HomeMy WebLinkAboutCity Council Resolution 2000-336CITY OF PLYMOUTH RESOLUTION 2000-336 APPROVING SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT AMENDMENT FOR HENNEPIN COUNTY PROPERTY SERVICES FOR THE PARKERS LAKE GOLF CENTER, 1050 VICKSBURG LANE NORTH (20061) WHEREAS, Hennepin County Property Services has requested approval of a site plan amendment and conditional use permit amendment to allow installation of: 1) a nine - hole chip and putt course; 2) a tee box area for golf instruction; and 3) decorative security gates on property legally described as follows: That part of Government Lot 4, Section 28, Township 118, Range 22 and of Government Lot 1, Section 33, Township 118, Range 22 lying southerly of the center line of CSAH 6; westerly of the center line of Shenandoah Lane and northerly of the railroad right-of-way, except roads in Property I.D. number 33-118-22-0003, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the site plan amendment and conditional use permit amendment for Hennepin County Property Services, subject to the following conditions: 1. A site plan amendment and conditional use permit amendment is approved to allow installation of: 1) a nine -hole chip and putt course south of the driving range; 2) a tee box area for golf instruction north of the driving range; and 3) decorative security gates for the Vicksburg Lane entrance., in accordance with the application and plans received by the City on April 28, 2000, except as amended by this resolution. 2. Continued compliance with Resolution 96-404 which approved the original site plan and conditional use permit for the golf center facility. Resolution 2000-336 (20061) Page 2 3. The hours of operation may not exceed 7:00 a.m. to sundown. 4. Nighttime lighting of the chip and putt course is not permitted under this approval. Any future proposal to light the chip and putt course would require a separate review and amendment to the conditional use permit. 5. The gates shall be kept closed at all times when the driving range is not open for business. 6. The golf center shall continue to be owned or operated by a governmental agency. 7. If a parking shortage occurs (as determined by the City) in the parking lot south of the existing driving range, the applicant shall make application to add additional parking spaces that comply with City regulations. 8. All signage shall comply with the sign regulations of the Zoning Ordinance. 9. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. 10. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. 11. Standard Conditions: A. Compliance with regulations regarding handicapped parking spaces and access. D. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21015.07 of the Zoning Ordinance.
