HomeMy WebLinkAboutCity Council Resolution 2000-374CITY OF PLYMOUTH RESOLUTION 2000-374 APPROVING A SITE PLAN AMENDMENT FOR CHRIST MEMORIAL LUTHERAN CHURCH LOCATED AT 13501 SUNSET TRAIL (20089) WHEREAS, Christ Memorial Lutheran Church has requested a site plan amendment to allow a building addition for the property legally described as follows: That part of the East 348 feet of the Southeast quarter of the Southwest quarter of Section 34, Township 118 North, Range 22, West of the 5th Principal Meridian, Hennepin County, Minnesota, lying North of the South 430 feet thereof, and lying South of the centerline of County Road 15. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a site plan amendment to allow a building addition at Christ Memorial Lutheran Church, subject to the following conditions: 1. The site plan amendment is approved to allow construction of an approximately 3,840 -square foot building expansion at Christ Memorial Lutheran Church, as shown on the plans received by the City on June 30, 2000, except as amended by this resolution. 2. The applicant must obtain the appropriate permits from the Building Division prior to commencing any work on the building. 3. The property owner must apply for an administrative permit to allow the temporary classroom structure to remain on-site during the construction of the building addition. Prior to the issuance of building permits, the applicant shall revise the plans to show a 50 -foot setback for a) the crucifix display tower from Xenium Lane and b) the play area from Sunset Trail. 5. Prior to the issuance of building permits, plans shall be submitted showing a 50 foot setback for the playground from Sunset Trail. 6. Any roof top equipment shall be screened or painted to match the building 7. The fence and gate for the play area shall not exceed five feet in height. 8. The space inside the crucifix display tower shall not be used for storage. 9. The applicant shall provide a traffic control plan to be used during the watermain construction in Sunset Trail. 10. A silt fence shall be placed along Xenium Lane until turf is established. 11. Watermain connection in Sunset Trail shall be via wet tap. 12. The entire building shall be protected by approved NFPA 13 monitored fire sprinkling system. 13. Prior to the insurance of a building permit, the applicant shall revise the plans to: a. Identify the limits of construction for the watermain in Sunset Trail b. Identify the size and type of material for the watermain c. Indicate that the domestic water supply line will not exceed 25 percent of the water supply line. 14. Prior to the issuance of building permits, the applicant shall revise the plans to identify exterior storage and dumpster locations. 15. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. 16. The approval is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. 17. Standard Conditions: a. Compliance with City Engineer's Memorandum. b. Removal of all hazardous trees from the property at the owner's expense. c. The Fire Division shall approve location and number of fire hydrants. d. Submittal of fire flow data. Resolution 2000-374 (20089) Page 3 of 3 e. Compliance with the Ordinance regarding the location of fire hydrants, post indicator valve, fire department lock box, fire department connection, fire lanes, and fire lane signage. f. Submission of a Site Improvement Performance Agreement prior to issuance of building permits. g. An 8 '/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release of reduction of any site improvement bonds per City Policy. h. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21045.09 of the Zoning Ordinance.
