ACTION REQUESTED: Staff solicited applications from residents who were interested in serving on committees in which there were vacancies (Environmental Quality Committee and Shingle Creek Watershed Management Commission). The application deadline was November 14. Page 1 MEMORANDUM Agenda Number: 2D To: Dave Callister, City Manager Prepared by: Luke Fischer, Administrative Services Director Date: December 1, 2015 Item: Transit Public Input The City Council held a Study Session on October 27, 2015 to hear an update from Southwest Transit on Plymouth Metrolink operations and to consider, in part, the role of the Plymouth Advisory Committee on Transit (PACT). At one time, PACT provided input on day-to-day management and oversight of the system. However, the need for citizen input on these more minor and technical details of the system has changed dramatically – particularly with the oversight and management provided by Southwest Transit. When the Council met in October, it identified a number of areas in which public input into the system would add value to the services offered. During its discussion, the Council identified the following priority areas (in no particular order): general user input; service specific input; business community input; general public input; and other input. Staff proposes the following model, for discussion purposes, to outline input from riders and the larger community. Focus Groups. Staff proposes the following focus groups to address system specific needs in 2016: Bus Shelter Replacement (Quarter 1). The City has grant funds available to replace bus shelters. Notice will be provided to all riders with current shelters, notice would be sent to all riders through a rider alert, and an invitation would be extended on social media to the broader community. Park and Ride (Quarter 2). The City has some funding available to make improvements to Station 73 and plans to develop a new park and ride surface lot in the upcoming year. Fleet Review (Quarter 3). The City should have its new high amenity bus available by the third quarter – ahead of 2017’s planned acquisition of 11 buses. This will allow riders to walk through the new bus and provide feedback on needed fleet amenities. Notice will be provided to all riders through a rider alert and an invitation would be extended on social media to the broader community. Technology (Quarter 4). The City has implemented new technology in its fleet, at Station 73, with a mobile app, etc. This meeting will allow riders to provide input on the things the City can do to improve rider experience with technology. In addition to the specific topics noted above, staff will collect input on overall service levels, route and stop needs, frequencies, and any other items presented by focus group attendees. In addition to focus groups, staff proposes the following feedback mechanisms: Rolling Customer Feedback (Ongoing). During route audits, staff will ask riders a series of five questions to gain input on a monthly basis. Annual Rider Survey (Annually). Provide riders with an opportunity to give direct feedback through a survey. Business Input (Ongoing). When the City’s Economic Development Manager meets with businesses, she will ask transit related questions to gain feedback on the Metrolink. Each of the proposed focus groups will be staffed by Southwest Transit and City staff, as appropriate.
