RESOLUTION 2000-354
APPROVING SITE PLAN AND VARIANCE TO ALLOW CONSTRUCTION OF A SELF -
STORAGE CENTER AT 15515 STATE HIGHWAY 55 (20083)
WHEREAS, Superior Storage II, LLC has requested approval of a site plan and variance to
allow construction of a 90,854 -square foot building on property legally described as follows:
Lot 1, Block 1, Playhouse Industrial Park
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the site plan and
variance for a self -storage center at 15515 State Highway 55, subject to the following conditions:
1. A site plan and variance are approved to allow construction of a 90,854 -square foot building,
in accordance with the plans received by the City on June 26, 2000, except as amended by
this resolution.
2. A variance to allow 40.7 percent building coverage, where 35 percent is the maximum
allowed in the I-1 (Light Industrial) district, is approved based on the following conclusions:
a) The I-1 district is the only industrial district with the 35 percent building coverage
limitation. Industrial properties in the I-2 (General Industrial) and I-3 (Heavy Industrial)
zoning districts are permitted a maximum building coverage of 50 percent. The subject
property is located within a large industrial district and adjacent properties located
directly south and east are permitted a maximum building coverage of 50 percent because
they are zoned I-2 (General Industrial). Up until the 1996 revisions to the Zoning
Ordinance, the maximum building coverage for I-1 properties was 50 percent. The
standards have changed and the current ordinance restricts building coverage in the I-1

zoning district to 35 percent. No variance would be required if the property was zoned I-
2 like the properties located directly to the south and east.
b) The 35 percent building coverage maximum is restrictive for a self -storage use, which is
a permitted use in the I-1 district. This type of use generally requires a larger footprint.
The nature of the self -storage business necessitates this type of a building mass and floor
plan in order to be functionally and economically viable. This is a somewhat unique
condition. The variance would allow an efficient and workable floor plan, allowing the
majority of users to load and unload materials interior to the building rather than outside.
c) The variance would not be detrimental to the public welfare or injurious to other land in
the neighborhood. The proposed building would not impair an adequate supply of light
and air to adjacent property, endanger public safety, increase congestion of the public
streets, increase the danger of fire or substantially diminish property values in the
neighborhood. In addition, the proposed building would comply with the other ordinance
requirements, including those for building and parking setbacks.
3. This approval is contingent upon approval of the related wetland permit application for the
site.
4. Prior to issuance of building permits, the applicant shall submit a revised landscape plan in
compliance with the landscape ordinance requirements.
5. All dumpsters shall be located inside the building.
6. Additional fire hydrants must be provided in locations as approved by the Fire Inspector, and
the water system must be looped through the site.
7. Prior to issuance of building permits, fire flow calculations must be submitted for approval
by the Fire Inspector.
8. Standard Conditions:
a. Compliance with the City Engineer's Memorandum.
b. Submission of the required Financial Guarantee and Site Performance agreement for
completion of site improvements within twelve months of the date of this Resolution
prior to issuance of building permits.
c. Any subsequent phases or expansions are subject to required reviews and approvals per
Ordinance provisions.
d. The permit is subject to all applicable codes, regulations and ordinances, and violation
thereof shall be grounds for revocation.
e. This approval shall expire one year after the date of approval, unless the property owner
or applicant has substantially started construction of the project, or unless the landowner
or applicant has received prior approval from the City to extend the expiration date for up

to one additional year, as regulated under Sections 21045.09 and 21030.06 of the Zoning
Ordinance.
f. Compliance with the Ordinance regarding the location of fire hydrants, lock boxes, post -
indicator valves, fire department connections, fire lanes, and fire lane signage.
g. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release
or reduction of any site improvement bonds per City Policy.
