HomeMy WebLinkAboutCity Council Resolution 2000-399CITY OF PLYMOUTH RESOLUTION 2000-399 APPROVING A CONDITIONAL USE PERMIT FOR VALERI NOSSOV AND DUANE STEGORA TO ALLOW TWO SINGLE-FAMILY HOMES IN THE RMF -2 ZONING DISTRICT, FOR PROPERTY LOCATED NORTHEAST OF SOUTH SHORE DRIVE AND 11TH AVENUE (20098) WHEREAS, Valeri Nossov and Duane Stegora have requested approval of a conditional use permit to allow construction of two single-family homes in the RMF -2 district, for property legally described as follows: Lots 2 and 3, Block 1, Keyway First Addition, Hennepin County, Minnesota. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Valeri Nossov and Duane Stegora for a conditional use permit, subject to the following conditions: 1. This conditional use permit allows single-family homes to be constructed on Lots 1 and 2 contingent upon preliminary plat approval of "Stegora Addition", in accordance with the plans received by the City on June 15, 2000, except as amended by this resolution. 2. This conditional use permit is approved with the finding that the proposed use at this location would comply with the Comprehensive Plan because the density would be consistent with the LA -3 guiding; 2) the proposed use would not be detrimental to, or endanger the public health, safety, morals, or comfort; 3) the proposed use would not be injurious to the surrounding properties or to the City as a whole, nor would it substantially diminish property values in the area because the housing proposed would be similar in character to existing development in the neighborhood; 4) the proposed use would not impede the orderly development of the district; and 5) the proposal would not cause traffic congestion on public streets. 3. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21015.07 of the Zoning Ordinance.
