HomeMy WebLinkAboutCity Council Resolution 2000-352CITY OF PLYMOUTH RESOLUTION 2000-352 APPROVING LAND USE GUIDE PLAN AMENDMENT FOR THE CITY OF PLYMOUTH FOR PROPERTY LOCATED IN THE NORTHWEST QUADRANT OF BASS LAKE ROAD AND FUTURE NORTHWEST BOULEVARD (20009) WHEREAS, the Plymouth Planning Commission has initiated a reclassification of the land use guide plan from C (Commercial) to LA -4 (Living Area - 4) for property located in the northwest quadrant of Bass Lake Road and future Northwest Boulevard, legally described as follows: That part of the northwest 1/4 of the northwest 1/4, Section 2, Township 118 north, Range 22 east lying northeasterly of County Road No. 10 and lying northwesterly of Northwest Boulevard and lying easterly of Maple Grove Center 2nd Addition; and, Outlot E, Bass Lake Estates. WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the reclassification of the land use guiding from C (Commercial) to LA -4 (Living Area - 4) for two lots located northwest of Bass Lake Road and future Northwest Boulevard, based on the following findings: 1. Reguiding the site to LA -4 would provide an opportunity for needed multiple family housing near existing employment centers and shopping and service facilities. 2. Developing this area under LA -4 guiding would produce less traffic than commercial or office uses, and would not require roadway improvements other than those currently programmed. 3. Adequate access is available for residential development under LA -4 guiding. 4. The subject site meets the location criteria for LA -4 guiding. 5. Reguiding the site to LA -4 would not substantially impact the supply of commercial land in the City. 6. Reguiding the site to LA -4 would not negatively impact any other Comprehensive Plan elements. Resolution 2000-352 (20009) Page 2 7. Residential development of the site under LA -4 guiding would provide an opportunity to include the necessary transitions from the adjacent twinhomes. 8. Reguiding the site to LA -4 would not negatively affect the City fiscally. FURTHER, approval of the Land Use Guide Plan Amendment is contingent upon, and subject to, the required review and response by the Metropolitan Council. Adopted by the City Council on July 11, 2000.
