HomeMy WebLinkAboutCity Council Resolution 2000-394CITY OF PLYMOUTH RESOLUTION 2000-394 ADOPTING PLYMOUTH COMPREHENSIVE PLAN UPDATE (98025) WHEREAS, Minnesota Statutes (Minn. Stat. §473.175-473.871, 1996) requires that cities periodically review and revise their comprehensive plans; and WHEREAS, the City of Plymouth has updated its Comprehensive Plan in its entirely, involving residents and landowners throughout the process; and WHEREAS, the City completed a draft revised plan, dated February 12, 2000 for public review and comment; and WHEREAS, on February 25, 2000 the City transmitted the draft plan to adjacent local governments and all affected school districts, as required by law and the Metropolitan Council's plan amendment review process; and WHEREAS, on March 29, 2000, the Plymouth Planning Commission held a public hearing on the draft plan and recommended approval of the plan and submission to the Metropolitan Council for review; and WHEREAS, on April 25, 2000 the City Council gave preliminary approval to the draft Comprehensive Plan update dated February 12, 2000 and directed staff to submit the plan to the Metropolitan Council for review; and WHEREAS, on July 26, 2000, the Metropolitan Council completed its review of the Plymouth Comprehensive Plan and adopted its review record which found that found that the City of Plymouth may put its Comprehensive Plan into effect and no plan modification is required; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby adopts the Comprehensive Plan update with the following conditions and direction to staff: 1. All previous Comprehensive Plans and amendments thereto are hereby repealed, except where such plans or elements thereof are incorporated by reference in the two -volume plan document dated February 12, 2000. 2. The final plan document shall include the changes as listed in Attachment A to this resolution. Resolution 2000-394 Page 2 3. Staff is directed to submit the Tier II comprehensive sewer plan (Chapter 10 of the Comprehensive Plan, as modified by Attachment A) to the Metropolitan Council for final approval, as required by Minnesota Statutes 473.513. Railroad had been labeled incorrectly as Schmidt Lake Road 2 31; 3-3 3.3.2 Housing Policies—revisions to policy l.b. and add policy l.g. on pages 3 - through 4 and 3-5. Added text requires reprinting remainder of entire chapter and 3-11 revision to table of contents. 3 4-3 & Figures 4-1 Northwest Plymouth and Development Staging Plan maps—corrected 4-4 and 4-2 errors; the C.P. Railroad had been labeled incorrectly as Schmidt Lake Road on both maps. Figure 4-2 also incorrectly showed the status of one parcel (Tripp) directly north of Pomerleau Lake which should have been shown as outside staging area 2b. 4 4-23 & Figure 4-3 2020 Land Use Guide Plan map—replace with map dated August 8, 4-24 2000. Changes are as follows: • Parcels at Vicksburg and Highway 55—revise to show City Council decision on February 15, 2000 (Resolution 2000-103) to reguide portion of site from CO to C and CC -RE (Marketplace Project) • Study Area D—revise to show City Council decision on July 11, 2000 (Resolution 2000-352) to reguide study area from C to LA -4 • Parcels at 45th and Nathan—revise to show City Council decision on June 27, 2000 (Resolution 2000-326) to reguide two parcels from CO to LA -4 • Correct error showing parcel north of Pomerleau Lake (0411822410005, Tripp) split between LAR and LA -2 designations; correct designation is LAR 5 4-17 & Section Study Area D—revise text to reflect City Council decision on June 27, 4-18 4.4.1.4 2000 to reguide study area from C to LA -4 (Resolution 2000-326) 6 4-35 Section Description of corresponding zoning districts to "C" designations—revise through 4.4.3.2 references to "C -W" district to correspond to amendments made on 4-38 March 21, 2000 by Ordinance 2000-09 changing the "C -W" district to "C-5" 7 7-5 & Figure 7-3 Functional Classification, Existing and Proposed Roadways—corrected 7-6 errors; replace with map dated April 26, 2000 8 7-23 & Figure 7-7 Planned Roadway Improvements map—replace with map dated March 8, 7-24 2000. Symbols and line weights/ colors revised to improve readability 9 10-1,11, 10.4.5. Individual Sewage Treatment Systems (ISTS)—revise text pages 10-18 in; 10-18 & 10-19 to reflect May 23, 2000 City Council action (resolution 2000- & 10-19 273 and ordinance 2000-22) to transfer responsibility for ISTS permitting and inspections to Hennepin County. Revising text requires reprinting remainder of chapter and revisions to table of contents. 10 10-20 Figure 10-3 Existing on -Site Sewage Disposal Systems map—corrected error; the C.P. Railroad had been labeled incorrectly as Schmidt Lake Road.
