HomeMy WebLinkAboutCity Council Resolution 2000-356CITY OF PLYMOUTH RESOLUTION NO. 2000-356 RESOLUTION AUTHORIZING THE CITY MANAGER TO ALLOW THE POLICE DEPARTMENT TO GO ABOVE THEIR AUTHORIZED STRENGTH OF POLICE OFFICERS ON A TEMPORARY BASIS UNDER CERTAIN CONDITIONS WHEREAS, the Police Department has a current authorized strength of sworn police officers of sixty (60); and WHEREAS, during the past five years, they have experienced a chronic shortage in this number due to turnover and the amount of time necessary to hire and train a new officer; and WHEREAS, Police, City Administration, and Human Resources are in agreement that this shortage is projected to continue for at least two more years; and WHEREAS, this chronic shortage has contributed to the City's larger than normal surplus in recent years; and WHEREAS, the Department is currently experiencing a number of good, qualified candidates currently available who may not be available when the openings occur; and WHEREAS, staff is recommending a new policy whereby when the Chief of Police determines there is a high upcoming probability of officers leaving the department, and there are candidates available, and the Finance Director reviews available funding within the existing budget, the City Manager is authorized to review the request and may amend, deny, or approve the Police Department to hire up to two officers above their current authorized strength. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, the City Council adopt the resolution authorizing the City Manager to allow the Police Department to go above their authorized strength of police officers on a temporary basis. Adopted by the City Council on July 25, 2000.
