by Councilmember Willis, the Council discussed staff's estimated building permit revenue for 2016, which if underestimated, causes more general fund surplus funds rather than possibly lowering the levy. Staff stated the estimates are based on the current economy, what land is available for development, current plats, and existing trends. A considerable amount of discussion was held, and the majority of the Council felt it would be a disservice to residents if the estimates weren't on the conservative side and staff/Council estimated too high. Therefore, the Council didn't make any changes to the proposed budgets and tax levies which will be approved at the December 8th Council meeting. City Manager Callister highlighted the 10-year financial plan that staff prepared for future planning purposes. Park and Recreation Director Evans discussed the proposed increase in park dedication fee from 7,500 per acre to $8,000 per dwelling unit for residential development and $500 per unit increase, per year, thereafter. The majority of the Council stated they supported this increase. The ordinance increasing the fee would be on the December 8th Council agenda. Council Goals and Legislative Priorities for 2016: February 2nd at 6 p.m. 2.
